1. Name by which survey / Hiring of Consultancy Services
feasibility will be (Transaction Advisor) for Feasibility

3. Details of Survey /
Feasibility Study:

A. General Description i. Government of the Punjab has initiated a wide

and Justification: ranging program in the Sports Sector to
improve healthy activities in the youth. The
new initiatives of Sports facilities, among other
things, aim at improving the Sports Facilities
infrastructure.
ii. The Sports Facilities in the access of general
public and local community are limited. For
the development of healthy and recreational
sports activities, Sports Department has taken
up various initiatives for the revival of Sports
activities in all over Punjab and to provide a
platform to the sportsmen.
iii. Sports Department intends to develop
Projects for the Sports Facilities under
PPP Mode which include Establishment of
Mini Sports Complexes at Multan, Rawalpindi,
Sargodha and Faisalabad. These Projects will
provide better playing facilities to Players men
& women of the local community.
iv. These facilities shall be developed on the land
allocated by Government of the Punjab. The
architectural and structural design will be
finalized by the Transaction Advisor on the
basis of detailed deliberations and site
requirements.
B. Justification for i. At present services of experts to carry out
engaging feasibility studies are not available with Sports
consultants: Department.
ii. For feasibility study of the proposed Projects,
Sports Department intends to hire the
services of qualified firms as Transaction
Advisor having credible professional
experience in establishing feasibility and
providing consultancy and Transaction
Advisory Services for the Public Private
Partnership Mode Projects.
iii. The Transaction Advisor will carry out field
survey, data collection relating to provision of
Sports Facilities within single premises of
proposed Sports Complexes and submit
feasibility study report describing financial &
technical aspects of the Projects.
iv. The Transaction Advisor will also recommend
the type of PPP Mode which one is feasible
for each Project.

 F. Financial Plan:
A sum of Rs.19.000 million would be required during the financial year
2016-17 for feasibility study of the Projects. The consultancy services shall be
completed during the Current Financial Year (2016-17).
G. Submission of Report by Consultants:
The Consultants shall submit periodic reports on the deliverables of the
assignment according to the following time frame:-
