Dear Sir,

Referenoe your Letterd8ted 24.05.2019 reoeived in this offioe on 30. May;2019. It is informed
that PM&DC is the apex regulatory body for medical and dentai edubWon in the country. The advertisement
has been issued in exercise of the powe" eonfelTed upon PM&DC in terms of the Pakistan Medical and Dental
Council Ordinance, 2019 which includes an obligation to ensure the pubHc is aware of the correct facts. Your
various edvertiscments through which admissions for studying I training for MBBS degree in Pakistan are being
offered is a clear violation of Section 24 of the Ordinanoe 2019.
Your understanding of $ection 16 of the PMDC Ordiltance, 2019 is incorrect. There exists no
,
mandatory obligation upon the Council ito recognize a foreign qualification granted by an institution outside
Pakistan. It is a discretion of the Counell to allow such recognition after being satisfied that the same is at the

least equivalent to the medical programJes conducted under the PM&DC in Pakistan. The Council has made it
abundantly clear that it will not recogn~ any medical programme which is taught in Pakistan and seeks to
obtain a medical degree awarded by a foreign university. There is no exception to this decision.
The concern of the Council when considering the advertisement issued by you have in fact been
confmncd by your letter in which you ate proceeding on the misunderstanding that a person having studied in
Pakistan and acquired an alleged medical grsduate degncc awarded by a foreign university wnuld have the right
to sit the NEB exam and obtain a license to practice medicine in Pakistan. That is the very reason the public
notice was issued by PM&DC so as to ensure that innocent students ~ not misled into believing that they can
study medicine in Pakistan in an institUtion not recognized by PM&DC and then seek to circumvent the process
by claiming to have acquired a foreign degree as a psthway to licensing through the NEB exam.
It is furthennore of serious concern that you clai~ you are running a 'clinical medicine
programme'. To offer a clinical medicine programme in Pakistan it is a man.datory requirement to first apply
and obtain recognition from PM&DC. Recognition which requires an institution to be inspected .and fulfill
stringent criteria including the existence ~fan ~Iigned hospital for clinical training. In the apsencc thereof, the
sarne would be a patently illegality con~wy 19'Section 24 of the PM&DC Ordinanoe, 2019; which you have
admitted to be indulging in. I '

As you are not recognizd:l ~r.PM&DC there is no obligation to issue you a show cause notice
or provide you a hearing. We have howeVer dJ.t~yinformed the relevant authorities to initiate appropriate action
against you in view of you admission that l:PU are operating an illegal and unauthorized alleged educational
programme which amounts to not only actitlg I~ violation of the PM&DC Ordinanoe, 2019 but also defrauding
the public.
