1.1.1 On 15th January 2018 this office received a request from Mr David Castelan Valero rig
manager of MODU West Courageous of Seadrill Mexico for carrying out a Rig Move service
(the service) for her mobilization from KAX-1 to MAY-1 in the PEMEX Platform field at Bay of
Campeche, Mexico.

1.2.1 As per instructed by Mr. Castelan, on 17th January 2018, undersigned mobilized from
Tampico to Dos Bocas, Tabasco for attending a What If? Meeting at PEMEX offices on next
day. What if? Meeting was held on 18th January 2018 from 11:00 to 19:00 hours
1.2.2 For attending the Rig move service, undersigned travelled from Dos Bocas to Ciudad del
Carmen, Campeche on evening of Thursday 18th January 2018. Mobilization to West
Courageous was done by helicopter on Friday 19th January 2018 at 16:00 hours.
1.2.3 Attendance aboard West Intrepid was performed from 19th January to 07th February 2018.
Demobilization to Tampico was on 08th February 2018.

1.3.1 This report describes our work on the conduction of the rig mover service aboard MODU
West Courageous during her mobilization from KAX-1 to MAY-1. Documentation produced
and gathered during the course of service has been appended to this report.

2.1.1 Since at KAX-1, the rig’s legs reached large penetrations of 115 feet, the rig move was
planned to be performed within an ample weather window of 15 days for releasing the
spudcans in addition to 3-day of suitable weather for carrying out the move indeed. However
since during winter season, cold fronts regularly affect the Bay of Campeche; weather
windows are not of long period. Thus, it was decided to work the soil by reducing the legs’s
penetration by 20-foot on first opportunity during a weather window 20th to 22nd February
2018; then jack up to 20 feet air gap to wait for another weather window.
2.1.2 Another suitable weather window was forecasted from 02nd to 7th February 2018, so the rig’s
legs were released without delays and the rig move was performed in one single event
during Sunday 04-Feb-18 to Wednesday 07-Feb-18.

2.6.1 The Marine Warranty Surveyor Messer’s. Aqualis Offshore produced the following
recommendations, which were attended during the course of West Courageous move and
positioning at MAY-1.

RECOMMENDATIONS:

Approval of the location is subject to the following observations and recommendations being
implemented:

i. Data from the Compania Mexicana Aerofoto report shows that the seabed slopes gently towards the NW and that
there no natural obstructions which could damage the unit. A seabed survey of the approach area should be
conducted to show any anomalies such as spud can holes from previous units, drag marks possibly created by the
dragging of a previous rig’s spud cans and any man made infrastructure, such as pipelines and debris which may be
present.
ii. Any debris within 100 m of the platform rig approach face should be removed. The fresh survey may be conducted
using Mesotech equipment installed on the jackup to detect any debris and to confirm the position of the pipeline to
MAY-A to SE of platform.
iii. Good weather conditions and a favourable forecast should be received prior to departure covering the tow route,
positioning phases and throughout the pre-loading operations.
iv. Given the soft seabed and the report that other rig designs have been deployed previously at this location, the
WEST COURAGEOUS should be placed on a heading which allows for careful positioning of the unit in the same
old spud can holes generated by the other rigs. From Mesotech and sonar reports, a heading of approx. 328oT will
be required.
v. It is recommended that preloading should take place adopting a leg-by-leg approach and rotating from leg to leg to
try and keep leg penetrations even.
vi. Based on the soil boring reports and leg penetration analysis undertaken, rapid settlement may occur during
jacking and preloading operations. Operators should adopt cautious and careful procedures in line with the
recommendations of the Operating Manual. The preload procedure requires preloading operations to proceed with
the hull in the water to mitigate the risk of any rapid settlement.
vii. At all times actual leg penetrations achieved should be monitored against expectations as contained in the leg
penetration analysis. If clear deviations are identified, then operations should be temporarily halted and advice
sought from owners and this office advised. The full pre-load should be held on each leg for the minimum period
stated in the Operations Manual, without additional settlement being noted, and in no circumstances less than 1
hour.
viii. This review considers the minimum required air gap requirement and does not take into consideration the
required leg length for operations and platform air gaps which maybe greater.
ix. All operations are to be undertaken in accordance with the recommendations stipulated within the approved
operating manual.
x. As per the Marine Operations Manual, maximum wave height should be less than 5 feet when pulling legs, going
off and on location and during preloading. This limit can be adjusted depending on the movement of the rig and will
be at the discretion of the OIM, MWS and Rig Mover in order to avoid any damages to the jacking system.
xi. Departure from and approach to platform should only commence in daylight hours.
xii. Destination platform to be shut down unless the rig mover and attending surveyor agree otherwise. The platform
must be ready for shutdown and adequate personnel should be available to effect the shutdown operation before
commencement of rig move operations in the vicinity of the platform.
xiii. Any other recommendations made on site by the attending surveyor.

2.7.1 For purposes of assessing the sea and wind conditions, to comply with allowed weather
criteria indicated in the West Courageous operating manual and Marine Warranty Surveyor;
undersigned was provided with a forecast bulletins produced by the Wilkens Weather and
WeatherOps agencies twice a day that; in turn indicated suitable conditions for working
releasing the spudcans and conducting the rig move; starting on Thursday 1st to Wednesday
07th February 2018.
2.7.2 After having assessed the forecasted weather conditions, Undersigned rig mover, OIM, Barge
MSL, Marine and Warranty Surveyor agreed in proceeding with the rig move since; the
forecasted conditions were to be within limits to allow the operation to be completed.

2.8.2 The tugs above mentioned were duly inspected by undersigned along with marine warranty
surveyor and found suitable and in satisfactory operational condition for the projected rig
move.

2.9.1 The rig move was planned for carrying out on first opportunity during the operational
weather window of Sunday 04th to Wednesday 07th February 2018 and all preparations were
carried out to do so.

2.9.2 During Sunday 01, tugs were notified and Captains were called to attend the pre-move
meeting aboard West Courageous. After the meeting the tug LEIBE TIDE was connected to
bow main tow bridle in preparation for conducting the move-off manoeuver.

2.9.3 Leg releasing work was performed from Thursday 01st to evening of Saturday 03rd February
01, when legs were moving freely and ready to start the move.
2.9.4 Move-off manoeuver was conducted from 10:35 hours on Monday 5th February 2018 using
the LEIBE TIDE connected to main tow bridle, SAAM CITLALI connected to smit-bitt on
starboard-aft and SAAM QUETZAL connected to smit-bitt on port-aft. The manoeuver
commenced by pulling the rig in a slow and controlled manner to the heading North during
the first 100 meters, while dragging slightly the legs about 4 feet and after that, the rig
started to slowly turn to follow the drafted route bound to MAY-1. During the move-off
manoeuver the legs were jacked up simultaneously, having the bowleg in a upper position by
5 feet. Thereafter, the legs were picked up to tow position 2 feet below base line.
2.9.5 After moving the rig away, at about 1 nm Northeast of KAX-1 area, the three tugs were
reduced in power and their towlines were lengthening to 200-220 meters and then power
was increased for arriving MAY-1 area the soonest to be prepared and wait for Pemex
production personnel to arrive at MAY-1 to shut in the wells.

2.9.6 The navigation to MAY-1 was conducted with good coordination between the tugs’ Captains
and Rig Mover. During the route the tow did crossed over eight pipelines. Average tow speed
was 2.83 knots
2.9.7 On next day Tuesday 06th February at 02:22 hours, the tow arrived to 235 -meter standoff
position to wait for daylight to assess weather conditions and wait for Pemex production
personnel to shut-in the wells at MAY-1 and proceed to final position.

2.9.8 At 06:50 hours, the rig was moved to 150-meter position to deploy the first mesotech sonar
and verify the seabed condition and shutting in the oil wells. Once completed the seabed
scan, the rig was moved to 75-meter to run another sonar scan of seabed. PEMEX pipeline
supervisor, marine warranty surveyor and undersigned witnessed the seabed scans.
2.9.9 As the images obtained from Mesotech sonar scan did not show the previous footprints at
MAY-1, decision was made to stop at 50-meter standoff position and to deploy Mesotech
and run another seabed scan.

2.9.10 The approaching manoeuver to final position was conducted using the three tugs keeping
good control and orientation so that the velocity was well controlled during the approach
until reaching the final position aiming to get aligned the rig’s center line with conductors C1-
C2 getting 44-foot stand-off distance to jack the legs down into the previous can holes left by
other rigs. Final position was verified by OIM, Pemex positioning supervisors, PEMEX contract
supervisor and Company man who gave their acceptance of position at 17:10 hours 06-Feb-
18.
2.9.11 Thereafter undersigned instructed the jacking control console operator, to jack down legs to
make hard pinning and jacking hull up to secure the rig’s position while keeping the tension
on tugs, however noted that rig slid about 2.5 meters away from MAY-1 installation and
turned slightly to port side.
2.9.12 After positioning manoeuver and penetration of legs to get hard pinning the rig’s position
was re-assessed and noted in the load chart that cantilever had suitable capacity to perform
the envisaged operations; then hull was jacked up by steps until reaching zero draft and
started preparations for preloading.

2.9.13 Preload operation is not addressed in present report, as undersigned was demobilized to
Ciudad del Carmen the day after positioning at MAY-1.
