CROSS FUNCTIONAL SYSTEM PROCEDURE FOR

REFUELING WITH PASSENGERS ON-BOARD


EMBARKING / DISEMBARKING / EVACUATION

Emergency Exit sign “ARMED”
Lead Cabin crew to ensure that
9 No Smoking sign are “ON”
Fasten Seat Belt sign are “OFF”
Make standard announcement on PA system for
10
“refueling with Passengers On-Board”.
Ensure:
a) The exits are free from obstruction
b) Doors shall be manned by Cabin crew at all
11
time
c) Mandatory Cabin crew must remain on
board to operate exits
Power gangway/stairways if used, must be
available on exits normally used for
embarkation/disembarkation.
If only one powered gangway or stairway is used,
12
the doors to be used for passengers’ evacuation,
in case of emergencies, should remain
unobstructed by ground equipment to permit the
use of escape device at the door.
If powered gangway or stairway not installed,
mandatory cabin crew shall remain on board.
13 Main door(s) to be used for passengers’
evacuation should remain unobstructed to permit
the use of escape device.

Inside Cabin activities should not obstruct
14 exits/aisles. All curtains must be tied. No meal
service during re-fueling operations.
Movement of passengers should be under
15 supervision. Avoid fuel vapors area/route and No
smoking should be strictly observed.
Inform Cockpit, if fuel vapors are detected or any
16 other hazard arises in the cabin; stop all activities
utilizing electrical equipment.
Inform Cockpit crew in case of large fuel spillage /
17
leak or presence of other fire hazard.
On receiving information of large fuel spillage/leak
or presence of other fire hazard, disembarkation
18
of the passengers shall be considered. Inform Lead
Cabin Crew of the Aircraft immediately.
Evacuation of the passengers shall be undertaken
19 where Crew finds it detrimental for the safety of
passengers.

Note 1: Cabin Cleaning will be initiated immediately after arrival formalities are completed. After ensuring
aisles are clear, Cockpit Crew will inform Aircraft Engineer for starting refueling.

Note 2: Cockpit crew shall remain in cockpit during the process of refueling.

Note 3: Fuel transfer process and connection of Fuel bowser with the aircraft shall be considered as part of
refueling activity.

Note 4: Local rules & regulations may require additional precautions. Cockpit crew shall communicate
additional requirements to Aircraft Engineer and Cabin Crew, if required.

Note 5: Joint responsibilities (as in case of item # 4, 6, 15 and 19) shall be undertaken for the respective areas
of operation in coordination.

Note 6: At outstations where refueling is carried out with passengers onboard the responsibility to
established two way communication between Ramp to Flight deck rests with the local
Ground/Technical Handling Agent except if onboard Aircraft Engineer is available.
