The defendant, James Ray Reid Sr., is the of the above mentioned children. Based on
the defendant’s statement he daily acts as a caregiver for all of the children and responsible for their welfare.
During this investigation it was discovered the home was in deplorable conditions. Thousands of cockroaches,
spiders and various bugs were visible throughout the entire house.
The house smelled of household trash, rotting food, and animal feces.
The house contained no bed for the children, it had been thrown out due to an infestation of bed bugs. The
children sleep on a pallet on the bug infested floor of the home. One pack and play in the children’s room was infested
The floors were soiled and sticky to the touch. Mold which represents a health hazard was observed on the walls
and floors. Household garbage was strewn though out the house, to include the kitchen, hallway, bathroom, and
bedrooms.
The floor where the children were crawling and playing contained numerous choking hazards.
The bathroom contained little to no body soap. The tub was black with mold and also contained spiders and
cockroaches. Rotting food was found in the bathroom. Cockroaches were found crawling on the toothbrushes belonging
to the children.
The kitchen pantries contained open food containers with hundreds of cockroaches in the food. The refrigerator
had obviously rotten food with cockroaches. The freezer was also found to have cockroaches. No food appeared to be safe
for consumption. The kitchen table had a child bicycle on top of it along with dirty dishes and garbage. A cat litter box
was found on the kitchen floor and appeared not to have been emptied in several weeks.
The children were dirty and two wore very soiled diapers.
I observed circular red areas on the children which appeared to be the result of bug bites.
I observed red puffy skin irritation around Melody’s eyes and nose.
While on scene, I observed the children eating shredded cheese as their dinner entrée with roaches crawling on it.
I had to intervene and have the defendant move the food and children.
I also observed one child sleeping on the floor with cockroaches crawling on him and one child sleeping in the
pack and play with cockroaches crawling around his nose and mouth.
was found to have a cigarette burn on his left upper arm. It’s unclear at this time if the burn
was inflicted intentionally.
The defendant, James Ray Reid Sr, stated the situation was bad, and believed if the Department of Children and
Family (DCF) was to enter the house the children would be removed. The Defendant believed the house was not safe for
the children residing with him and stated they would be better if placed else where.
The defendant could not recall the last time the children had been seen by a medical professional for a wellness
check or shots.
Based on the above-mentioned facts and totality of the circumstances, I have probable cause to believe the
defendant committed the offense of Child Neglect (4 counts). The defendant did not provide proper care, supervision,
and services necessary to maintain the victim’s physical health that a prudent person would consider essential for the
well-being of the child. This offense occurred within the county of Okaloosa, State of Florida and violates F.S.S. 827.03
(2)(d).
