28 cases of congenital blindness born during April 2009 to February 2010 were reported
from Bhojpur district, Patna in February 2010 . A specialist team from Patna Medical College
was sent to the affected area in April, 2010. The team confirmed the presence of congenital
anomaly but could not find any possible correlation with high content of arsenic in potable
water or any other cause. Subsequently,a central team of three ophthalmologists were
deputed by DGHS to examine this issue. They confirmed the presence of Anophthalmia and
or/Microphthalmia in the subjects. Systemic examination by a pediatrician did not reveal
any associated anomaly except for inferior eye lid hemangiomas in 6 children. To examine
this ocurrence of congenital blindness and to identify probable cause, the Council invites
researchers from the area of Ophthalmology, epidemiology, Genetics and other relevant
fields to submit research proposals for Councils consideration.?

The objective of this call for proposal is primarily to investigate causes of anophthalmia and
or micropthalmia in Bhojpur and any other parts of country for possible intervention to
prevent and manage this problem. ?

CMR will review the received proposals and eligible projects will be provided funding for
undertaking research .Funding will be provided as per the usual CMR Terms and Conditions
for ad-hoc projects?   . ?

The call aims to promote research in the area of Ophthalmology addressing research
questions on any one or several of the following elements: ?

y? Detailed clinical evaluation of the affected children on a well designed


proformae with appropriate investigations .
?
y? „pidemiological survey to find the prevalence of the various eye defects and
to determine associated possible risk factors .
?
y? Genetic studies including chromosomal and molecular analysis to investigate
the causes .
?
y? Studies on environmental and possible infectious causes such as TORCH
etc.
?
y? Any other related or relevant aspects. ??

The research scheme may be prepared using the Ad-hoc research form template as
available at the CMR web site .?

All research applicants must be working in a permanent position in a Medical College,


Research nstitute, or University, anywhere in the country including Government, Semi-
Government and Registered bodies. Applications from non-governmental agencies and
private organizations should provide documentary evidence of registration certificate for
research with the Department of Scientific and ndustrial Research (DS R), Govt. of ndia,
previous research track record etc. ??

The applications need to comply to the CMRs Ad-hoc project requirements.??

The Project proposals as submitted will be scrutinized by an „xpert Committee constituted


by DG, CMR which will assess the scientific merit of the proposals. When assessing the
proposals, „xpert members will consider important questions such as: ?

1. Technical soundness.
?

2. Appropriateness of research methods to meet the proposed objectives.


?

3. Adequacy of sample size.


?

4. Statistical techniques appropriate to achieve study results. ?

5. nstitutional capacity?

6. Principal nvestigator's expertise?

Approved research proposals would be supported by the Council for funding. ?
