Agreement Signed between CSC SPV and Public Sector OMCs (IOCL, HPCL & BPCL)

November 3, 2018: Public Sector Oil Marketing Companies (OMCs) and Common Services Centre
(CSC SPV) signed MoU today to facilitate delivery of their services to consumers through three lakh
Common Services Centres across the country.

The function for signing and exchange of agreement was held between OMCs and CSC SPV in the
august presence of Hon’ Minister of Electronics & IT Shri Ravi Shankar Prasad and Hon’ Minister of
Petroleum & Natural Gas and Skill Development & Entrepreneurship Shri Dharmendra Pradhan
today at the National Media Centre, New Delhi.

As per MoU, the villagers can get following services at their nearest CSCs:

• Booking new LPG connection (Ujjwala & General category)

• Booking of LPG refills (14.2 Kg cylinders)

• Supply & distribution of LPG cylinders (storage up to 100 Kgs,) through CSCs.

Common Services Centre will help beneficiaries to provide the OMCs service near to their home
accessing through Digital Seva Portal. The retail marketing of petroleum products is done by the
Public Sector Oil Marketing Companies (OMCs) which includes Indian Oil Corporation Ltd (IOCL),
Hindustan Petroleum Corporation Ltd (HPCL) & Bharat Petroleum Corporation Ltd (BPCL).OMCs
are engaged in the business of refining, marketing and sale of petroleum products, including
Liquefied Petroleum Gas (LPG) to its domestic and non-domestic customers spread across India.

During the programme, Hon’ Minister Shri Ravi Shankar Prasad said, “Digital India means Digital
Inclusion and bridging digital divide. CSCs have played a significant role in promoting rural
enterprise as well as Digital Inclusion, mainly for rural citizens. CSCs today, deliver large number of
services and through PMGDISHA have trained more than one Cr citizens in Digital Literacy. He
mentioned the examples of Baihanti Devi who runs a CSC in Gaya and after undergoing Digital
Literacy now planned to train her daughter for Civil Service. CSCs are fulfilling the aspirations of
large number of such rural citizens through various initiatives. They also promote women health
and so far 300 Sanitary Napkin Pad units in India have been set up through CSCs. Our VLEs are
change agents.” Hon’ Minister thanked Shri Pradhan for signing this agreement which will benefit
the CSCs and support government initiative in promoting rural entrepreneurship.

Hon’ Minister of Petroleum & Natural Gas and Skill Development & Entrepreneurship Shri
Dharmendra Pradhan said, “Our Hon’ Prime Minister dreamed about Digital India and our Ministry
contributed in DBT through Digital Payment Gateway. Now, we became world’s largest payment

gateway. In last 2.5 years, more than five crore BPL households across the country have benefitted
from PMUY by getting LPG connections. Out of 270 million households in India, only 130 million had
LPG connections four years ago. MoU with CSC will help us in promoting a transparent and
convenient option. ” “To fulfil the last mile gap, role of CSCs can be very significant. This is why we
are going to sign MoU with CSC. CSC is the greatest model of the Bottom of Pyramid.” “In four years
time, our government has provided 10 crore (100 million) additional LPG connections. Our aim is to
provide 13 crore (130 million) LPG connections in five years of our government. And today’s
initiative will add the new chapter in the New India’s concept of Hon’ PM.”

Dr. Dinesh Kumar Tyagi, CEO, CSC SPV asserted, “Now, with this agreement, the large network of
CSCs will enable rural India to get benefit. It will empower people in terms of Booking of new LPG
connection, LPG refills and Supply & distribution of LPG cylinders through Common Services
Centres. We are very grateful to the Hon’ble Minister for their help.”

Shri Ajay Prakash Sawhney, Secretary, MeitY, Shri Pankaj Kumar, Additional Secretary, MEITY, Shri
Sanjay Goel, Joint Secretary, MEITY, Shri T Sathish Kumar, CGM LPG Sales IOCL, Shri S Mustyalwar,
CGM LPG HPCL, Shri Peethambaram, CGM LPG BPCL, senior officials from the OMCs and other
dignitaries were present on the occasion.

Benefits to Citizens through Common Services Centres (CSCs)


 Oil Marketing Companies (OMCs) and CSC SPV agree to provide the benefits of Ujjawla
connection, refiling of new connection andother services through CSCs for last mile access at
their doorstep.
 Beneficiary can visit the nearby CSCs across India to get the services of OMCs.
 CSCs will help a beneficiary in booking a new gas connection request, refilling request and
delivery of GAS Cylinder.
 CSCs will help beneficiary to scan/upload his KYC documents for verification of his/her
identity for new booking connection.
 Beneficiaries can collect the Gas Cylinder from their nearby Common Services Centres.
 CSCs will also provide requisite information about the scheme and promote it among citizens
so that maximum number of beneficiaries can avail the benefit.
 Ministry of Petroleum & Natural Gas is appointing 1 Ujjawala Didi for every 5 villages whose
prime responsibility is to support and give service to Ujjawala Beneficiaries.
 CSCs supported in conducting session in 100 LPG Panchayats where one hour training and
demo given to Ujjawala beneficiaries on safety mode of using gas cylinders and on Refill
option. After training, beneficiaries listened to the live webcast of Honorable Petroleum

Minister and in 5 paces beneficiaries also interacted with Minister. More than 15,000 citizens
were present in these sessions.

About CSC:

The Common Service Center (CSC) Scheme is an integral part of “Digital India” initiative of
Ministry of Electronics and Information Technology (MeitY), Government of India.
The CSCs are ICT enabled front end service delivery points at the village level enabling delivery of
Government, Financial, Social and Private Sector services in the areas of agriculture, health,
education, entertainment, FMCG products, banking, insurance, pension, utility payments, etc. CSCs
are managed and operated by a village level entrepreneur (VLE).
