CHAPTER – 1

INTRODUCTION
Cost estimating may be defined as the process of determining the probable cost of the product
before the start of manufacture. Estimation and costing in civil deals with calculating the
quantities and its expected expenditure to be incurred from particular project. Estimating is done
before executing any project or job. Costing is done after execution of any project or job. It is an
art of calculating the quantities of various items of work that is required to be executed for
completion of any work and finding the cost of each item. Thus for a project in Civil, Costing
and estimation plays a crucial role in it.
1.1FOR ESTIMATION AND COSTING, FOLLOWING ARE REQUIRED:-
 Final plan or drawings of the project. (DRAWING)
 Exact details about workmanship and materials to be used in project. (SPECIFICATION)
 Standard schedule of rates for the present Year.(RATES)
1.2NEED OF COSTING AND ESTIMATION:-
 It helps us to decide whether rate of proposed project match meets our funds available for
the project
 Avoids unwanted loss incurred in project
 Helps in inviting tender and quotation to arrange contract
 Gives an idea about time and its schedule of work required for completion of project.

1.3TERMINOLOGY:-
I. Contingencies – Indicates incidental expenses of miscellaneous character which
cannot be classified under any distinct item. (3% to 5% of the estimated cost is provided
to al low for contingencies)
II. Work-charged Establishment – Work-charged employees are temporary staf f
whose services are terminated at the expiry of sanctioned period but usual ly one month
notice is given. (1.5% to 2% of the estimated cost is added)
III. Tools and Plants – Normally contractor has to arrange tools and plants. (1% to 1.5%
of estimated cost is provided)

IV. Cent age charges or Departmental charges – Also known as Supervision
charges for works. To meet the expenses of establishment, designing, planning,
supervision etc. (10% to 15% of the estimated cost). When engineering department takes
up work of other department.
V. Sub-Head items of work – Works like earthwork, concrete work, brick work etc.
Under each sub head there are different items of work.
VI. Sub-Work – Large project may consist of small buildings. Detailed estimate of each
sub-work is prepared separately.
VII. Schedule of Rates – It is a list of rate of various items of works maintained by
engineering department under the name “Schedule o f Rate s Book” . “Road Metal Rate
Book ” is also maintained by PWD.
VIII. Administrative Sanction/ Approval – It is the formal acceptance by the
department concerned of the proposal. After the approval, design, estimates etc. are
prepared and thereafter execution of work.
IX. Expenditure Sanction – It represents allotment of money to meet the expenditure.
It is usually accorded by Finance Department.
X. Technical Sanction – It is the sanction of the detailed estimate, design calculation,
quantities of work etc. Technical sanction is accorded by engineering department and
execution of work is carried out thereafter.
XI. Quantity Survey – It means estimating of quantities of different items of works.
XII. Plinth Area – It is the built up covered area of a building measured at floor level of
any storey by taking external dimensions of the building at the floor level.
XIII. Floor Area – It is obtained after deducting area of walls from the plinth area of
building. It should include:
1. Door and other openings
2. Intermediate pillars and supports
XIV. Circulation Area – It is the floor area of verandahs, passages, corridors, balconies,
staircases, l i f t etc. which are used for movements of persons using the building. It is
further classified into horizontal and vertical.

XV. Carpet Area – It is the useful area of the building. It is determined after deducting:
1. Circulation Area
2. Sanitary Accommodations
3. Kitchen, Pantry, Stores
4. For office building approximate 60% to 75% of plinth area
5. For residential buildings approximate 50% to 65% of plinth area
XVI. Site Plan – Plan showing orientation of building, boundaries of land, position of roads,
drains, sewer line, water pipelines and adjoining plots of lands. North direction is also
shown on one corner of site plan)
XVII. Layout Plan –
1. Plan showing proposed buildings, structures etc. showing their locations, size and
orientations.
2. Roads, drains, pipe lines, electric lines, parks etc are shown.
3. The boundary, main approach roads and adjoining areas are also indicated.
XVIII. Index Plan –
1. Plan is usually drawn for Roads, Irrigation, Water supply etc.
2. It shows alignment with position of culverts, main outline of whole work to give
idea of the project
3. For big project it is drawn with much small scale and is known as key plan

ESTIMATION
In civil engineering, estimation means calculation of quantity of material and labor to be used in
the project.
2.1 DIFFERENT TYPES OF ESTIMATES:-
I. Preliminary/Appx./Abstract/Rough Cost Estimate
II. Plinth Area Estimate
III. Cube Rate or Cubical Content Estimate
IV. Appx. Quantity Method Estimate
V. Detailed Estimate or Item Rate Estimate
VI. Revised Estimate
VII. Supplementary Estimate
VIII. Supplementary and Revised Estimate
IX. Annual Repair or Maintenance Estimate (A.R or A.M Estimate)
I. Preliminary Estimate:- Preliminary Estimate is prepared by various ways for
different structures as mentioned below :
 Buildings
1. Per Unit Basis – Per student for schools and hostels, per class room for schools,
per bed for hospitals, per seat for cinema and theatre halls, per tenement for
residential buildings.
2. Plinth area basis
3. Cubic content basis
4. Appx. Quantity method
 Roads and Highways – Per km basis depending upon nature of road, width and
thickness of metalling.
 Irrigation Channels
1. Per km basis
2. Per hectare basis (Area of land commanded)
 Bridges and Culver ts – Per running meter of span depending upon type of structure,
type and depth of foundation.

 Sewerage and Water Supply Project
1. Per head of population served
2. Per hectare basis (Area covered)
 Over Head water Tank – Per liter or per gallon of tank depending upon type of
structure and height of tank.
II. Plinth Area Estimate:-
 P.A. is approximate estimate
 Plinth area should be calculated for covered area by taking external dimensions of the
building at the floor level
 Courtyard and other open area should not be included
 For multistoried building Plinth Area for each storey is determined separately.
 Approximate total plinth area may be calculated by adding 30 to 40% of the already
calculated area for walls, circulation and waste etc.
 Plinth area rate is known from cost of similar building in the locality.
III. Cube Rate Estimate:-
 Cube rate estimate is again approximate estimate
 Cubical content of the building is determined by multiplying length, breadth and
height of the building.
 External length and breadth at the floor level are calculated for the purpose
 Height should be taken from the floor level to the top of roof.
 For multistoried building height is taken from floor level of one storey to top of next
higher floor.
 Cube rate estimate is more accurate as compared to the plinth area estimate.
IV. Approximate Quantity Method Estimate:-
 Structure divided into two parts –
1. Foundation including plinth
2. Superstructure
 Total length of wal ls is found out.
 To find running meter rate of foundation, appx. quantities of various items are
calculated per running meter

 Similarly for superstructure appx. Quantities of brickwork, roof, flooring etc is
calculated per running meter.
V. Detailed Estimate:-
 It is the accurate estimate prepared by working out quantities of each items of work.
 It is prepared in two stages –
1. Details of measurements and calculation of quantities.
2. Abstract of estimated cost – 3% to 5% of estimated cost is added to cover
miscellaneous expenditure
 Detailed estimate is prepared work-wise.
 Detailed estimate consists of –
1. Report
2. General Specifications
3. Detailed specifications
4. Drawings
5. Calculation and designs
6. Analysis of rates
 Detailed estimate is prepared for technical sanction, for arranging contract and for
execution of project.
VI. Revised Estimate:-
 Revised estimate is prepared when original sanctioned estimate is l ikely to exceed
more than 5%.
 When expenditure on work is likely to exceed amount of administrative sanction by
more than 10%
 When there are material deviation from original proposal even though cost may be
met from sanctioned cost.
 It is accompanied by comparative statement showing variations in each item of works
and reason for the same.
VII. Supplementary Estimate:-
 It is the fresh detailed estimate of the additional works in addition to the original
estimate.
 It is required when fur ther development is required during the progress of work.

 Abstract should show the amount of original estimate and total amount including
supplementary amount.
VIII. Supplementary And Revised Estimate:-
 When a work is partially abandoned and estimated cost of remaining work is less than
95% of original sanctioned estimate.
 When there are material deviations and changes in the design
 If at any time before or during the execution of work, it is found that original estimate
is excessive then divisional of facer may sanction a revised estimate of reduced
amount.
IX. Annual Repair Or Maintenance Estimate (A.R / A.M Estimate)
 It is prepared to maintain structure or work in proper order and safe condition
 For buildings like white washing, painting, minor repairs etc.
 For road works A.R. estimate provides for patch repairing, repairs of bridges and
culverts etc.
2.2 METHODS OF BUILDING ESTIMATE:-
2.2.1 Long wall and short wall method:-
In this method, measure or find out the external length of wall running in the longitudinal
direction generally the long wall out to out, and the internal length of walls running in the
transverse direction in to in i.e. of cross or short walls in to in, and calculate quantities
multiplying the length by the breadth and the height of wall. The same rule applies to the
excavation in foundation, to concrete in foundation and to masonry. Care should be taken to note
the difference in dimensions at different height due to offset, or footing. It is convenient to
imagine plans at different level of height as foundation trench plan foundation concrete plans of
each footing, etc. and dealing each plan or part separately.
The simple method is to take the long walls and short or cross walls separately and to find out
the centre to centre length of long wall and short wall from the plan. For symmetrical footing on
either side, the centre line remains same for superstructure and for foundation and plinth.
For long walls add to the centre length one breadth of wall, which gives the length of the wall out
to out, multiply this length by the breadth and the height and get the quantities .Thus for finding
the quantities of earthwork in excavation, for length of the trench out to out add to the centre

length one breadth of foundation. Adopt the same process for foundation concrete, and for each
footing. It should be noted that each footing is to be taken separately and the breadth of the
particular footing is to be added to the centre length.
(Long wall length out to out = centre to centre length + half breadth on one side+ half breadth on
the other side = centre to centre length + one breadth).
For short pr cross walls subtract (instead of adding) from the centre length one breadth of wall ,
which gives the length in to in , and repeat the same process as for the long walls , subtracting
one breadth instead of adding.
(Short wall length in to in = centre to centre length – one breadth).
That is, in case of long wall add one breadth and in case of short wall subtract one breadth from
the centre length to get the corresponding lengths.
This method is simple and accurate and there are less chances of any mistake. This method may
also be named as general method.
2.2.2 Centre line method:-
In this method known as centre line method sum total length of centre line of walls , ling and
short , has to be found out . Find the total length of centre lines of walls, of same type , long and
short having same type of foundation and footing and then find the quantities by multiplying the
total centre length by the respective breadth and the height . in this method , the length will
remain same for excavation in foundation , for concrete in foundation ,for all footings and for
superstructure (with slight difference when there are cross walls or number of junctions). This
method is quick but requires special attention and consideration at junctions, meeting points of
partition or cross walls , etc.
For rectangular, circular polygonal (hexagonal, octagonal, etc.) building having no inter or cross
walls, this method is quite simple. For building having cross or partition walls, for every junction
of partition or cross walls with main walls, special consideration shall have to be made to find
the correct quantity. For each junction half breadth of the respective item or footing is to be
deducted from the total centre length. Thus in case of a building with one partition wall or cross
wall having two junction , for earth work in foundation trench and foundation concrete deduct
one breadth of trench or concrete from the total centre length (half breadth for one junction and
one breadth (2x1/2 = one for two junctions ). For footing , similarly deduct one breadth of

footing for two junction from the total centre length , and so on . If two walls come from
opposite directions and meet a wall at the same point, then there will be two junctions.
For building having different types of walls, each set of walls shall have to be dealt separately.
Find the total centre length of all walls of one type and proceed in the same manner as described
above. Similarly find the total centre length of walls of second type and deal this separately, and
so on.
In the case of a building having different types of walls, suppose outer walls are of A type and
inter cross wall are of type B, then all A types alls shall be taken first, and then all B types walls
shall be taken together separately. In such cases no deduction of any kind need be made for A
type walls, but when B types walls are taken, for each junction deduction of half breadth of A
type wall shall have to be made from the total centre length of walls.
It may be noted that at corners of building where two wall are meeting no subtraction or addition
is required.
When there are numbers of footings, the length of first footing is to be determined by deducting
half breadth of footing per junction from the total centre line length and then the length of the
subsequent footing can be obtained simply by adding one offset of footing for every junction to
the length of previous footing.

CHAPTER-3
COSTING
3.1 GENERAL: - Costing is the process of finding amount or cost of the material or other
activities, so sometime it is called analyses of rates. The determination of rate per unit of a
particular item of work, from the cost of quantities of material, the cost of labor and other
miscellaneous petty expenses require for its completion is known as the analysis of rates. A
reasonable profit, usually 10% for the contractor is also included in the analyses of rates. Rates
of material are usually taken as the rates delivered at site of work and include the first cost (cost
of origin), cost of transport, railway freight if any, taxes, etc. If the materials are to be carried
from a distant place, more than 8/ km, then cost of transportation is also added. The rates of labor
and material vary from place and therefore, the rates of different items of work also vary from
place to place.
In order to determine the rate of a particular item, the factors affecting the rate of that item are
studied carefully and then finally a rate is decided for that item. This process of determining the
rates of an item is termed as analysis of rates or rate analysis.
The rate of particular item of work depends on the following.
1. Specifications of works and material about their quality, proportion and constructional
Operation method.
2. Quantity of materials and their costs.
3. Cost of labors and their wages.
4. Location of site of work and the distances from source and conveyance charges.
5. Overhead and establishment charges
6. Profit and miscellaneous and overhead expenses of contractor.
3.2 Classification of Construction Costs
According to researches construction costs can be classified into five types, which constitute
the total cost of the project; they can be classified as follows: material cost, labor cost,
equipment cost, overheads, and markup. These types are briefed in Figure below.

3.2.1 Material Cost


The cost of materials includes not only the direct cost of the material items, but also any other
costs that may be obtained except labor or equipment for installation. Additional items of cost
to be considered are; transportation, sales taxes and freight costs, delivery, storage, sales and
other taxes and losses.
3.2.2 Labor Cost
The labor cost component in a building project often ranges from 30% to 50%, and can be as
high as 60% of the overall project cost. It consists of direct and indirect labor cost which vary
depending on the extent of their relationship to the project.
3.2.3 Equipment Costs
Equipments can be classified as specific use or general use as following:
I. Specific use equipment:
This equipment is only for specific construction operations and it is removed from the
jobsite soon after the task is completed.
II. General use equipment:
General use equipment has shared utilization by all subcontractors on the construction
site and it is not associated with any particular work item or items.

3.2.4 Overheads
Overheads cost are construction costs of any kind that cannot be attributed to any specific item
of work. In general, Overheads are a significant item of expense and will generally run from
(5% to 15 %) of the total project cost, depending somewhat on where certain project costs are
included in the cost estimate. Overhead costs include general office expenses, rents, taxes,
supervision and other costs which are indirect expenses and not productive expenses on the
job.
The miscellaneous expenses on overheads may be under the following heads:-
I. General overheads:-
1. Establishment(office staff)
2. Stationary, printing, postages, etc.
3. Travelling expenses
4. Telephone
5. Rent and taxes.
II. Job overheads:-
1. Supervision (Salary of engineers, oversees, supervisor, etc.)
2. Handling of materials
3. Repairs, carriage and depreciation of T and P.
4. Amenities of labor
5. Workmen’s compensation, insurance, etc.
6. Interest on investment
7. Losses on advances
3.2.5 Markup
In construction industry, markup is defined as the amount added to the estimated direct cost
and estimated job into overhead cost to recover the firm’s main office allocated overhead
(general overhead) and desired profit. In general, markup can be classified into two main
categories as:
I. Risk allowance (Contingency)
The contingency is a specific provision; it must be included to account for unforeseen
elements of cost.

Contingency is the amount of money added to an estimate to cover unforeseen needs of
the project, construction difficulties, or estimating accuracy. In addition, the main items
that make many chief estimators or contractor to executives add a contingency to the
estimate to cover one or possibly more of the following:
 Unpredictable price escalation for materials, labor, and installed equipment for
projects with an estimated duration greater than 12 months;
 Project complexity;
 Incomplete working drawings at the time detail estimate is performed;
 Incomplete design in the fast-track or design-build contracting approach;
 Soft spots in the detail estimate due to possible estimating errors, to balance an
estimate that is biased low;
 Abnormal construction methods and startup requirements;
 Estimator personal concerns regarding project, unusual construction risk, and
difficulties to build; and
 Unforeseen safety and environmental requirements.
Accordingly, contingency is not a potential profit and it should not be treated as an
allowance. It includes risk and uncertainty but explicitly excludes changes in the project
scope (change orders).
II. Profit
The amount of profit is generally computed as a percentage of the contract, or in some
cases, as a percentage of each item in the contract. Generally, the magnitude of desired
profit must be decided by the owner for each individual bid, depending on local market
conditions, competition, and the contractor’s need for new work.
3.3 Purpose of Analysis of rates:
1. To work out the actual cost of per unit of the items.
2. To work out the economical use of materials and processes in completing the
particulars item.
3. To work out the cost of extra items which are not provided in the contract bond, but
are to be done as per the directions of the department.
4. To revise the schedule of rates due to increase in the cost of material and labour or
due to change in technique.
