RESOLUTION NO.

19-

WHEREAS, the safety risks to cyclists at the time of the death of Sara Chapman in 2009
continue in existence today; and

WHEREAS, verifiable reports of motorist actions such as Speeding, Harassment,


Encroachment, Failure to Yield Right of Way are useful for enforcement and assignments
of resources; and

WHEREAS, in June 2019, the volunteers of the Bicycle Advisory Safety Committee
created a prototype for reporting life threatening circumstances between bicyclists and motorists
to the Police Department, and the Planning Department currently leads a work group comprised
of a representative versed in data collection from HPD, Engineering, GIS, IT, and Traffic
Engineering to establish a database for beta-testing for all road users to report close call
events between cyclists and vehicles, and
WHEREAS, when the database is optimized by the work group, HPD will be able to
take the pertinent information provided by other departments as recommended by the work
group and use that information during daily briefings to evaluate incidents and take appropriate
action, issuing warnings and if possible, citations; and

WHEREAS, consolidation of reports and data enable the city administration to also
direct resources for infrastructure improvements and assist in traffic control;

NOW THEREFORE, BE IT RESOLVED THAT, the work group will report to


Council in December, 2019 to demonstrate the tools, recommended process, costs, and projected
outcomes for maintaining the database currently known as the Near Miss Report database.
