FINDINGS AND RECOMMENDATIONS ON THE LIBRARY, FEATURES OF

THE BUILDING, AND FACILITIES OF THE POLYTECHNIC UNIVERSITY


OF THE PHILIPPINES GRADUATE SCHOOL

Area 1. LIBRARY

A. Observations

Conformities to Quality Standards

o The delineation of responsibilities of the personnel involved in


the process was demonstrated. This is evidenced by the
respective employee’s name labels in their work station which
provide their specific functions relative to the process.

o The competency of the employees was confirmed through their


affiliated courses and degrees they hold.

o The awareness of the personnel relative to Library guidelines


was demonstrated when they showed their own copy of rules
and regulation (both hard- and soft- copies).

o Effective monitoring of quality service by the use of a Client’s


Log Sheet.

o The effective planning and operation plan was reflected in the


manner and preparedness of the materials inside the library.

o The requirements in the efficient delivery of the services


program were duly communicated with the clientele through an
organized system when requesting materials inside the library.

o During the conduct of observation, standard instruments such as


slip for requesting a materials, lounge for the clients,
newspapers, bulletin boards for updates, magazines, cabinets,
bookshelf with labels, and ventilation, were confirmed to have
been used wherein the required criteria of monitoring was
clearly stated and communicated to the clientele. This measure
was used to eliminate any human error and provide comfort in
the conduct of the observation.

o The observation reports were confirmed to have provided the
necessary details for easy identification and traceability of
outputs relative to its origin, author and clientele.

o There was a consistent post-delivery activity aimed to ensure


customer satisfaction as evidenced by the customer feedback
form or instrument intended to illicit comments and suggestions
to improve the process.

Non-conformities to Quality Standards

o There was a lack of space. The place is not equipped to


accommodate a large number of people, specifically at times
when students and other clients would all go simultaneously to
the library. Clients tend to wait for their turn.

o The documents and records management was lacking in


quantity. This is evidenced by the insufficient volume of
necessary materials such as books, magazines, and other
resource materials.

C. Recommendations

o There may be a need to provide more chairs and tables for


the clients.

o The management should ensure that the resource materials


are regularly updated and increased in volume for students
and clients’ additional references.

Area 2. FACET OF THE BUILDING

A. Observation

o The Polytechnic University of the Philippines M.H. Del Pilar


Campus in Sta. Mesa, Manila (Graduate School Building) has
not been maintained properly due to the deterioration of paints
on the external surface of the building walls as well as the
presence of various graffiti on it.

C. Recommendation

o The management should consider repainting the building


regularly to maintain its physical condition not only for aesthetic
purposes but also to prevent deterioration of the facilities and to
make it much easier to maintain, and to have a campus
conducive for learning.

o Futhermore, for the security aspects, additional closed-circuit
television (CCTV) units should be installed to monitor the streets
outside the perimeter of M.H. Del Pilar campus, for the
protection of students as well as faculty members and
employees.

Area 3. FRONT GROUNDS

A. Observation

o Debris from repair of the building or waste materials, various


unserviceable equipment and properties have not been cleaned
or kept in the proper places.

C. Recommendation

o The management should activate their disposal


committee on the unserviceable equipment as well as
debris from building repairs in order to maintain
cleanliness and avoid a breeding ground for mosquito or
rat infestation.

Area 4. Front Gate of the Parking Area

A. Observations

o No Parking Zone (along Valencia Street in front of PUP


Graduate School Campus)

o Cars were parked all over the No Parking Zone.

C. Recommendation

o The school management should coordinate with the local


officials and MMDA for the proper implementation of No Parking
Zone in order for the students to have a clear walkway.
Moreover, parked vehicles are obstructions to emergencies

Area 5. Entrance and Hallway

A. Observations

o It has been observed that some of the lights within the campus
are busted; hence, the building is quite dark even during
daytime.

o Pavement with continuous water drips at the entrance of PUP


Graduate School campus, near 7-11 Convenience Store

o Fire extinguishers are not properly mounted.

C. Recommendations

o The School Management should address the particular office to


promptly replace busted lights.

o Fire extinguishers should not be placed at the ground to avoid


being damaged, or moved to other places. The standard should
be at least three (3) feet to five (5) feet from the floor. Moreover,
there should be additional fire extinguishers for emergency.

o Water puddles and cracked, uneven pavement should be


addressed immediately to avoid accidents (tripping, falling, etc.).
