SUBJECT List of vacancies as of November 9,2017

We are providing you with a list of vacancies as of November 9,2017, as follows:

1. Vacancies in the March 13, 2017 announcement that have remained unfilled;
2. Vacancies due to retirement/resignation/transfer from February 1 to September 7,
2017;
3. Scalar vacancies due to promotion on September 7,2017 CP Meeting.

Filling of scalar vacancies due to promotion shall be governed by Section 96, Rule IX
of Civil Service Commission (CSC) Memorandum Circular No. 24, s. 2017 dated June 16,
2017 which states that:

Sec. 96. Agencies shall not fill up vacancies resulting from promotion until the
promotional appointments have been approved/validated by the CSc. except in
meritorious cases, as may be authorized by the Commission. (Underscoring ours)

Items vacated as a result of promotion shall be filled only upon approval/validation

of the promotional appointments by the CSc.
The CSC clarified that COA may start the processing of promotion/recruitment
without waiting for the approval of the promotion, such as follows:

a. CGA may publish vacancies resulting from promotion.

b. COA may process/deliberate on proposals for promotion/recruitment using
scalar vacancies.

However, the effectivity date of the appointment (scalar vacancy) should come after
the validation of the promotional appointment by the CSc.
 Interested applicants shall submit their application documents directly to the
Sector/Office/Region where the vacancies exist. The existing procedures/guidelines on
evaluation, ranking, and posting shall continue to be followed and should be duly complied
with before submission to the HRMO.
