“RESOLUTION NO. 2012-104
RESOLUTION REQUESTING GOVERNOR CARLITO S. MARQUEZ TO ASSIST LGU KALIBO IN
REHABILITATING THE LIBTONG ROAD IN BARANGAY ESTANCIA MUNICIPALITY OF KALIBO
WHEREAS, the Libtong road in Barangay Estancia of the Municipality of Kalibo was once main entry point in
going in and out of Kalibo. Today it still serves as the alternate route of entering Kalibo from the south the most advised
and used road to enter Kalibo during the Kalibo Sto. Niño Festival when many streets, municipal and national roads are
filled with pilgrims, devotees and guests of the community. This road network also serves as the through road for
agricultural products coming from Barangay Mobo, the vegetable basket of the municipality;
WHEREAS, at the present, a small portion of the Libtong road has been concreted but mostly still remains
unpaved and surfaced with gravel brought from the quarry site or stream bed;
WHEREAS, gravel roads require much more frequent maintenance than paved roads, especially after wet
periods and when wheel motion shoves material to the outside (as well as in-between travelled lanes), leading to rutting,
reduced water-runoff, and eventual road destruction if unchecked. Another problem with gravel roads is washboarding -
the formation of corrugations across the surface at right angles to the direction of travel. They can become severe enough
to cause vibration in vehicles so that bolts loosen or cracks form in components. Grading removes the corrugations and
reconstruction with careful choice of good quality gravel can help prevent them re-forming;
WHEREAS, the assistance that could be extended by the provincial government to the Municipality of Kalibo in
the maintenance of the Libtong Road will not only fastrack its rehabilitation and provide a comfortable travel to motorists
passing by but could also decongest the traffic at the crossing Banga-New Washington Rotunda, the main entry point
from the south in going to Kalibo;
NOW THEREFORE, in view of the foregoing premises upon motion of E. Soviet Russia A. Dela Cruz and duly
seconded, be it RESOLVED as it is hereby RESOLVED to request Governor Carlito S. Marquez to extend assistance to
LGU Kalibo in rehabilitating the Libtong Road in Barangay Estancia, Kalibo, Aklan;
RESOLVED FURTHER, to furnish copies of this resolution to LGU Barangay Estancia, Kalibo, Aklan.
DONE in the Municipal Hall of the Municipality of Kalibo, Aklan, Philippines this 23rd day of August in the Year of
our Lord, 2012.
