1. INTRODUCTION
IUT requires assistance in carrying out two surveys i.e., (a) Parking Inventory Survey and (b)
User Opinion Survey respectively as per the details mentioned below:
Recording of vehicles by type shall be done for selected cordoned areas on all the entry / exit
points of the demarcated area for 12 hours (09:00 – 21:00) within an interval of 15 minutes
through vehicle registration system. Manual recording of data shall be carried out on any one
working day (Monday to Friday) excluding holidays. Details like the location (name of area, no.
of entry/exit points of the identified area, time, date of observation, availability of public
transport along with distance, number of parking spaces, traffic management measures in force
on the approach road, number & type of traffic signs for regulation of parking should be noted
out properly, etc. each identified area would have 4-6 entry / exit points. Surveys shall be
conducted at 10 locations each of the below mentioned 12 cities as follows:
i. East Delhi vii. Nainital
ii. Bhopal viii. Thane
iii. Chandigarh ix. Vadodara
iv. Lucknow x. Bhubaneshwar
v. Kochi xi. Mysuru
vi. Tirupati xii. Shillong
User opinion Surveys shall be done through Questionnaires by face to face interview from users
of public transport services like city bus, BRTS & Metro as well as app based ride sourcing
services like Ola, Uber, and Shuttles etc wherever available. Surveys shall be conducted at below
mentioned 12 Indian cities on a digital platform provided by IUT which it can access on real
time basis (600 samples per city1).

Details like the location name, time, date of survey, should be noted out properly. The scope of
the user opinion survey may include various parameters such as Income & % Expenditure on
Transport, temporal & spatial variation of trips, travel time, transfer time, convenience, purpose,
etc. There would be around 10 – 15 questions.
(c) Identified group of cities
For conducting surveys, IUT has prepared two groups of cities as follows and the agencies need
to bid separately for any / each group.

2. General Instructions
All survey work locations will be identified by IUT and data collection shall be carried
out in the prescribed format given by IUT.
All survey data sheets shall be provided to IUT upon completion of the survey. The
parking survey data needs to be provided with photographic evidence along with
geotagging whereas user opinion survey needs to be conducted on a digital platform

supported by Google or similar applications. The procurement/development of such a
platform shall be undertaken by IUT which it can monitor on real time basis. All other
ancillary tools/support system (including mobile & data, if required) for conducting the
survey shall be entirely borne by the selected consultant.
IUT representative visiting the site shall be extended full cooperation and he/she shall be
explained about methodology adopted and shall be appraised about the measures adopted
by accuracy of work.
The quoted rates shall be inclusive of the cost of labour, materials, equipment, transport,
punching of data in prescribed format, and reports etc. and no other charges whatsoever
shall be entertained in any circumstances.
The consultant at its cost shall ensure all road/traffic safety measures.
Timing - The total time for conducting both the surveys and submitting the data in excel
format is 6 weeks from the date of award of the mandate letter.
3. Professional Fees
1. Consultant shall have to quote the average fee for both the surveys as mentioned below:
2. The total amount of the fee shall be worked out on the basis of exact number of locations
/ samples after completion of the assignment. For the initial payments, same shall be
worked out by on the basis of number of locations mentioned above.
3. The contract will be awarded to the lowest financial bidder subject to meeting the
technical qualification and acceptance of the terms and conditions mentioned in this
document.
5. The financial offer of those firms who do not submit all the requisite documents
mentioned in Annexure-I will not be considered for evaluation.
6. The tenderers shall also furnish a declaration in Annexure – II on official Letter Head of
the agency.

7. The quotations for group ‘A’ & ‘B’ along with Annexures and requisite documents duly
signed and sealed on each page by authorized signatory, should reach latest by 12:00 hrs,
21.06.2019 in two different sealed envelopes super scribed as “Quotation for Traffic
Surveys – Group (A)” & “Quotation for Traffic Surveys – Group (B)” through
Registered Post /Courier /By hand /Speed Post at the following address:

8. The bids will be opened on the same day at 12:00 hours in Meeting room, IUT office,
Anand Vihar Metro Station Building, 1st floor, Delhi in the presence of representatives of
the tenderers present at that time.
10. IUT reserves the right to accept or reject any or all bids, in whole or in part thereof,
without assigning/specifying any reason thereof.
11. Joint venture is allowed for the tender (Max 2-member consortium)

Annexure-I
Technical Requirement
1. The following information along with the self-attested photocopies of these documents
should be submitted by the agency:-
g) The firm / lead consortium should have average annual financial turnover of not less
than 50 lakhs in the last 3 years. Turnover certificate duly certified by CA must be
submitted.
h) The firm / lead consortium member should be operational in India for not less than 10
years.
i) Proof of 3 transport planning or similar projects of minimum fee of Rs. 18 lakh each
(excluding taxes) with Ministries/Govt. offices/PSU/Autonomous government
institutions, completed during the last 3 years.*
j) JV/ consortium are allowed (max. 2 members) and the lead consortium should fulfil
all the conditions.
*Similar projects are projects related to surveys such as traffic surveys/ household survey/
transportation plans/ DPR etc.
