1. BACKGROUND

(ROLE / NECESSITY OF INTEGRATED TOWNSHIP)

After independence as the cities began to grow, so did the need to plan and manage them better.

In the 60’s, master planning emerged as a crucial tool for deciding the direction of urban

planning and development. Several institutions like towns and country planning organization,

some major development authorities etc. were created to produce and administer the city master

plans.

Presently, the preparation and implementation of Master Plan is done under the aegis of the

Town and Country Planning Act and the Development Authorities Act respectively enacted by

states. The master planning exercise leads to a detailed proposal on land use designation in

various pockets of land within the proposed urbanisable land. A linked component is integrating

these activities with existing city structure, services, transport corridors etc. thus several agencies

are involved besides urban development authority which includes water supply and sewerage

boards, Housing Boards, Slum Clearance Boards, Industrial Area Development Boards,

Electricity Companies etc. Thus coordination and synergies between these agencies is paramount

for effective and structured growth of the city.

But over the years relevance of master planning has seen decline and is probably

Considered dated. According to the Planning Commission’s 12th five year plan’s draft paper on

urban development, the master plans are available for only 1500 towns out of 5161 urban

centers. Further most of these plans are outdated. In addition, poor coordination amongst the

various concerned agencies and planned management have lead to inadequate and poor quality
services and infrastructure. For example in Karnataka, Karnataka Industrial Area Development

Board (KIADB) developed 4000 ha of land in Bangalore districts by acquiring land in advance

and allotting it to industrial enterprises. Infact the famous electronic industry corridor (from

Whitefield to Electronic City) in Bangalore developed to promote IT industries is not even part

of the master plan proposal.

As a result the high influx of skilled migrants has led to increased traffic, housing and

Con-comitant increase of mixed land uses to locate high-tech office premises and

commercial enterprises in residential areas.

Besides master planning, planning at all levels seems to facing its share of concerns. For

example in the case of much hailed regional plan of NCR, MoUD in its report mentions that the

regional NCR Plan proposals appear to be very sound on paper but suffers from poor

coordination and implementation at the state level. Each state in the NCR has to prepare its sub

regional plans in conformity with the regional but the state governments continue to ignore it.

Case in point the large scale real estate development happening in vast areas around cities and

Delhi, Gurgaon, Faridabad, Noida etc., with unprecedented conversion of agricultural land to

urban uses. These developments have raised concerns about whether the NCR Plan prevails on

the large scale change of land use in these towns.


2. Integrated Townships Transforming Indian real estate

Integrated township projects are gathering momentum in India. Today, country’s growing young

and affluent working population is exploring lifestyle options like, swimming pools, clubs,

healthcare facility, landscaped gardens, shopping, school and 24 hours security within residential

complex. In response, the township development not only provides high-quality affordable

housing for home buyers but at the same time attempts to promote walk-to-work concept.

The term integrated itself explains its concept of providing the essentials required to lead a life

within accessibility. These self-contained townships can feature amenities like schools, hospitals,

parks, leisure facilities, hotels, and retail outlets for domestic and international brands,

supermarkets, restaurants and cafés to name a few. Due, to the huge demand and the economies

of scale, an integrated township is able to offer all these amenities that too at a relatively low and

affordable price.

Moreover, today all major cities are looking at expanding the boundaries of their urban sprawl.

The integrated townships mostly located at city’s peripheries help ease the mounting pressure of

urbanization and lack of urban density in tier-I and metropolitan cities. Also, tier-I cities face

shortage of land for residential purpose on one hand and soaring real estate prices on the other.

For example, in Mumbai the boundaries for residential places are extending towards Thane and

beyond in the central suburbs and towards Virar in the Western suburbs. The integrated

townships planned in these areas by developers provide a respite to the flat buyers looking for a

convenient and upscale living space.


The concept of walk to work is picking up among city dwellers and home buyers are looking for

a complete living experience. Thus, integrated township is becoming the format of the future

residential development. Sadly, development of these projects is fraught with problems like

acquisition of land and acquiring approvals from different state departments like forests,

environment, power, water and planning.


3. OBJECTIVE

What are integrated townships?

They are clusters of housing and commercial businesses with associated infrastructure such as

roads, schools, hospitals, convenience shopping, water treatment plants and drainage and sewage

facilities. With urban areas getting more crowded and falling increasingly short of the future

development potential, integrated townships have been correctly identified as a potential

solution.

Integrated townships are rather complex with lower FAR, more open areas and an emphasis on

creating a sustainable living ecosystem with residential and commercial spaces, supported by an

infrastructure backbone of power, roads, water, drainage and sewage. With land being a state

subject, different states have varying policies on integrated townships. While the norm for land

requirement for such projects is 100 acres, some states such as West Bengal and Rajasthan, have

relaxed their minimum land requirement criteria.


4. Integrated benefits

There is a marked lack of residential density in fast growing cities such as Gurgaon and the state

governments are promoting integrated township projects by proposing the easing of development

norms for such projects. This has led to many developers entering this segment of development.

DLF, Tata, Ansal API and IREO, already have integrated township projects in various stages of

development, across major Indian cities like NCR-Delhi.

HIRCO is creating similar townships in Panvel and in Chennai. Omaxe, Parsvnath, BPTP and

Kumar Builders, have also announced multiple integrated township projects. In Noida (NCR),

developers such as Logix and Jaypee Group, are developing golf-centric townships, in effect

offering a value addition option to customers.

The new master plans for all major cities are looking at expanding the boundaries of their urban

sprawl. These new development precincts would benefit significantly, if the integrated township

models were given high preference and incentives, since they provide a more holistic living

environment and prevent the mushrooming of unplanned urban villages.

Over the next two to five years, most metros and satellite cities are likely to see increased

launches of integrated township projects. Tier-II cities and state capitals, which see the

population from the interiors gravitating towards them, are also likely to see such projects being

launched.

Private equity funds will show a marked predilection for targeting the residential portion of such

township projects. In fact, many such investments are expected over the short-to-medium term. It

is significant to note that notwithstanding the other components of integrated townships, it is the

demand for housing that will continue to be the dominant factor that will drive the development

of such projects.
5. IMPORTANCE / ADVANTAGES

TASK CUT OUT FOR THE CIVIC AUTHORITIES

The dismal state of housing, services and infrastructure in existing cities has become the sales

binge for the developers of the township projects. In addition the high land prices and lack of

affordable housing units are leading to hyper development in outskirts of cities on fertile lands.

The developers maintain that these projects have their captive infrastructure and do not have to

be at the mercy of local civic bodies. This view has led to announcements and development of

massive township projects. Upcoming projects in Gurgaon, Faridabad, Ghaziabad, Noida,

Greater Noida, Kundli, Sonepat, Bhiwadi, Manesar etc. are all examples of this notion of private

development and private services being sold by the developers and bought by the consumers.

The provision of services both inside and outside of township works out in two ways. The

developer pays external development charges to the authority to cut roads, provide sewer lines

etc. Similarly, for maintaining the townships the developers charges the residents to maintain

parks, open spaces, buildings, elevators etc. therefore even if the township within it may have

excellent internal roads, parking facilities, lush gardens, but the external transportation, road

connections, power lines, water supplies, sewerage connection are not under its direct control.

Several experts have doubts that liabilities of integrated townships, often self created, may

eventually fall onto the local government, municipalities and the civic agencies, since these

townships are under the direct control of the developers, with little interventions from the

government. Subsequently, when the developers transfers the responsibility to the residents, the

likelihood of the local residents failing to mange and sustain these townships is also high given

their lack of required skills and necessary experience. The likelihood of these townships
exhausting, polluting and consuming their local resources at a much faster rate to meet their

lavish demands is also equally real.

Therefore as cities expand, and more private townships come up, the civic authorities are bound

to be caught up in a messy battle between existing cities and new townships for resource

allocation and service management. Therefore, it is becoming increasingly important to focus

attention and find solutions to these potential concerns, right away.

The ultimate institutional responsibility has to be clearly defined taking into confidence the

developers, local government and most importantly the residents.


6. Conceptualization of the Project Wish Town in Noida

Noida is bounded by NH-24 Bye-Pass in the North beyond which the Ghaziabad Development

Area exists, in the East by River Hindon beyond which Greater Noida Industrial Development

Area exists, in the West by River Yamuna, beyond which are the States of Delhi and Haryana

and in the South is the meeting point of the rivers Yamuna and Hindon.

Green and Eco City Unlike many other industrial areas, infrastructural facilities in this area have

well preceded development. Emphasis has been laid on developing Noida, as a green heaven -

named GREEN NOIDA CLEAN NOIDA, Totally

free from pollution State-of-the-art Infrastructure in

NOIDA, the city free from pollution and traffic-jams,

the Authority has developed a number of green belts,

gardens and parks to give further impetus to its

pollution free environment. A modern, efficient and comprehensive infrastructure comprising of

residential facilities, commercial areas, business centres, office complexes, recreational areas

will complement the continuously developing industrial sectors within the Noida limits. The

manifold advantages of being in Noida include the abundance of skilled, semi-skilled and

unskilled labour and a ready access to the services of experienced managerial personnel. Grid-

Iron-Concept:-Noida has been planned on the grid iron concept and employs state-of-the-art

technology in Engineering, Urban Planning and Architecture. Significantly, it conceptualizes the

needs of a fast developing city of the future. The Action Plan and approach compares well with

international standards and is aimed at providing rapid momentum to the growth of the industrial

sector both in the State of Uttar Pradesh and the ’Country’


7. Real Estate Development by Jaypee Infratech

Jaypee Infratech Limited has the right to develop 6,175 acres of land with a 90-year lease, which

is expected to consist of 1,235 acre parcels, at each of five different locations along the Yamuna

Expressway: one location in Noida, two locations in District Gautam Budh Nagar (part of NCR)

and one location each in District Aligarh and District Agra. The real estate is presently marketed

under the “Jaypee Greens” brand and the Company has planned future real estate development

under this brand or one or more other brands.

Of the total 6,175 acres for real estate development, the Company has taken possession of

approximately 3,745 acres as of March 31, 2010, all of which is located in Noida, two other land

parcels in District Gautam Budh Nagar and in District Agra.

The Company commenced development of parcel at Noida and has sold or sub-leased over 349

acres from Noida land parcel, and plan to develop the remaining approximately 885 acres of

land. The master plan for the Jaypee Greens development in Noida calls for development of a

road network of over 20 kilometres, 126 MVA of captive power generation facilities as well as

sewage treatment plants with an aggregate capacity of 30,000 kilolitres per day. Over 70% of the

Jaypee Greens development in Noida is planned to be green area, including multiple golf courses

under development. The master plan also provides for the development of approximately 40

educational facilities and a variety of retail shopping facilities.

Real Estate Developments in Noida


The Company’s Noida land parcel is being developed under the Jaypee Greens brand as part of a

gated community offering green and sophisticated living in a self-contained township to

individuals seeking an integrated living environment, vacation home or investment property.

The master planners of the Jaypee Greens development in Noida project are Arcop Associates

Private Limited, a Canadian company with experience developing large scale real estate projects

in Canada, China, India and the West Indies. The major infrastructure at the Jaypee Greens

development in Noida, including two golf courses designed by Graham Cooke & Associates,

which are being developed by JIL and JAL, are at various stages of construction.

“Jaypee Greens Wish Town”

Jaypee Greens Wish Town is a planned, integrated modern residential city under development in

Noida, which is expected to include landscaped parks and gardens and multiple clubhouses with

swimming pools, fitness and other recreational and institutional facilities and amenities and

commercial developments. Jaypee Greens Klassic, Jaypee Greens Kosmos and Jaypee Greens

Kensington Park developments (and other projects under developments by JAL) are presently

under development at Jaypee Greens Wish Town, which is approximately 18 kilometres from

South Delhi and approximately 20 kilometres from Central Delhi. In addition, they have sold and

intend to sell plotted land developments at Jaypee Greens Wish Town.

Jaypee Greens project on the Noida Expressway has been developed on the concept of a Wish

Town, translating wishes into reality. Wish Town is a diverse, progressive and vital community

spread over 470 Ha that combines sophisticated city living with a friendly neighbourhood

atmosphere.
It has been designed as a new and exciting place to live, work and play. It offers residential and

commercial properties in Noida complemented by excellent Education System, International

standard Health Care Facilities, Recreational and entertainment centers, multiple shopping

complexes, corporate offices, spiritual centers, hotels and public services.

A drive through the pleasant streets and neighbourhoods of this pedestrian oriented community

will make you aware about the wide array of residential property options available within the

township ranging from independent homes to high-rise apartments and penthouses.

The 18+9 Hole Graham Cooke Golf facility in this Noida expressway project has been

seamlessly interwoven with the residential and commercial community, creating a wonderful

place to live in.

Some other highlights of the Project Wish Town Noida are : More than 300 multistorey Towers

& estimated cost on completion will be to the tune of more than 1 Lac Crores.
8. The Infrastructures developed for the Project & Salient

Features:

 Handing Over Procedure for completed Units and Towers:

FMG (Facility Management Group) is the mediation between Execution Team and the

Statutory Inspection Teams like:

Noida Authority for Fire Safety approval & Building Completion Certificate

Lift NOC from Electrical Department

Customers.

 Power Back-up - 126 MVA of captive power generation facilities

 Road Network - Development of a road network of over 20 kilometres

Outer Roads are 48m wide.

Main Roads are 32m wide.

The Cluster Road are 24m wide.

 Drainage Network – The whole Project spread over in 5 sectors(128, 129, 132, 133 &

134) is divided into 3 parts, i.e. Part A in Sector – 128 and Sector – 131 will cater to the

needs of this area. The drain water of these sectors will be diverted to golf lakes and the

surplus water to the 3 No. pumping statins for final draining out the same to the

municipal main drain. In Part catering to sector -133, there are 4 nos. drainage pumping

stationsprovided at the locations marked on the drawings. The drain water from the

buildings/areas will be collectected in these draining stations and finally pumped out to
municipal main drain. Part C which will cater to Sector -129 & 134, have only 1 no.

drainage pumping station provided at the locationsmarked on the drawing.

 Sewerage Disposal Network & Treatment Plants - Sewage treatment plants with an

aggregate capacity of 30,000 kilolitres per day. There are 3 nos. Sewerage Treatment

Plants located at different locations. The treated Sewage water after S. T. Ps are to be

feed into Flushing water line network of HDPE pipes laid throughout the Wishtown. This

flushing water line will be feed into flushing water storage tanks of all projects & thereby

to all dwelling units also feed for horticulture water requirements.

 The master plan also provides for the development of approximately 40 educational

facilities including already completed and functional JIIT College and Jaypee Public

School.

 Over 70% of the Jaypee Greens development in Noida is planned to be green area,

including multiple golf courses under development.

 Recreational and entertainment centers, multiple shopping complexes, corporate offices,

spiritual centers, hotels and public services, retail shopping facilities etc. including JC

World Mall under construction.

 International standard Health Care Facilities including Jaypee Hospital completed and

operational and serving the public.


 Foundation Design – Considering following Soil investigation data:

Depth of Water Table from 7.00m to 11.00m below existing Ground level.

From existing Ground level to 2.00-3.00m depth consists predominantly coarse grained

soils i.e. silty sand having SPT ‘N’ values in the range 6 to 10

From existing Ground level to 4.50-6.00m depth consists predominantly fine grained

soils i.e. silty sand having SPT ‘N’ values in the range 8 to 13

From existing Ground level to 9.00-11.00m depth consists predominantly coarse grained

soils i.e. silty sand having SPT ‘N’ values in the range 16 to 28

From existing Ground level to 11.00-15.50m depth consists predominantly fine grained

soils i.e. sandy sand having SPT ‘N’ values in the range 18 to 36

From existing Ground level to 57.75-67.30m depth consists predominantly coarse grained

soils i.e. silty sand having SPT ‘N’ values in the range 21 to 100

From the results of chemical analysis of soil it is revealed pH value in the range 6.1 to

7.4, Chloride content (as CL) from 128 to 287 ppm & Sulphate content (as SO3) from 115

to 293ppm. It is also revealed that the various contents are within permissible limits as

per IS:456-2000 & no special precautions are required due to this.

The area falls in Seismic Zone –IV of India as per IS:1893, and as per soil charactristics

the liquefaction or execessive total & differential settlements due to earthquake vibrations

the peak ground accelaration adopted as 0.12g and the magnitude of earthquake has been

considered as 7.0
The results of detailed analysis revealed that the sub-soil strata layers from existing

ground level to 9.00-14.00m depths comprising of silty sand are not likely

To liquefy by the vibrations caused during earthquake.

Bearing capacity in the range 15-17 T/Sqm.

A concept of Value Engineering adopted in this Project Planning and implementation:

It was agreed that sizes, aesthetics and overall rates of tiles & other bought out items to

be used in different rooms in different project segments would be standardized, and all

possible arrangement for procurement in bulk to reduce cost.


9. ESSENTIAL FEATURES OF INTEGRATED TOWNSHIP

10. SUMMARY / LIMITATIONS

Gloom in the boom

Despite all the positive hype, integrated township projects grapple with the same problems that

plague the rest of the real estate sector in India.

There are a lot of challenges that a developer faces while building a township. To begin with,

there is huge land acquisition cost that has to be borne by the builder as a township requires

several acres of land. Also, the gestation period in such projects is very long as construction

happens in various phases. So, from a realty developer point of view it means longer duration to

recover costs. Also, procedural delays severely cripple such a project which adds to the cost for

the developer. So, it is a myth that townships are a low risk model for the developers. For

instance, in a city like Mumbai, land acquisition is a huge impediment and such integrated

townships require a large and conveniently located stretch of land in order to provide the holistic

facilities. Another major issue that holds up such development projects is that of approval delays.

High capital investment though poses a challenge in the beginning for a developer, does pay off

in the end.

Evidently, integrated townships can aid in creating affordable housing as well as infrastructural

development. Steps like easy land due diligence, financial incentives and faster clearances from

authorities will go a long way in promoting integrated township projects across country making

it a win-win situation for all stakeholders.


Land acquisition

The absence of proper title deeds and the opaque functioning of local revenue departments,
