5.8.2.11 The allowance provisional sum is assumed to be Php 4,000,000 based on the
Employer's previous experience.
5.8.3 Automatic Transfer Switch {ATS)
5.8.3.1 An ATS with manual override shall be provided for the emergency power
requirement through the use of a generator set to be provided by the
Contractor. Upon loss of normal power, the ATS shall automatically start the
generator and transfer the load from normal to emergency. When normal
power is restored, the ATS shall transfer the emergency loads back to normal
power automatically. The ATS shall be capable of switching all classes of load
and fully rated . On failure of a standby source, retransfer back to normal
source without time delay if normal source is available. ATS status shall be
linked to SCADA for monitoring.
5.8.3.2 ATS shall provide with the following:
i. Full-phase relay protection with three voltage sensing relays.
ii. Starting and load transfer to alternate source on a drop to 80 percent
on any phase of normal voltage or frequency. Retransfer of load to normal
source when voltage of all phases is restored to 90-95 percent.
111. Adjustable time delay, 6 seconds as a minimum, with suitable contact
for engine starting.
iv. Transfer to standby generator when generator voltage and frequency
are 90 percent of rated values .
v. Adjustable time delay, 0 to 2 minutes, on transfer from alternate to
normal.
a. Auxiliary and control contacts as follows:
• One closed contact when switch is connected to the normal source for
Employer's remote alarm
• One closed contact when switch is connected to the normal source
and one closed contact when switch is on alternate source
b. After transfer to the normal source, engine generator to run for
adjustable time period to 5 to 10 minutes before shutdown.
c. Test switch for test operation of standby plant and transfer switch
d. Pilot lights to indicate presence of all three phases of normal source
e. Pilot light to indicate switch position
f. Terminal blocks for all external control and indication connections

5.8.4.1 Auto-start standby power generator shall be provided for the provision of
emergency power for the sludge treatment facility equipment, building
services, ventilation systems, control systems and instruments, exterior and
interior lighting, and auxiliary systems. The number of power generator sets
should be decided based on the design power demand of the Sludge
treatment facility and shall be sized to match the transformer capacity. The
storage area of the power generator set/s shall be incorporated in the layout
of the WTP.
5.8.4.2 The sizing shall be based on the future flow however if the Contractor can
demonstrate that there is an option to only supply part of the total
installation at the current time they may only provide the number of units
needed now. The civil structures should be constructed to accommodate the
full units needed for the future flows.
5.8.4.3 The power generator set/s together with all necessary permits/ licensing/
regulatory approvals shall be available prior to commissioning.
5.8.4.4 A full load on site load bank test shall be undertaken as part of the generator
commissioning process.
5.8.4.5 Power generator set/s shall be in compliance with environmental regulations.
5.8.4.6 Diesel storage shall be provided. Sufficient storage for 72 hours operation at
full treatment capacity shall be provided. In addition a day tank shall be
provided to maintain the operation of the generators. The tanks should be
equipped with shade protection, lockable filling points, sight glasses, all other
necessary vents and fittings including ladders, handrails, and platforms to
allow safe access to the equipment for operations staff. A level sensor shall
be provided to be connected to PLC and linked to SCADA for monitoring.
5.8.4.7 Diesel storage facilities shall be designed to prevent contamination of the
environment in the event of the site flooding up to the design flood level plus
0.3m.
5.8.4.8 All diesel tanks shall be provided with bunds with a capacity of at least 110%
of the failure of the largest storage unit.
5.8.4.9 The Contractor shall be responsible for filling the diesel storage tank and
providing full fuel tanks (any tanks installed or modified as part of this project)
at the point of the Construction Completion. Any fuel used during the Process
Proving period, provided the cause is power supply outage or restrictions, will
be reimbursed at cost by the Employer. Reimbursement of fuel costs
associated with running the generator to facilitate repairs or maintenance of
plant caused by defects or other deficiencies of the Contractor' s work will not
be reimbursed.
5.8.5 Uninterruptible Power Supply (UPS)
5.8.5.1 A UPS shall be provided in each MCC/PLC, instruments and in the SCADA
control room to back up all of the monitoring and control system components

suppression.
Tap changer shall be externally operated, manual type for changing tap
setting when the transformer is de-energized Provide four 2.5 percent full
capacity taps, two above and two below rated primary voltage. Tap changers
shall clearly indicate which tap setting is in use.
Minimum tested impedance shall not be less than five (5) percent at 85
degrees C.
Transformer shall include lifting lugs and provisions for jacking under base.
The transformer base construction shall be and suitable for using rollers or
skidding in any direction. Transformer shall have its kVA rating conspicuously
displayed on its enclosure. The transformer shall have an insulated low-
voltage neutral bushing with NEMA spade terminal, and with removable
ground strap.
6.5.11 Diesel Generators
6.5.11.1 General
Generation shall be provided by diesel engine driven generator units. These
units shall be furnished complete with a control panel, high performance auto
start controller, a power distribution panel, starting batteries, battery charger,
fuel day tank, and all necessary protective devices and relays. Sound
enclosures shall be provided to meet the sound level requirement of 75dB at
3m from the Genset House or at the Genset if no genset house is available.
Generator Set shall be of single/corporate manufacturer and reputable make
from the following: Cummins, Caterpilar, MHI, MTU or Maynilad approved
equivalent. Local after sales/support shall come from the manufacturer.
Necessary documentary evidences must be provided to Maynilad or their
authorized representative on demand.
6.5. 11.2 Diesel Engine
The engine shall be equipped with a 24V DC starting system complete with
24V DC electrical starter motor, dry batteries, battery charger, and control
panel.
The engine fuel system shall be complete with manufacturer's standard fuel
day tank, primary and secondary fuel oil filters with replaceable elements,
engine-driven positive displacement fuel pump, and all necessary piping,
valves, float switches, hose connections and all other items required to
provide a complete system.
The engine shall be provided with a heavy-duty two-stage dry type air
cleaners complete with replaceable paper filler elements.
Engine exhaust manifold shall be of the dry type complete with companion
flange and flexible type connection with flanged ends, industrial silencing type
exhaust muffler shall also be provided.
Engine generator speed governor shall be of the solid-state type capable of
five percent frequency regulation from zero load to maximum load, capable of

synchronous (constant speed}, automatic start up and speed droop operation.
Adjustment control shall be mounted on the governor.
6.5.11.3 Bulk Fuel Storage and Transfer System
The generation system shall be provided with a bulk fuel oil storage tank,
sized to operate the diesel generating set at full load for a period of 2 days (48
hours} depending on whether the generator is for use as a standby system or
primary power source. The fuel system shall be furnished complete with all
piping and valves, and a facility to automatically transfer diesel fuel from bulk
tank to day tank
The fuel transfer pump shall be submersible turbine type and designed for
Hazardous Location Class 1, Group D atmospheres. The manufacturer shall be
UL Certified. The pump shall be compatible with Diesel Fuel and shall include a
X" NPT line pressure port and a X NPT vent port.
6.5.11.4 Generator
An engine-driven rotating field, synchronous type generator with brushless
exciter shall be provided and shall be suitable for 0.80 PF continuous
operations. Excitation system shall be brushless, revolving armature type with
shaft mounted diodes with all voltage regulation and excitation circuitry
mounted in an enclosure on the generator.
The generator shall have a minimum of four poles and shall be air-cooled and
provided with Class F insulation with Class B temperature rise. Space heaters
shall be provided in the generator internal space to prevent condensation.
6.5.11.5 Controls and Instrumentation
All controls and instrumentation for the proper operation, protection and
monitoring of the diesel generator unit shall be provided within a control
panel on which all the required control switches, relays, indicating lights,
panel gauges, panel indicator, control and annunciator shall be mounted.
Facilities shall be provided for manual control, including test operation of the
generator and manual load transfer operation.
Interlock facilities shall be provided to prevent inadvertent parallel connection
of the emergency generator with the mains supply.
6.5.11.6 Mode of Operation
Generation shall be auto-start or manually started at base load.
Standby generation plant shall be required to start and automatically transfer
output to the switchboard when the normal supply voltage (including base
load generators} on that switchboard falls below a predetermined value .
On detection of falling volts the generation controller shall;

• Start the diesel engine and run the unit up to governed speed .

• Increase the generator voltage to regul ated voltage

• Send a signal to the automatic transfer switch when the generator
voltage reaches 100% normal voltage.
• When the automatic transfer switch operates the diesel generator
shall take up the essential load.
When the normal supply voltage is restored to 100% normal voltage, the
automatic transfer switch shall switch to back to the " normal " supply and
send a stop signal to the diesel generator control ler. The generation controller
shall then;
• Open the generator feeder circuit breaker.
• Operate the 'Stop' delay interval timer. (adjustable from 5 to 30
minutes).
• Continue to run the generator unit on no-load for a set period
predetermined by the Stop delay timer.
• Automatically stop the generator unit as the Stop timer times-out.
• Reset all controls and devices back to normal mode, ready to repeat
the automatic start and transfer procedu re when required.
6.5.11.7 Testing
The engines, generators, exciters, auxiliary equipment, control panels and
switchgear shall be subject to the manufacturer's standard production tests
unless otherwise indicated.
6.5.11.7.1 Factory Tests
Prior to leaving the manufacturer's works a comp lete test program shall be
conducted on one of each of the different types of production unit s required
by this specification.
The diesel engine and auxiliaries shall be tested and shall include th e following
test or equivalent:
• Load rejection & acceptance
• Governor end voltage regulation
The operation and maintenance manuals and test ing procedures shall incl ude
physical and metallurgical data on engine cylinders, and certified copies of all
hydraulic and running test records. Test records shall include identifications
and description of the component or assembly tested and t he type of test
applied such as temperature rise, capacity, and insulation resistance.
6.5.11.7.2 Field Tests
Field-testing shall be performed on-site after the diesel generator set and
auxiliaries have been inst alled and plant services are available. After
installation and before testing the Contracto r shall make al l adj ustments
necessary to ensure proper system performance. Contractor shall provid e all
required special tools, equipment, instrumentation and al l labour and services
