Dear Honorable Lapus:

During the 45th Regular Session of the 6th Sangguniang Panlungsod, the Hon. Jose
Rodolfo B. Cortes III delivered his privilege speech commending Atty. Freddie A. Serra
as Board Chairman of the Masbate-Mobo Water District and averred that he has
personally saw the construction site of the water tanks and establishment of deep wells
and have personally experienced that the leadership of the said water district is not
letting any stone unturned by giving the constituents enough water supply.

Attached is the copy of the Hon. Cortes’ privilege speech for your reference.

In this regard, this is to emphasize that the said speech was the Hon. Cortes’ own
personal opinion and appreciation of facts; and that the Council did not make any
actions relevant to the said speech.
