ENACTING AN ORDINANCE PARTIALLY RE-ORGANIZING THE ORGANIZATIONAL
STRUCTURE AND STAFFING PATTERN OF THE LOCAL GOVERNMENT UNIT OF SAN
ANDRES PARTICULARLY THE ABOLITION OF CERTAIN POSITION UNDER THE OFFICE
OF THE MUNICIPAL TREASURER AND CREATING VARIOUS POSITIONS AND
DEFINING ITS FUNCTIONS AND QUALIFICATION STANDARDS

WHEREAS, the Honorable Peter C. Cua, Municipal Mayor, in his
endorsement letter to the Sangguniang Bayan dated June 21, 2017, sought the
concurrence of this august body over his proposal to abolish certain position
under the Office of the Municipal Treasurer and create various positions on
different offices;
WHEREAS, after careful study and deliberation on the proposal of the
local chief executive, the Sangguniang Bayan found out that the proposed
measure was in accordance with the provisions of the local government code

and Memorandum Circular No. 19 s. 1992 issued by the Civil Service


Commission on May 7, 1992 entitled Guidelines and Standards in the
Establishment of Organizational Structure and Staffing Patterns in Local
Government Units to create other offices and positions as be deemed
necessary subject to certain limitations as provided under the said
Memorandum Circular
WHEREFORE, on motion of KONSEHAL MEDIN T. ZAFE seconded by all the
Sangguniang Bayan Members present, be it;
RESOLVE, as it is hereby resolved to enact an ordinance to wit:

AN ORDINANCE PARTIALLY RE-ORGANIZING THE ORGANIZATIONAL STRUCTURE
AND STAFFING PATTERN OF THE LOCAL GOVERNMENT UNIT OF SAN ANDRES
PARTICULARLY THE ABOLITION OF CERTAIN POSITION UNDER THE OFFICE OF THE
MUNICIPAL TREASURER AND CREATING VARIOUS POSITIONS AND DEFINING ITS
FUNCTIONS AND QUALIFICATION STANDARDS.
Be it enacted by the Sangguniang Bayan of San Andres, Catanduanes in
session assembled that:
Section 1: It is hereby ordered the partial re-organization in the plantilla of
personnel of the Municipal Government of San Andres under the Municipal
Treasurer’s Office and Municipal Agriculture Office in pursuance to Section 76
of R.A. 7160 and R.A. 6758, to wit:
a. Abolition of Position Title- The plantilla position title below is hereby
abolished:

Section 2. The Municipality’s organizational structure and staffing pattern shall


have to be revised incorporating therein Section 1 of this ordinance.
Section 3. That the creation of the new position title shall be made in
conformity with the qualification standards set by the Civil Service Commission
and its index of Occupational Services, Position Titles and Salary Grade for
Local Government Units.
Section 4. That the funding for the newly created plantilla position/s titles shall
be provided in the next annual budget of the local government unit of San
Andres, and in every budget year thereafter, provided it shall not exceed the
forty five (45%) percent budgetary ceiling for personal services and shall be
subject to the usual accounting and auditing rules and regulations. However,
Budget for the current year shall be provided through augmentation of
fund/supplemental budget chargeable against the 2017 appropriation for
miscellaneous and other personnel benefits.
Section 5. That the creation and abolishment of existing position title in the
career service shall be made in accordance with the pertinent provisions of RA
7160 and Civil Service Law, Rules and Regulations.
Section 6. Duties and responsibilities of the newly created position.
 REVENUE COLLECTION CLERK I

1. Collects taxes, fees and the like from tax payers and issues corresponding
receipts.
2. Assist in tax campaign activity to the treasurer and persuades the tax
payer to pay taxes.
3. Prepares periodic comparative reports and land taxes and other
revenues and notifies the supervisor on the status for their appropriate
action
4. Maintain close consultation with heads of office or immediate supervisor
and coordinate the peers to ascertain what revenues remain
uncollected and from based on records. Form liaison with the Municipal
Assessor’s Office for information on real property owners, Assessment of
real properties and corresponding taxes, and
5. Performs other related work as may be directed by supervisor from time
to time.
 MUNICIPAL AGRICULTURIST I

1. Formulates measures for the approval of the Sanggunian and provide


technical assistance and support to the mayor, as the case may be, in
carrying out said measures to ensure the delivery of basic services and
provisions of adequate facilities relative to agricultural services as
provided for under Section 17.

2. Develop plans and strategies and upon approval thereof by the


governor or mayor, as the case may be, implement the same,
particularly those which have to do with agricultural programs and
projects w/c the Mayor is empowered to implement and w/c the
Sanggunian is empowered to provide for under this code;

3. In addition to the foregoing duties and functions, the agriculturist shall:

 Ensure that maximum assistance and access to resources in the


production, processing and marketing of agricultural and aqua-
cultural and marine products are extended to farmers, fishermen
and local entrepreneurs;

 Conduct or cause to be conducted location-specific agricultural


researches and assist in making available the appropriate
technology arising out of and disseminating information on basic
research on crops, preventive and control of plant diseases and
pests, and other agricultural matters w/c will maximize productivity.

 Assist the mayor, as the case may be, in the establishment and
extension services of demonstration forms or aqua-culture and
marine products;

 Enforce rules and regulations relating to agriculture and aqua-


culture;

 Coordinate w/government agencies and non-governmental


organizations w/c promote agricultural productivity through
appropriate technology compatible w/environment integrity.

4. Be in the frontline of delivery of basic agricultural services, particularly


those needed for the survival of the inhabitants during and in the
aftermath of man-made and natural disasters;

5. Recommend to the Sanggunian and advise the mayor, as the case may
be , on all other matters related to agriculture and aqua-culture w/c will
improve the livelihood and living conditions of the inhabitants; and

6. Exercise such other powers and perform such other duties and functions
as may be prescribed by law or ordinance.

Section 6. Repealing Clause. All ordinances rules and regulation, or parts


thereof, in conflict with, or inconsistent with any provision of this ordinance are
hereby repealed, amended or modified accordingly.
Section 7. Effectivity. This ordinance shall take effect upon its approval.
