Consultancy Services – Conduct the Data Collection, Processing and

Transcription of the Baseline Evaluation of First Read Project


Engagement Duration: Two (2) Months Engagement

Introduction
In March 2016, First Read Project has been granted with another 3-year (2016-2019) funding
assistance by the UK Prudence Foundation to strengthen and scale-up its initiative in delivering
an innovative Early Childhood Care and Development (ECCD) programme to benefit more
children under 4 years old, their families and communities, and the government both at the
national and local levels. The project targets to implement in 162 barangays across 8
cities/municipalities of Luzon and South Central Mindanao to reach 39,450 children and 39,450
adults.

First Read-Phase 2 aims to deepen its contribution in ensuring that very young children achieve
age-appropriate development (0-3 years old) and become school ready (3.1-4 years old).
Guided by the achievements and lessons of Phase 1; the project will continue in providing
support to make age-appropriate and context-specific books and learning materials accessible
to children, provide family learning opportunities to increase the knowledge, skills and practices
of parents/caregivers in supporting their children’s early learning and development, and assist
the local and national government in enhancing their ECCD programing through advocacy
campaigns and dissemination of the Early Years Act (EYA).

A series of periodic evaluation was built within the project design to measure achievements
against the set objectives, and to generate evidences. In this light, a baseline using an
“experimental impact evaluation design: randomized at the barangay level, longitudinal” will
be conducted starting July to November 2016. The baseline intends to identify the
developmental outcomes and school readiness of children from “treatment” and “control
groups” prior receiving First Read intervention. Likewise, the knowledge, skills and practices of
parents/caregivers in supporting the early learning and development of their children will be
assessed. The results of the baseline will be compared to the endline in order to determine the
project’s impact to intended beneficiaries.

An academe/research consultant will be commissioned to conduct the collection and data


processing, manage day-to-day field data collection, data entry and cleaning. Data collected
from the field will be analyzed through the collaborative effort of Save the Children Country
Offices in United Kingdom (SCUK), United States of America (SCUS) and Philippines (SCP).

Research Objectives
The main objective of the evaluation is to measure the pre-intervention development outcomes
(0-3 years old) and school readiness (3.1 - 4 years old) of children in a representative sample.
Moreover, the specific objectives are as follows:
1) To measure development outcomes of children (0-3 years old using the CREDI
tool) and school readiness (3.1-4 years old using the IDELA tool);
2) To identify the availability and access to books, toys and other learning materials
present within the learning environment- household and community, of children;
3) To identify the knowledge, skills and practices of parents/ caregivers in parenting, and
supporting their children early learning and development and school readiness;
4) To identify the level of support of the government in implementing ECCD programs at
the barangay and city/municipality-level;
Scope of Work and Deliverables

The Academe/Research Consultant shall hire and manage the data collection and processing
teams. Furthermore, the Consultant shall conduct the field data collection, data entry and data
validation. Specific deliverables in line with the contract are as identified below:
