(1) The Government of India / Government of Andhra Pradesh has applied for
financing from the New Development Bank (NDB) in the form of a loan towards
the cost of two projects namely (i) Andhra Pradesh Roads and Bridges
Reconstruction Project (APRBRP) and (ii) Andhra Pradesh Mandal
Connectivity & Rural Connectivity Improvement Project (APMCRCIP) and
intends to apply part of the proceeds of any one of the loans for Consulting
services of Project Management Consultants (PMC). The aim of the two projects
is to provide double lane connectivity with Bridges and CD Works (i) from
District Headquarters to Mandal Headquarters and (ii) from Mandal
Headquarters to adjoining Mandals. The Roads and Building Department (R&B),
Government of Andhra Pradesh is the implementing agency for the Projects.
(2) The Consulting Services are primarily to assist the Project Implementing Unit
(PIU) and Field Units of R&B Department, viz., offices of the Superintending
Engineers and the offices of the Executive Engineers in the State, in Project
Management of the two projects. The scope of the PMC includes assisting R&B
department in procurement of all the works and services, assist the PIU and the
Field Units of R&B Department in Construction Supervision and Contract
Management and any other matter related to the project execution in accordance
with the conditions and governing norms. The PMC services are expected for 36
months.
(3) The R&B Department now invites eligible firms (“Consultants”) to indicate their
interest in providing the PMC Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and
relevant experience to perform the Services. Consultants only from NDB
member countries, i.e., Brazil, Russia, India, China and South Africa are eligible
to apply. However, Joint Ventures with Consultants from non-member are
allowed subject to the condition that the JV partner from NDB member country
shall be the lead partner with not less than 60% ownership. (please refer NDB

(4) The Consultants shall meet the following three minimum eligibility
criteria:
(ii) Past experience in providing PMC services for at least one completed
contract for two lane carriageway of at least 100 Km length [OR] DPR
Preparation / Construction Supervision services for at least one
completed contract of two lane carriageway of at least 200 Km length
during the last five financial years from 2014-15 to 2018-19. In case of
experience in four-lane / six-lane carriageway, the length will be
converted to equivalent two-lane length.
(iii) Past experience in providing services for at least one completed contract
for any assignment in Road Sector for Projects financed by Multilateral
Development Banks.
The Consultants with the above minimum eligibility only will be considered
for further evaluation.
(5) From the Consultants, who meet the minimum eligibility as stated in para (4)
above, eight Consultants will be shortlisted for Request for Proposal stage,
based on evaluation of Expression of Interest by giving weightage for various
parameters such as Average audited annual financial turnover during the last 5
financial years from 2014-15 to 2018-19, Number of Projects for which PMC
services completed, Maximum length of single Project for which PMC Services
completed, Number of DPR / CSC Services completed, Number of Consultancy
Services completed for External Aided Projects, etc. Therefore the consultants
are requested to furnish all these details compulsorily.
(6) Expression of Interest shall preferably be not more than 50 pages and must
include:
Introductory letter on letter head (with complete contact details- name of
the contact person, mailing address, telephone, fax, e-mail, etc.) explaining
how the firm is best to deliver the task.
Organization profile.
Information in the prescribed proforma as per Annexure-A
Audited Financial Statements for last 5financial years as required in para
4 (i) above.
Short note on each of the projects completed by the firm pertaining to the
requirements in para 4 and para 5 above along with the contact details of
past clients.
The EOI should contain sufficient supporting documents to substantiate
the claim of the Consultant towards their qualification as per the
minimum eligibility criteria and short listing criteria indicated above.
(7) Consultants may associate with other firms in the form of a joint venture or a
sub consultancy to enhance their qualifications/ experience especially in
regard to handling externally aided projects financed by agencies such as
NDB, AIIB, ADB, WB and other multilateral financing agencies.
