Equipment containing Polychlorinated Chlorinated Biphenyl (PCB) that are stored


at the Transformer Storage Facility shall be transferred to an Environmental
Management Bureau (EMB)-recognized Treatment, Storage, and Disposal (TSD)
facility or disposed in accordance with the Department of Environment and Natural
Resources (DENR) Administrative Order (DAO) 2004-01: Chemical Control Order
for PCBs, EMB Memorandum Circular (MC) 2015-004: Clarifications to the CCO for
PCBs, and EMB MC 2015-007: Technical Guidance Document on PCB
Management. To ensure that no unreasonable risk to human health and to the
environment remains after closure of the temporary storage facility, the following
procedures shall be implemented:

1. Bid out unserviceable transformers to recognized Transporters and TSD


Facilities in accordance with the regulations of the Commission on Audit
(COA) and EMB.

2. Inspect the storage facility for spills to determine the extent of


contamination. At the minimum, the Level C protection shall be used by
personnel who will conduct the inspection, which includes:

 Safety glasses
 Inner and outer gloves with duct tape
 Chemical-resistant suit and boots
 Air purifying half-mask or full-face respirator with appropriate
cartridges

3. If there is any spill in the area, then it shall be contained and absorbed
using absorbent materials (i.e. sawdust or sand). The spill must be
prevented from entering drainage system and water sources. Personnel
performing this task shall use the prescribed personal protective equipment
(PPE) enumerated in Item 2 of this procedure.

4. All cleanup equipment with non-porous surface shall be washed with an


organic solvent.

5. All contaminated wastes, including cleanup wastes (solvent washings and


disposable PPEs) and the contained spill, shall be transferred to a UN 1A1
approved steel drum and shall be disposed with the PCB equipment as
hazardous waste.
