Executive Summary
So, identify objectives is very much important. Our purpose of preparing the report
is:
To find out how effectively the Bangladesh Labor Act, 2006 work in the
organization.
Collection of data is an important part of a term paper preparation. In preparing the report
we have maintained some steps. Which are given bellow —
Step-1: At first, we select Eastern cables limited for making our report on
“implementation of the Bangladesh Labor Act-2006 in case Safety” practices of a
particular organization.
Step-2: We went to the Eastern Cables limited with group and meet with the
managers and other employees.
Step-3: Then we collect various (primary and secondary) data from the manager
about the “implementation of the Bangladesh Labor Act-2006 in case of Safety”
Step-4: Process the data through taking helpful hints from our course teacher..
This report is based on the Bangladesh Labor Act, 2006 in case of Safety.
We don’t have sufficient knowledge about Business Law.
Although we face some limitation, we were trying our best to overcome these
complexities and provide information as far as possible.

Introduction
The Bangladesh Labor Act, 2006 is not enacted a day, Bangladesh has a long
heritage in terms of labor laws. The main purpose of the Bangladesh Labor
Act, 2006 is to consolidate and amend the existing loss relating to labor and
industrial affairs. The Bangladesh Labor Act, 2006 provides some provisions in
sections 61-78 pertinent to Safety issues of workers in Bangladesh. The Act has
motioned regarding Building & machinery, fire, fencing machinery, self-acting
machine, Casing of machinery, cranes & other lifting machinery, hoists and
lifts, revolving machine, pressure plant, floors and stairs, excessive weights,
protection of eyes, dangerous fumes, etc. The subject of safety in the
commercial and industrial establishment deals with the science and arts of the
preservation and improvement of the safety as well as comfort to work for the
employees.

Labor Law is designed to control and govern the continuous process by which
workers and management decide the terms and conditions of employment. It is
based almost entirely on statutes passed by the parliament during last seventy
years. Labor Law regulates matters such as, labor employment, remunerations,
condition of works, trade unions and labor management relations. It also indicates
that the rules and regulations which cope with employees’ right to join trade union,
In particular, benefits of workers, conditions of level, especially maternity leave
for women workers, social security for workers, and safety for workers.
The main purpose of the Bangladesh Labor Act, 2006 is to consolidate and amend
the existing loss relating to labor and industrial affairs. The other objective of the
Bangladesh Labor Act, 2006 are to appoint labor, to increase relationship between
labor and employers, to satisfy the lowest wages of the labor, to discourages
wages, to compensate for the ulcerating the labor, to form of the trade unions, to
regulate the relations of any differences or disputes arising between labor and
employers to protect the social security of the labor including health, safety and
welfare. Labor Law encourages and promotes those purposes by pacing statutory
limitation on employer interferences with the right of employees with self-
organizations and barging collectivity and because union, too, may abuse their
power, Labor Law also acts to curb and control union activities.

Safety
Safety measures prevent accidents and ensure regular flow of work. In turn,
it helps, to increase not only the workers morale but also productivity of the
organization without fear unless otherwise safe working conditions are provided.
The employer has primary responsibility to provide or arrange such type of
environment. The main causes of accidents may be Human causes like: age,
education, health condition, experience, psychological factors, social factors etc.,
or Technical Causes like, hazardous arrangement, defective equipment, poor
housekeeping etc., or Environment causes like, poor lighting and ventilation,
congestion and over-crowding, humidity, long hours of work and high speed
working machines.

Company Chronology

Eastern Cables Ltd. with its office and factory at Patenga, Chittagong was
established in 1967 and started its commercial production on 1st March 1971 for
manufacturing of electric cables and conductors. Eastern Cables Limited, a
subsidiary Company of Bangladesh Steel & Engineering Corporation (BSEC) is
the pioneer of electric cable and conductor manufacture in Bangladesh. The
product range not only includes PVC insulated and PVC sheathed single core and
multi core low tension domestic cable but also control, flexible and power cables
with copper conductor having continuous permissible voltage grade up to 12 KV.
Different sizes of bare and insulated All Aluminum Conductor (AAC) and
Aluminum Conductor Steel Reinforced (ACSR) are also being manufactured here.
We are committed to extend the activities of the Company aiming new heights and
avenues with our efficient & effective skill and technology and human resources.
The Company aims at playing vital role in the transmission and distribution of
electric power in the country by producing quality power cables and conductors
and also contributes a considerable amount to the national exchequer every year.
Achievement:
In recognition of the quality products and services rendered to the country, the
company was conferred with the National Trophy several times.

The company has plan to install XLPE (Cross linked Polyethylene) cable
production line and install Copper Rod Mills as backward linkage.

Eastern Cables Limited produces 3 (three) types of cables of around 291 varieties
and 2 (two) types of conductors, both bare and insulated.

Eastern Cables Limited has achieved ISO 9002:1994 Certificate on 26.03.2003 and
ISO 9001:2000 Certificate on 22.04.2004 by developing quality management
system. Eastern Cables Limited has also been awarded with the National Export
Trophy several times for its great contribution to the national exports. Eastern
Cables Limited is the associate member of Bangladesh Electrical Association,
Dhaka, and Chittagong Chamber of Commerce and Industry, Chittagong .

61. (1) If it appears to the Inspector that any building or part of a building or
any part of the ways, machinery or plant in an establishment is in such a condition
that it is dangerous to human life or safety, he may serve on the employer a written
order in writing specifying the measures which, in his opinion, should be adopted,
and requiring them to be carried out within the time specified in the order.
(2) If it appears to the Inspector that the use of any building or part of a
building or any part of the ways, machinery or plant in an establishment involves
imminent danger to human life or safety, he may serve on the employer an order in
writing prohibiting its use until it has been property repaired or altered.
As we visited in Eastern cables Limited we saw that the buildings were built at the
beginning of the industry. The main office building is 4 storied and the factory is
one.
After passing more than 40 years they did not build any new building. The
buildings are too old to modify and we feel it is dangerous for the employee and
worker.

62. (1) Every establishment shall be provided with such means of escape,
including an alternative stair connected to every floor, in case of fire and fire-
fighting apparatus, as may be prescribed.
(2) If it appears to the Inspector that any establishment is not provided with
the means of escape prescribed under sub-section (1), be may serve on the
employer of the establishment an order in writing specifying the measures which,
in his opinion, should be adopted within a time specified in the order.
(3) In every establishment the doors affording exit from any room, shall not
be locked or fastened so that they can be easily and immediately opened from
inside while -any person is within the room, and all such doors, unless they are of
the sliding type, shall be 'Constructed to open outwards or where the door is
between two rooms, in the direction of the nearest exit from the building and no
such door shall be locked or obstructed while work is being carried on in the room.
(6) A free passage-way giving access to each means of escape in case of fire
shall be maintained for the use of all workers in every room of the establishment.
(7) In every establishment wherein more than ten workers are ordinarily
employed in any place above the ground floor, or explosive or highly inflammable

materials are used or stored/effective measures shall be taken to ensure that all the
workers are familiar with the means of escape in case of fire and have been
adequately trained in the routine to be followed in such case.
In case of fire Eastern Cables Limited is not ready to fight with the fire because
they have not own enough and modem equipment. They have only few Fire
Extinguishers that are not enough in time of heavy fire. They also lack of fire-
fighting apparatus according to the Law.
The factory is on storied as there is no fire exist stair, but they have 3 exits door.
The stairs of the main building is too narrow to run away in time of hurry. The
doors of the office or factory are not looked or fastened so they can be easily
opened in from inside.
There is no marked or sign of the exit door in the office or factory of the Eastern
Cables Limited. They also didn’t have any siren or audible equipment in case of
fire.
Eastern cables didn’t provide any training to the workers who have work with
chemical and inflammable materials.
According to Bangladesh Labor Act, 2006 every organization should arrange a fire
fighting demonstration but Eastern Cables Limited did not arrange such kind of

demonstration. They only provide some training to the securities who have worked
in the organization which is not sufficient in case of fire.
63. (1) In every establishment the following shall be securely fenced by the
safeguards of substantial construction which shall be kept in a position while the
part of machinery required to be fenced are in motion or in use, namely-
(a) every moving part of a prime mover, and every fly wheel
connected to a prime mover;
(b) the head-race and tail-race of every water wheel and water turbine;
(c) any part of a stock-bar which projects beyond the head stock of a
lathe; and
account shall not be taken of any occasion when it being necessary to make an
examination of the machinery in accordance with the provisions of section 64.
(2) Without prejudice to any other provision of this Code relating to the
fencing of machinery, every set screw, bolt and key on any revolving shaft, spindle
wheel or pinion and all spur, worm and other toothed or friction gearing in motion
with which such worker would otherwise be liable to come into contact, shall be,
securely fenced, to prevent such contact.
As we know before Eastern Cables Limited is a heavy industry and uses highly
sensitive machine from which accident can occur at any time, by a little mistake.
To avoid this accident and make the environment safety they fencing their heavy
equipment with steel safeguard.
But in time of our visit we saw some machines are not fencing and worker are
work around them.
There are separate rooms for the generators and trained operators are worked there.
Without any permission no one can enter those rooms.

64. (1) where in any establishment it becomes necessary to examine any part of
machinery referred to in section 63 while the machinery is in motion, or as a result
of such examination, to carry out any mounting or shipping of belts, lubrication or
other adjusting! operation while the machinery is in motion, such examination of
operation shall be made or carried out only by a specially trained 1 adult male
worker, wearing tight-fitting clothing whose name has been recorded in the register
prescribed in this behalf and while he is so engaged such worker shall not handle a
belt at a moving pulley unless the belt is less than 15 centimeters in width and
unless the, belt-joint is either laced or flush with the belt.
In Eastern Cables Limited the whole production system is done by machine, there
is less human effort. So there is no need to go to the machine while machines are
running. Only trained operators handle this machine from raw material to finished
goods. In time of maintenance, cleaning lubricating or adjusting the worker work
under an engineer. But the workers are not well trained.

Rules Regarding Striking Gear and Devices for Cutting Off Power
(b) Driving belts when not in use shall not be allowed to rest or ride
upon shafting in motion.

Cables Limited
Eastern Cables Limited has emergency power off switch for every machine they
have owned. They also have circuit breaker and fuse in each and every room.

Provided that the Chief Inspector may permit the continued use of a
machine installed before the commencement of this Code which does not comply
with the requirements of this section on such condition for ensuring safety as he
may think fit to impose.
67. (1) In all machinery driven by power and installed in any establishment after
the commencement of this Code-
(a) every set screw, belt or key or any revolving shaft, spindle, wheel
or pinion shall be so sunk, encased or otherwise effectively guarded as to
prevent danger; and
(b) all spur, worm and other toothed or friction gearing which does
not require frequent adjustment while in motion shall be completely encased
unless it is so situated as to be as safe as it would be if it were completely
encased.
68. (1) The following provisions shall apply in respect of cranes and all other lifting
machinery, other than hoists and lifts, in any establishment-
(a) every part thereof, including the working gear, whether fixed or
movable, ropes and chains and anchoring and fixing appliances shall be-
(b) no such machinery shall be loaded beyond the safe working load which
shall be plainly marked thereon; and
Eastern Cables Limited has 5 cranes for loading and unloading their raw materials and
finished goods. They were bought by international tender and the seller ensures that the
cranes are highly capable to load the essential weight.
They did not examine these cranes as law but at their own time schedule which is
between 2 or 3 years.
As the law mentioned that cranes must loaded beyond the safe working load which
marked there on but it is not possible for Eastern Cables Limited to ensure this.

70. (1) In every establishment every hoist and lift shall be-
(2) Every hoist way and lift way shall be sufficiently protected by an
enclosure fitted with gates, and the hoist or lift and every such enclosure shall be
so constructed as to prevent any person or thing from being trapped between any
part of the hoist or lift and any fixed structure or moving part;
(3) The maximum safe working load shall be plainly marked on every hoist
or lift, and greater than such load shall be carried thereon;
(4) The cage of every hoist or lift used for carrying persons shall be fitted
with a gate on each side from which access is afforded to a landing;
(5) Every gate referred to in clause (2) or clause (4) shall be fitted with
interlocking or other efficient device to secure that the gate cannot be opened
except when the cage is at the landing and that cage cannot be moved unless the
gate is closed.
(6) The following additional requirements shall apply to hoists and lifts used
for carrying persons and installed or reconstructed in an establishment after the
commencement of this Code, namely-

(a) where the cage is supported by rope or chain there shall be at least
two ropes or chains separately connected with the cage and balance weight,
and each rope or chain with its attachments shall be capable of carrying the
whole weight of the cage together with its maximum load;
(7) The Chief Inspector may permit the continued use of a hoist ©r lift
installed in an establishment before the commencement of this which does not
fully comply with the provisions of sub- section (1), (2), (3), (4), and (5) upon such
conditions for ensuring safety as he may think fit to impose.
(a) the maximum safe working peripheral speed of every grind stone
or abrasive wheel,
(b) the speed of the shaft or spindle upon which the wheel is mounted;
and
(c) the diameter of the pulley upon such shaft or spindle necessary to
secure such safe working peripheral speed.
(2) The speeds indicated in notices under sub-section (1) shall not be
exceeded.
(3) Effective measure shall be taken in every establishment to ensure that the
safe working peripheral speed of every revolving vessel, cage, basket, flywheel,
pulley disc or similar appliance driven by power is not exceeded.
Eastern Cables Limited placed a notice which contains the operating manual of
revolving machinery.
All revolving machinery is observed under an engineer. The engineer maintain the
speed of the revolving machine because the exceed speed can cause accident and
hamper their production.

Eastern Cables Limited have three pressure plant by which they examine the
strength and longevity of the cables they produced. This machines are fully
computerized.

(a) all floors, stairs, passages and gangways shall be of sound construction
and properly maintained and where it is necessary to ensure safety, steps, stairs,
passages and gangways shall be provided with substantial handrails;
(c) all floors, stairs and gangways shall be wide and obstacle free.
In the time of our visit we saw that some place in the floors and passage are not
well constructed. There are hole here and there. The factory manager said that this
is because the factory was established long year ago and don’t repair them
frequently. This is also caused by handling heavy finished goods.
We also saw that the raw materials and finished goods were kept in the factory
hazardously which create obstacles for worker and any time cause any type of
accident. But it is not the scenario of the entire factory, the overall factory floors
and passages are wide, clean and obstacle free.

73. Pits, sumps, opening in floors, etc.- In every establishment, every fixed
vessel, sump, tank, pit or opening in the ground or in a floor which, by reason of its
depth, situation, construction or contents, is or may be a source of danger, shall be
either securely covered or securely fenced.
There are no pits, sumps, opening in floors, etc. in eastern Cables Limited.
No one of the Eastern Cables Limited’s worker carry their excessive weights.
Production Manager Engr. Palash Kumar Dey said it is impossible because all the
products or raw materials are too heavy to carry for human. Those products or raw
materials are carried by small crane.

(a) risk of injury to the eyes from particles or fragments thrown off in the
course of the process, or
Eastern Cables limited give their worker safety eye goggles, hand gloves, and
shoes twice a year.

77. (1) In any establishment no person shall enter or be permitted to enter any
chamber, tank, vat, pit, pipe, flue or other confined space in which dangerous
fumes are likely to be present to such an extent as to involve risks of persons being
overcome thereby, unless it is provided with a manhole of adequate size or other
effective means of egress.
(4) Suitable breathing apparatus, reviving apparatus and belts and ropes
shall, in every establishment, be kept ready for instant use beside any such
confined space as aforesaid which any person has entered, and all such apparatus

The last stage of cables manufacturing is Insulate them. In this process there
produced gas which is not safety for the worker health, Cause Insulation process
are made with PVC and other chemical. But the worker didn’t use any musk. We
also saw that the worker who works there all are not aware of wearing breathing
apparatus. When we asked the production management about this he told us they
advised the worker to wear musk in time of work Insulate center. The worker said
they didn’t know that this smoke is caused danger for their health. Even we also
visit the insulate section without any musk.

Recommendation
Eastern Cables Limited is highly professionally managed organization and they are
maintaining almost the same standard which the Bangladesh Labor Act said. For
maintain safety appropriately, they are committed to keep the standard in most of
the sector. Such as- Safety Building and Machinery, fire, cranes, floors, stairs and
means of access, etc.
However it also has some major problem in some of its sector. Such as-
