APGG OPENS BLANCHING FACILITY - American Peanut Growers Group will be hosting a special ribbon cutting celebration to
mark the opening of their new blanching facility in Donalsonville, GA. APGG is a grower owned peanut shelling facility with 109
member owners from southwest Georgia, northwest Florida, and southeast Alabama. The new blanching facility will add 17 full
time jobs, a substantial increase to the local property tax base, and be an economic boost to the Donalsonville and surrounding
communities. The special ribbon cutting ceremony will be held on Tuesday, August 6th, 2019 at 11:00 A.M.
AMS ANNOUNCES 10% FEE INCREASE - The Agricultural Marketing Service (AMS) is announcing the fees it will charge
warehouse operators for voluntary services associated with the administration of the United States Warehouse Act. This
action establishes the license action fees, service license fees, inspection fees, and annual user fees for warehouse services for fiscal year
2020, beginning October 1, 2019. AMS is increasing all these fees by approximately 10 percent to ensure fee levels are sufficient
to cover the full cost of program administration.
The United States Warehouse Act (USWA), provides for the licensing of public warehouse operators in the business of
storing agricultural products, examination of such federally licensed warehouses, and collection of fees to sustain the operation and
administration of such efforts. Participation in USWA program is voluntary. Participants may choose to obtain licensing under USWA
to meet State or other industry requirements. Warehouse examinations provided by AMS examine the financial status of the operation,
the integrity of the commodities stored in licensed facilities, as well as the facilities themselves.
Several organizations representing producers, handlers, warehouse operators and marketers of dry beans, cotton, grains and
oilseeds, peanuts, and rice urged Committee Chairs to include the $4.454 million increase requested in the President’s fiscal year
2020 budget for the USDA Agricultural Marketing Service for U.S. Warehouse Act (USWA) activities.
This funding will support needed information technology (IT) system updates and enhancements that will support the
fundamental purpose of the USWA, which is to protect producers who choose to store their commodities in facilities which are
licensed under the Act. The Act also serves to protect taxpayers by requiring food aid to be stored in USWA-licensed facilities and
by protecting the Commodity Credit Corporation’s security interest in commodities pledged as collateral for Marketing Assistance
Loans. This notice announces new fees for licensing and examining warehouses storing export food aid commodities, grain, nuts,
sweeteners, wool, cotton, cottonseed and dry beans.
