A. Background 
 
Emergency  hotlines.  These  are  numbers  that  spell  out  the  difference  between  life  and 
death  in  times  of  great  need.  Different emergency hotline numbers  of the Philippines are shown  
on  televisions,  in  print  and  social  media  but  statistics  show  that  most   Filipinos,  if  not  all,  are 
oblivious  to  the  existence   of  a  single  Philippine  emergency hotline number, 117. Aside from the 
caller’s  unfamiliarity  to  this  number,  there  are  cases  of  unresponsiveness  from  the   emergency 
hotline  number  and  even  if  it  connects,  this  hotline  number  requires  callers  to  properly process 
the  details  of  the  emergency  before  the  caller  could  be  directed  to  the  specific  aid  station  the 
person  needs.  Due  to  this  slow  and   non­immediate  response  provided  by  the  emergency 
hotline,  thousands  of  cases  of  death  have  been  reported. The consequences of inattentiveness 
regarding  this  matter  pose  a  huge  threat  not  only   to  the  comfort  but  most  importantly,  to  the 
safety and security of the people who need immediate aid. 

B. Goal and Vision 
  
Because  of  these  interconnected  issues  at  hand,  ACTIV aims to simplify the emergency 
hotline  process   by  creating  a  mobile  application   called  ACTIV  that  will  serve  as  a  timely   and 
innovative  solution  that  will  spark  a  change  towards  the  improvement  of  the  emergency hotline 
systems  in  the   Philippines.  Through  its  ​
Flash  Model,  the  app  seeks  to  provide  the  most  
appropriate response to different emergency situations in the fastest time possible. 
 
C. Business Idea

ACTIV  aims  to  create  an  emergency  hotline  app   for  Filipinos  by  making  a  simplified 
system  that  will  alert  emergency  stations  faster  and  more  efficiently.  ​
This  mobile  application 
called  ACTIV  will  serve  as  a  means  for  Filipinos  to  have  instant  access  to  emergency  hotlines 
i.e.   hospital,  police  station  or  fire  station  without  the  need  of  recalling  and  dialing  numbers 
during  emergency  situations.  ​
ACTIV  envisions  in  advocating  safety  concerns  and  at  the  same 
time,  providing  comfort  to  its  clients   enabling  them   to  access  immediate  help response through 
Flash ​
ACTIV’s ​ Model which involves the User and the Emergency station. 

  User  ­  The  user  will  be  the  client  utilizing  ACTIV.  ACTIV  can  be  downloaded  in  app 
stores  for  free.  The  application  will  indicate   the terms and condition upon initial opening and get 
the  bio­data  of  the  user  for   information which  will then be saved in the ACTIV database. In case 
of  emergency,  the  user  will open the app and press the button of the specific emergency station 
that  he/she  needs.  With  the  use  of  GPS  and  cell  tower  locator  technology  built  on  the  app, the 
user   will  be  able  send  a  signal  to  the  application  made  for   emergency  stations.  The  user’s 
profile  would  then  appear  on  the  giving  the  crew  the  identity  of  the  individual  who  is  in  an 
emergency  situation.  Prepaid  load  or  wifi  connection  is  not  necessary  in  sending  signals  to the 
service center.

mergency  Station  ­  Aside  from  the  app  being  utilized  by  the  User   in  the  event  of  an 
emergency,  the  respective  emergency  stations  involved   would  also  possess  another  variant  of 
the  ACTIV   app  which  would  be  responsible  for  receiving  distress  signals.  This  ACTIV  variant 
would  also  be  installed  in  smartphones.  For  an  instance,  a  police  patrol  car  could  be  equipped  
with  a  designated  smartphone  with  the  variant  app  installed  in  it.  When  a  signal   is  sent  by  the 
User,  the  police  officer  would  then  receive  an  alert  showing  the  profile   and  location   of  the 
individual  needing  fast  response.  These  emergency  stations  are  accredited  by  the  company  in  
cooperation with the respective government agencies they belong to.  
  
D. Estimated Required Capital 
  
  The  business  start­up  grant  of  Php  50,  000  would  be  utilized   for  the  creation  of  the 
ACTIV  app  and  other  miscellaneous  expenses  that   goes  with  it.  This  already   includes  the  cost  
of  the  IT  expert  in  conducting  test­runs  to  ensure  that  the   app  operates  efficiently.  Overhead  
costs  also  include   the  advertisement of the and the installation of the ACTIV app in Google  Play 
and the App Store. 
 
 E. Financial Projection 

The  first  month of the business will be utilized in making the ACTIV  app. There will be no 

sales  activity  during  this  period.  Every  month,  ACTIV  will  receive  revenue  depending  on  the  
number  of  service  contracts  with  emergency  stations  and  annually,  the  company  expects  to 
have  cash  and  accounts  receivable from the contracts with the emergency stations.  ACTIV can 
also  accumulate  income  through  contracts  with  mobile  companies  in  pre­instalingl  the  ACTIV 
app  in  their  units  for  their  competitive  advantage.  This compensation  structure  is fairly standard 
in the industry.
