Project Proposal On Hygiene Management
Influencing The Public Policies
Introduction:
The lack of appropriate access to water, sanitation and hygiene constitutes a silent emergency
for the children of KP (Peshawar). NIUIP is teaming-up with all relevant actors to ensure a
comprehensive approach to turn this situation around. NIUIP believes that interventions that
combine the provision of safe drinking water, improved sanitation and hand washing facilities
in schools along with hygiene education can dramatically improve the health and education of
children.

Summary:
Pakistan has experience of school sanitation programmes primarily centred around hardware:
toilet blocks and water sources. School sanitation programmes have been centred around
hardware and has not been impressive. This usually led to a situation where facilities were not
maintained and used. Neither was there any component of hygiene & health education in the
design to support the hardware component. As a result, planned investments were often not
used effectively and there was little demonstrable impact.
The project will focus initially on a primary school namely; “Ran’aa Child Welfare
Foundation” covering approximately 200 students. Implementation of the project will centre
on School Sanitation and Hygiene Education (SSH) ieams. The project will include capacity
strengthening of all stakeholders involved.
The overall objective of the project is to develop, test and successfully demonstrate a replicable
model for hygiene education, water supply and environmental sanitation in “Ran’aa Child
Welfare Foundation” Specific objectives are:
✓ to make visible the value and impact of school sanitation as perceived by community
and thereby raise level of ownership.
✓ to promote the importance of school sanitation at national, state, and district levels; to
improve hygiene practices in school children and through children in the families and
community.
✓ to develop, test, establish and improve curriculum, teaching aids and teaching
programmes; to promote family and community involvement in the sustainability of
water and sanitation facilities in schools.

Objectives:
The overall objective of the project is to develop, test and successfully demonstrate a replicable
model for hygiene education, water supply and environmental sanitation in rural primary
schools and pre-schools (KP).
The specific project objectives of Gol and UNICEF are:
✓ to improve hygiene practices in school children and through children in the families
and community.
✓ to promote the importance of school sanitation at national, state, and district levels;

2
✓ To reduce cases of waterborne diseases through improvement in hygiene practices.

Potential Policies Implications:

The project relates access to sanitation and hygiene practices, sanitation will benefit from
efficient delivery and raised awareness of good practice. This activity would involve directly
working with children. In the instance where children may come into contact under the activity,
strict adherence to the UNICEF Child Protection policy would be enforced.

Coordination:
The project will be coordinated by NIUIP STUDENTS and UNICEF in close collaboration
with the joint committee UNICEF, Government and beneficiaries. AusAID will be part of the
joint committee. The project will coordinate the multiple stakeholders and interests to ensure
effective implementation and local stakeholder buy-in.

Implementation Time-frame:
July 2019 – Oct 2019

Location:
Province: KP
District: Peshawar
School: “Ran’aa Child Welfare Foundation”
Methodology of the project implementation:
The child friendly school project’s first step is to improve the hygienic situation of “Ran’aa
Child Welfare Foundation” in the vicinity of University Town Peshawar (KP Pakistan) where
the hygienic circumstances are at an all time low. This project takes on a two-side approach,
not only will the schools be provided with new sanitation but also the children get educated on
basic hygiene and health issues around reproduction. We believe that counselling and education
is what really improves the children’s lifestyle not merely giving the school a new toilet.

Phase two of the project starts when the situation on these schools has improved and when
dropout rates are coming down. The situation on the schools will be used to function as a model
for other schools to follow. We aim to prove that simple improvements of the hygienic situation
in schools backed up with educating on health-related issues can really make a difference in
dropout rates.
