Emergency plan

It is known that no matter how effective the preventive measures taken to protect the buildings and
facilities of the compound and its safety, the occurrence of an emergency in the housing complex is possible,
and since it is not possible to remove all the risks in the complex housing and utilities, it is essential to prepare
emergency plans to deal with Any emergency situation that occurs due to the failure of some devices, failure of
procedures, natural disasters or external interventions, etc. The aim of these plans is to control the emergency
and prevent its development to the level of disaster.
Despite the importance of the emergency plan, its preparation is not sufficient in itself if it can only
remain a document, and therefore it should be applied in practice in field trials and at regular intervals in
coordination with other relevant parties to monitor and raise the level of response and effectiveness of
individuals and participating parties, Required for such cases.
Emergency training is an important task to ensure the successful implementation of the emergency
plan. The program will prepare awareness programs to meet the requirements through regular training
programs so that all employees can understand and understand their roles and responsibilities in all
emergency situations. It must prepare a complete plan for the crisis departments and to act in emergency
situations. The plan of evacuation was considered in an engineering manner and in accordance with the
requirements of the Civil Defense Department.

An over view of Rusaiffah Camp:

Rusaiffah Camp is a Residential Complex and is located in Rasifah for operation and maintenance
between several residential complexes belonging to the Saudi Binladin Group. It consists of 24 residential
buildings (20 occupied with residents & 4 are vacant/ under construction) divided into four separate sections
(H, S, K, F). It also contains a sports field inside the residential complex and some Restaurants, shops,
maintenance workshops, logistics, control room, some administrative offices, medical unit and mosque. Fire
extinguishing network distributed on buildings (fire boxes). The capacity of the complex is 5754 people. The
attached plan has been prepared for how to act in emergency situations, and property as shown in annexes 1,
2, 3 and 4.

Building Zones:
To evacuate buildings in case of emergency, either partial or complete evacuation; the whole camp area
is divided into 7 zones. For each zone, evacuation plan procedures & maps are developed and posted
on each floor of the buildings for the guidance of residents and visitors to reach to the nearest safe
location through a safe way. These maps give a through view of exit stairs, exit ways, routes, fire
extinguishers and location of nearest assembly point location.
These maps are attached in the annexure “10” of the document.

How to deal with emergencies:

Personal reporting:
Through direct contact with any of the staff or employees of the building in the emergency room on
(121) or mobile (0000) to report the presence of an emergency or emergency. (Fire - earthquake - presence of
a bomb) or an actual fire with the location of the author to follow up and take necessary.

How to deal with fires:

The following procedures describe how to deal with the fire and a gradual start from the presence of an
alarm to ensure that there is a fire during or after working hours. When you hear the alarm, fire, smoke, or
smell of a strange smell (something that burns) or see flame, you should keep calm and follow the following
steps:
 Immediately notify the emergency room at the residential complex.

Responsibilities for department managers are important and can be divided into two parts:

First: Under normal circumstances:

- Communicate with all official authorities and provide them with the necessary information.

- Follow-up practical training on fire, security, safety and occupational health and to know the extent
of the individual's ability to address as a member of the fire group or alone in the absence of anyone
with him.
- Preventive awareness is broadcast through periodic meetings in the departments to determine the
possibility of individuals to act in the first seconds when the fire breaks out to eliminate it in its cradle
until it is pursued by the main fire team.

Second: When receiving a fire or danger message:

- Contact the director of the residential complex to determine the situation, and put all the
preparations in place when the situation requires it.
- Implement all emergency instructions and prepare for evacuation from the department when
required so.
- In the case of eviction the responsibility of the director of the housing complex is to supervise this and
not to leave the section or place where he will be located only after making sure that the evacuation
plan is completed by residents of the complex.

EVACUATION PLAN
The definition:
Evacuation means the discharge of a certain area or a building entirely from all its employees because
of an imminent threat to the security and safety of life such as fire or earthquake.

DISTRIBUTED AS FOLLOWS:

1. Partial evacuation in case of fire:

 Evacuation in the event of an earthquake:

It is a continuous wave of waves in the ground, causing vibrations that may affect the buildings and
installations with cracks or breakdowns. The strength of the impact of earthquakes on the buildings
varies according to proximity or distance from the center of these waves.
The procedures for dealing with the earthquake are divided into two stages:

 In case of earthquake:
It is meant by the moment of the earthquake and its immediate aftermath.
The tasks are limited at this moment in an effort to calm the workers and ban the use of elevators, while
taking the necessary action pending the release of the building. These measures include the following:

the same premises or to alternative sites if necessary and guidance of these instructions
through coordination with the supervisors of the teams trained and responsible for workers in
their places of gathering.
Procedures following the evacuation of the building :
Upon completion of the work of the control, the entry of any of the workers who have been
evacuated to the site before the explicit instructions of the security officer is prohibited, and the director
of the residential complex or his representative or the security director declares the entrance of the
building if it is confirmed that there is no threat,

1 Control room Writing the accident report

It begins its work by reviewing all the building's basic equipment in terms of
the safety of buildings and installations and the extent of their impact on fire.

workers to return to their positions.
2 Maintenance staff Start the return of electric current to the site according to the places that have

rest of the buildings by the security team
Supervising the work of the maintenance crew
Identify sources of risk and actions to be taken
Determine the time required to complete the maintenance work and allow the

Provision of alternative places until completion of maintenance works in
