22 In the rate analysis for item ‘steel G-60’, 1
No. crane (20ton) and 1 No. Dumper (10-12
ton) was added. These provision were not
required to be provided because the rate of
steel G-60 were of site rate and no cost of
lifting and carriage was admissible.
20 In the rate analysis of item’ granular sub-
base ‘, the lead for carriage of crushed stone
has been taken 172 km(source not
mentioned) instead of 117 km of lead for
quarry situated in Dina. Extra 55 km lead
resulted in approval of higher rate.
17 In rate analysis prepared by NESPAK for item
23 ABC and AWC, labour charges @ 12.5% of
equipment/machinery rent charges have
been included.
Whereas, the labour charges are already
included in rent charges of machinery.
Replies
The observation by the audit is based on a
misconception. It is clarified that at the
projects of instant fast track basis it is not
possible to cut in size and fabricate the steel
at every location of the structural
component. Once the steel is shifted to the
site in steel yard, it is cut and bent asper
design for installation at site. The crane is
required to load the steel in dumper truck
and then it is delivered from yard to
specified site location.
Additionally, the rate have been approved by
competent authority and then payments are
made to the contractor at bidder rates
accepted by C&W. Hence no loss of Govt. has
been made.
The rate for carriage of crushed stone has
been worked out from Sargodha Sikhawali,
which is 172 km away from site area. The
rate analysis for subbase with Sargodah
Quarry has been duly approved by the
competent authority and fulfill the material
specifications.
Additionally, the rate have been approved by
competent authority and then payments are
made to the contractor at bidder rates
accepted by C&W. Hence no overpayment is
involved. The para may be settled.
The equipment / machinery rent charges
include the drivers and operators of the
machinery. The road side crew like
supervisor skilled and un skilled labour
deployed for spreading / raking of asphalt
concrete at transverse and longitudinal joints
of carpeting are not included in the
equipment / machinery rent charges. Their
charges @ 12.5% of equipment charges have
been incorporated in the rate analysis, which
are justified.
Additionally, the rate have been approved by
competent authority and then payments are
made to the contractor at bidder rates

24 In the rate analysis of item ‘Earthwork for
making embankment from borrow
excavation of common material’, 4 No.
tractor trolley and 1 No. pump 4” delivery
(diesel) was added. These provisions were
not required to be provided.
Further, in “Material component” a lead of 8
km was added, so there is no role of tractor
trolley.
25 In the rate analysis of’ Cast in situ piles
including A3 concrete’ under ‘Equipment’, 2
No’s pump 4” delivery (diesel) were added.
For rate analysis of ‘concrete class A3’ also, 1
No. pump 4” delivery (diesel) was added.
Replies
The observation by the audit is based on a
misconception. It is clarified that at the
projects of instant fast track basis and at site
of heavy vehicular load, it is not possible to
dump all material at every location of the
earth work area. To dump borrow material a
specified location was finalized by the
engineer in charge. 8 km lead was added to
take the material from borrow to specified
location. The material is shifted from
specified location to site through tractor
trolley, which is justified.
The compaction of earth work have been
done in layers as prescribed in the
specifications. To get the required
compaction, it is necessary to sprinkled
water on earth. Due to water requirement 4”
delivery pump was added in the rate
analysis.
Additionally, the rate have been approved by
competent authority and then payments are
made to the contractor at bidder rates
accepted by C&W. Hence no loss of Govt. has
been made.
During piling work, the continuous supply of
water based bentonite slurry is supplied and
thus the delivery pump is used to circulate
that and 14 hours is estimated for complete
piling works.
Also during preparation of concrete at
batching plant water is needed to prepare
the concrete for piles.
