Dear Mr. President,

I have made a choice of Mr. Victorino Mapa Manalo, Secretary of the

Department of Finace to represent the Republic of the Philippines to negotiate
and sign the Exchange of Executive Program of the Cultural Agreement in
Beijing, China.
He is well aware of the relative interest of our two countries and of the
sincere desire of my Government to strengthen further the friendly relations
now happily existing between the Republic of the Philippines and the
Republic of China.
My knowledge of his high character and ability gives me the assurance
that he will constantly endeavor to promote the interests and prosperity of both
Government and so render himself acceptable to Your Excellency.
 I therefore request Your Excellency to receive him favourably and to
give full credence to what he shall have to say on the part of the Republic of
the Philippines.
I charged him to convey to Your Excellency my best wishes for your
Excellency’s well-being and for the prosperity of the Republic of China.
May God bestow upon Your Excellency His Blessing and Benevolent
Guidanc
