viaduct from Duhai (EPE) to start of Modi Nagar North and 2 elevated
stations viz. Murad Nagar & Modi Nagar South [Excluding
Architectural Finishing & Pre-engineered steel roof structure of
Stations] of Delhi – Ghaziabad – Meerut RRTS Corridor.

(ii) DM/CN/COR-OF/059, LOT-P3L2:- Construction of elevated

viaduct from start of Modi Nagar North Station to Shatabdi Nagar
Station and 5 elevated stations viz. Modi Nagar North, Meerut South,
Partapur, Rithani & Shatabdi Nagar [Excluding Architectural
Finishing & Pre-engineered steel roof structure of Stations] of Delhi –
Ghaziabad – Meerut RRTS Corridor.

Submission of
Bids (e-Bids) :

1. India (“hereinafter called “Borrower”) has applied for financing from the Asian
Development Bank (ADB) toward the cost of Delhi – Meerut Regional Rapid
Transit System Project (Tranche -1). Part of this financing will be used for
payments under the Contracts named above. Bidding is open to Bidders from eligible
source countries of ADB.
2. The National Capital Region Transport Corporation Limited (NCRTC “the
Employer”), invites online bids from eligible Bidders for the construction and
completion of following civil works contract package, subject to compliance with ADB
polices and requirements:-

Bid for Package 3 has been invited in two lots in the e-procurement portal of National
Informatics Centre (NIC) simultaneously. Bidders may participate in any one or both the
LOTs as mentioned above in accordance with their eligibility and qualification. There is
no bar in awarding more than one LOT to a bidder. Bidders are advised to note the
eligibility and minimum qualifying criteria specified in the Instruction to Bidders and
Section 3 “Evaluation and Qualification Criteria” stipulated in the bid document.

3. Open Competitive Bidding (OCB) - International will be conducted in

accordance with ADB’s Single Stage- Two Envelope Bidding Procedure and is open to
all Bidders from eligible countries as described in the Bidding Document.
4. To be qualified for the contract package, the bidder should as a minimum meet the
following requirements:
• The bidder must have minimum average annual construction turnover of INR
6,883 million (for Lot 1) and INR 8,782 million (for Lot 2) calculated as total
certified payments received for contracts in progress or completed, within the last
five (5) years;
• The bidder must demonstrate that its financial resources meet or exceed the total
requirement for the subject contract of INR1,147 million (Lot 1) and INR1,464
million (Lot 2);
• Participation as a contractor or JV partner in similar works for infrastructure
projects in buildings/airport/road/metro railways/high speed railways/light
railways/railways/dams/tunnel/power sector that have been completed or
substantially completed within the last seven (7) years ending the last day of the
month previous to the month of bid submission.
5. The complete bidding document in English , can be viewed / downloaded from official
website of NCRTC www.ncrtc.in or e-procurement portal of NIC
https://etenders.gov.in/eprocure/app from 10 July 2019 to 28 August 2019 up
to 15:00 Hrs IST). Bids must be submitted online only at
https://etenders.gov.in/eprocure/app on or before 28 August 2019 up to 15:00
hrs (IST)
6. Bid through any other mode shall not be entertained. However, Bid Security in
original shall be submitted physically by the Bidder on or before 28 August 2019
up to 15:00 hrs (IST). Bids received shall be opened on 28 August 2019 at 17:00
hrs (IST).
7. To participate in the e-tendering process, a Bidder should be in possession of Class
III Digital Signature Certificate (DSC) in the name of the person duly authorized to
sign on behalf of the Bidder from any Certifying Authority recognized by CCA India
(e.g. Sify /nCode / eMudhra etc.), with their profile.
8. To participate in the e-bid submission, it is mandatory for the bidder to register their
firm with e-procurement portal of NIC https://etenders.gov.in/eprocure/app to have
a user ID and password.
9. The pre-bid meeting shall be conducted on 24 July 2019 at 11:00 hrs (IST) at the
