After independence as the cities began to grow, so did the need to plan and manage them better.
In the 60’s, master planning emerged as a crucial tool for deciding the direction of urban
planning and development. Several institutions like towns and country planning organization,
some major development authorities etc. were created to produce and administer the city master
plans.
Presently, the preparation and implementation of Master Plan is done under the aegis of the
Town and Country Planning Act and the Development Authorities Act respectively enacted by
states. The master planning exercise leads to a detailed proposal on land use designation in
various pockets of land within the proposed urbanisable land. A linked component is integrating
these activities with existing city structure, services, transport corridors etc. thus several agencies
are involved besides urban development authority which includes water supply and sewerage
boards, Housing Boards, Slum Clearance Boards, Industrial Area Development Boards,
Electricity Companies etc. Thus coordination and synergies between these agencies is paramount
But over the years relevance of master planning has seen decline and is probably
Considered dated. According to the Planning Commission’s 12th five year plan’s draft paper on
urban development, the master plans are available for only 1500 towns out of 5161 urban
centers. Further most of these plans are outdated. In addition, poor coordination amongst the
various concerned agencies and planned management have lead to inadequate and poor quality
services and infrastructure. For example in Karnataka, Karnataka Industrial Area Development
Board (KIADB) developed 4000 ha of land in Bangalore districts by acquiring land in advance
and allotting it to industrial enterprises. Infact the famous electronic industry corridor (from
Whitefield to Electronic City) in Bangalore developed to promote IT industries is not even part

example in the case of much hailed regional plan of NCR, MoUD in its report mentions that the
regional NCR Plan proposals appear to be very sound on paper but suffers from poor
coordination and implementation at the state level. Each state in the NCR has to prepare its sub
regional plans in conformity with the regional but the state governments continue to ignore it.
Case in point the large scale real estate development happening in vast areas around cities and
Delhi, Gurgaon, Faridabad, Noida etc., with unprecedented conversion of agricultural land to
urban uses. These developments have raised concerns about whether the NCR Plan prevails on
Integrated township projects are gathering momentum in India. Today, country’s growing young
and affluent working population is exploring lifestyle options like, swimming pools, clubs,
healthcare facility, landscaped gardens, shopping, school and 24 hours security within residential
complex. In response, the township development not only provides high-quality affordable
housing for home buyers but at the same time attempts to promote walk-to-work concept.
The term integrated itself explains its concept of providing the essentials required to lead a life
within accessibility. These self-contained townships can feature amenities like schools, hospitals,
parks, leisure facilities, hotels, and retail outlets for domestic and international brands,
supermarkets, restaurants and cafés to name a few. Due, to the huge demand and the economies
of scale, an integrated township is able to offer all these amenities that too at a relatively low and
affordable price.
Moreover, today all major cities are looking at expanding the boundaries of their urban sprawl.
The integrated townships mostly located at city’s peripheries help ease the mounting pressure of
urbanization and lack of urban density in tier-I and metropolitan cities. Also, tier-I cities face
shortage of land for residential purpose on one hand and soaring real estate prices on the other.
For example, in Mumbai the boundaries for residential places are extending towards Thane and
beyond in the central suburbs and towards Virar in the Western suburbs. The integrated
townships planned in these areas by developers provide a respite to the flat buyers looking for a
a complete living experience. Thus, integrated township is becoming the format of the future
residential development. Sadly, development of these projects is fraught with problems like
acquisition of land and acquiring approvals from different state departments like forests,
They are clusters of housing and commercial businesses with associated infrastructure such as
roads, schools, hospitals, convenience shopping, water treatment plants and drainage and sewage
facilities. With urban areas getting more crowded and falling increasingly short of the future
solution.
Integrated townships are rather complex with lower FAR, more open areas and an emphasis on
creating a sustainable living ecosystem with residential and commercial spaces, supported by an
infrastructure backbone of power, roads, water, drainage and sewage. With land being a state
subject, different states have varying policies on integrated townships. While the norm for land
requirement for such projects is 100 acres, some states such as West Bengal and Rajasthan, have

DLF, Tata, Ansal API and IREO, already have integrated township projects in various stages of

population from the interiors gravitating towards them, are also likely to see such projects being
launched.
Private equity funds will show a marked predilection for targeting the residential portion of such
township projects. In fact, many such investments are expected over the short-to-medium term. It
is significant to note that notwithstanding the other components of integrated townships, it is the
demand for housing that will continue to be the dominant factor that will drive the development
of such projects.
5. IMPORTANCE / ADVANTAGES
The dismal state of housing, services and infrastructure in existing cities has become the sales
binge for the developers of the township projects. In addition the high land prices and lack of
affordable housing units are leading to hyper development in outskirts of cities on fertile lands.
The developers maintain that these projects have their captive infrastructure and do not have to
be at the mercy of local civic bodies. This view has led to announcements and development of
Greater Noida, Kundli, Sonepat, Bhiwadi, Manesar etc. are all examples of this notion of private
development and private services being sold by the developers and bought by the consumers.
The provision of services both inside and outside of township works out in two ways. The
developer pays external development charges to the authority to cut roads, provide sewer lines
etc. Similarly, for maintaining the townships the developers charges the residents to maintain
parks, open spaces, buildings, elevators etc. therefore even if the township within it may have
excellent internal roads, parking facilities, lush gardens, but the external transportation, road
connections, power lines, water supplies, sewerage connection are not under its direct control.
Several experts have doubts that liabilities of integrated townships, often self created, may
eventually fall onto the local government, municipalities and the civic agencies, since these
townships are under the direct control of the developers, with little interventions from the
government. Subsequently, when the developers transfers the responsibility to the residents, the
likelihood of the local residents failing to mange and sustain these townships is also high given
their lack of required skills and necessary experience. The likelihood of these townships
exhausting, polluting and consuming their local resources at a much faster rate to meet their

The ultimate institutional responsibility has to be clearly defined taking into confidence the

Area exists, in the East by River Hindon beyond which Greater Noida Industrial Development

residential facilities, commercial areas, business centres, office complexes, recreational areas
will complement the continuously developing industrial sectors within the Noida limits. The
manifold advantages of being in Noida include the abundance of skilled, semi-skilled and
unskilled labour and a ready access to the services of experienced managerial personnel. Grid-
Iron-Concept:-Noida has been planned on the grid iron concept and employs state-of-the-art
needs of a fast developing city of the future. The Action Plan and approach compares well with
international standards and is aimed at providing rapid momentum to the growth of the industrial

Kensington Park developments (and other projects under developments by JAL) are presently
under development at Jaypee Greens Wish Town, which is approximately 18 kilometres from
South Delhi and approximately 20 kilometres from Central Delhi. In addition, they have sold and

8. The Infrastructures developed for the Project & Salient
Features:
FMG (Facility Management Group) is the mediation between Execution Team and the
Noida Authority for Fire Safety approval & Building Completion Certificate
Customers.
Drainage Network – The whole Project spread over in 5 sectors(128, 129, 132, 133 &
134) is divided into 3 parts, i.e. Part A in Sector – 128 and Sector – 131 will cater to the
needs of this area. The drain water of these sectors will be diverted to golf lakes and the
surplus water to the 3 No. pumping statins for final draining out the same to the
municipal main drain. In Part catering to sector -133, there are 4 nos. drainage pumping
stationsprovided at the locations marked on the drawings. The drain water from the
buildings/areas will be collectected in these draining stations and finally pumped out to
municipal main drain. Part C which will cater to Sector -129 & 134, have only 1 no.
Sewerage Disposal Network & Treatment Plants - Sewage treatment plants with an
aggregate capacity of 30,000 kilolitres per day. There are 3 nos. Sewerage Treatment
Plants located at different locations. The treated Sewage water after S. T. Ps are to be
feed into Flushing water line network of HDPE pipes laid throughout the Wishtown. This
flushing water line will be feed into flushing water storage tanks of all projects & thereby

10. SUMMARY / LIMITATIONS
Despite all the positive hype, integrated township projects grapple with the same problems that
There are a lot of challenges that a developer faces while building a township. To begin with,
there is huge land acquisition cost that has to be borne by the builder as a township requires
several acres of land. Also, the gestation period in such projects is very long as construction
happens in various phases. So, from a realty developer point of view it means longer duration to
recover costs. Also, procedural delays severely cripple such a project which adds to the cost for
the developer. So, it is a myth that townships are a low risk model for the developers. For
instance, in a city like Mumbai, land acquisition is a huge impediment and such integrated
townships require a large and conveniently located stretch of land in order to provide the holistic
facilities. Another major issue that holds up such development projects is that of approval delays.
High capital investment though poses a challenge in the beginning for a developer, does pay off
in the end.
Evidently, integrated townships can aid in creating affordable housing as well as infrastructural
development. Steps like easy land due diligence, financial incentives and faster clearances from
authorities will go a long way in promoting integrated township projects across country making
The absence of proper title deeds and the opaque functioning of local revenue departments,
create the first hurdle in such projects - land acquisition. This is the most essential aspect and
consolidating contiguous land parcels through multiple owners, adopting the local vernacular and

ownership, contribute towards a long drawn legal due diligence process. Absence of title
insurance also adds to the legally vexatious issue of multiple sales and forged ownership
documents. To some extent, this problem is now being addressed by land aggregators, who help
developers save precious time in chasing individual owners. Nevertheless, legal due diligence is

The lumbering mechanisms that drive policy-making at the state, local municipal and town
planning authority levels, constitute the next set of hurdles. Approvals for real estate projects
have already been highlighted as a major inflexion point, where developers shuttle between
different state departments like forests, environment, power, water and planning, before getting
There are different approvals needed for submitting project plans, getting construction permits
and environmental clearances. It is estimated that for a simple group housing project, nearly 52
different approvals are needed. Not only does this lengthy process create delays, it increases the
holding costs for the developer, causing project costs to spiral upwards.
There is no denying the fact that the integrated townships are going to have sizable impact on the
urban development scenario. Therefore, it is most logical and appropriate to have a strategy and
a policy in place to deal with its regulation and monitoring. These policies need to ensure that the
are addressed adequately in these policies. Further, it is important to have adequate clarity and
harmony amongst the state and the central government’s policies and perspectives dealing with
integrated townships to ensure that the development is regulated and has proper directions.
Presently, only a handful of states like Gujarat, Maharastra, Rajasthan and U.P have
attempted to come up with their own township policies to have some regulations in place for the

integrated townships in the country as a whole. There needs to be a guiding policy, which would
provide directions to the state on the extent and the nature of such development that would be
management costs etc. for which the role of the centre cannot be undermined.
