FOREWORD
The Philippine Coconut Authority (PCA) is mandated to promote the rapid integrated
development and growth of the coconut and other palm oil industry in all its aspects
and to ensure that the coconut farmers become direct participants in, and beneficiaries
of such development and growth (P.D. 1468, Art. 1, Sec. 2). Pursuant to the Code of
Corporate Governance for Good Governance for GOCCs, PCA is also mandated to carry
out its governance in a transparent, responsible and accountable manner and with
utmost degree of professionalism and effectiveness.

To achieve these mandates and to provide high standard of services to its citizens or
clients, the Citizen’s Charter is issued. The Charter embodies PCA’s commitment of
service which shall serve as guide for its clients in availing of the Authority’s services. It
also contains feedback and redress mechanisms for improvement towards client’s
satisfaction.

CREATION OF PCA

The Philippine Coconut Authority (PCA) was created in June of 1973 through
Presidential Decree (P.D.) No. 232, absorbing the powers and functions of the
Coconut Coordinating Council (CCC), the Philippine Coconut Administration
(PHILCOA), and the Philippine Coconut Research Institute (PHILCORIN). It
became an independent public corporation in 1976 (P.D. 961), further amended by
PD 1468 otherwise known as the Revised Coconut Industry Code, an attached
agency of the Department of Agriculture (DA) since 1987 as provided for in the
New Administrative Code of 1987. At present, PCA was transferred from the DA
to the Office of the President (OP) by virtue of Executive Order No. 165 issued on
May 15, 2014, together with the National Food Authority (NFA), National Irrigation
Administration (NIA), and Fertilizer and Pesticide Authority (FPA), with the
primary objective of enhancing and coordinating the efforts of these offices in
fulfilling their respective mandates.

PCA MANDATE

“It is hereby directed to be the policy of the State to promote the rapid
integrated development and growth of the coconut and other palm oil
industry in all its aspects and to ensure that the coconut farmers become
direct participants in, and beneficiaries of, such development and growth. “

It establishes the legal basis for PCA’s sole stewardship and responsibility
over the COCONUT and other PALM OIL industries for the benefit of the
coconut and oil palm farmers.

MISSION
The Philippine Coconut Authority shall ensure the development and
implementation of high value programs for the coconut and other palm
oil industry carried out in transparent, responsible, and accountable
manner and with utmost degree of professionalism and effectiveness.

A developed and globally competitive coconut and other palm oil industry
that contributes to food security, improved income, and enhanced
participation of all stakeholders by 2020.

C. KAANIB ENTERPRISE DEVELOPMENT PROJECT

Who may avail of the project:


1. Coconut Farmers Organizations, Coconut Farmers Cooperatives

What are the requirements:


1. Must be a Coconut Based Organization (CBO), Coconut Farmers Association, Cooperative,
2. Micro, Small and Medium Enterprise (MSME)
3. MSME IDENTIFICATION
4. Must be registered with relevant government agencies;
5. Engage in business preferably coconut-based;
6. Accounting system and records in place;
7. Have access to local, regional or national markets.
8. Criteria for the Selection of Prospective Coconut Farm of Farmer-Participants
9. An active member of existing farmers’ organization, cooperative or association.
10. An owner-cultivator or a non-owner cultivator who opts to participate in the project with a written consent of the owner.
11. Deriving his income mainly from coconut farming.
12. Willing to undergo training and participate in the Farm Family School (FFS) that shall be established within the locality.
13. Willing to adopt farm diversification through intercropping, animal raising and other farm enterprises.
14. Willing to cooperate and be directly involved in the undertaking of the KAANIB Project.
15. Willing to provide his and his family’s labor as needed in the project.
16. At least 1 to 5 hectares with existing stand of coconut palms at their productive bearing age.
17. Accessible by transport or along farm to market road.
18. Has a good source of water from either ground or river.
19. Nearly level to rolling with fairly good internal drainage.
20. Free from liens and/or encumbrances. Otherwise, the owner must submit a written consent from the bank to allow the use of the land or
portion thereof for participation in this project.
21. No high level of infestation or infection due to pest and diseases detrimental to coconut.
22. A low yield farm but has a potential for yield increase through the application of improved cultural and farm management techniques and
practices.

activities ranging from micro, small, medium and large scale enterprises with tie-up or partnership with coconut
farmers and farmworkers’ cooperatives duly accredited with DSWD.
2. Government organizations such as LGUs preferably through its LCIDC, NGAs, SUCs and other GOCCs who have joint
undertakins with coconut farmers cooperatives who are willing to provide the technical and logistical requirements.
3. Preparation and submission of project proposal.
