Requirements by Abu Dhabi Distribution Company (ADDC) to issue No

Objection Certificates (NOCs) for Infrastructure and Road Projects

The issuance of NOC by ADDC requires the applicant to follow three steps:
1) Apply for NOI (notice of intent which is practically a request for information) at
ADDC NOI portal (applicant must first obtain a username and password from
ADDC customer service counters

ADDC will provide the applicant the available asset information in the area of
interest assigned by applicant during the NOI application.
2) Evaluate and compare ADDC existing assets for conflict with the proposed or
approved route and then complete all requirements mentioned below.
3) Apply for NOC at ADM website (two ADDC divisions are clearly shown along with
other NOC entities in the plans of ADM application No. 0.1.1 Construction NOI,
as Electricity and Water).

 Design NOC:

1. Recent copy of NOI letter issued by ADDC (not older than two months). NOI
obtained from ADDC website
2. CAD drawing to show the conflict with ADDC assets (Water/Electricity)
3. Proposed Route
4. Letter to explain of type of NOC (protection or relocation or both of ADDC
assets)
5. Conceptual Protection / relocation method statements including schematic
or conceptual cross section in CAD drawing (Detailed method statements
and detailed construction drawings must be submitted by Contractor during
Construction NOC application process).
6. If no conflict with ADDC assets as shown in ADDC information submitted
along with NOI letter, requestor has to explain this in his application/letter.
7. A document describing the risks associated with the proposed
protection/relocation work (Detailed Risk Assessment must be provided by
Contractor during Construction NOC application process).
8. For Road projects, Water/Electricity future ducts proposal to be submitted.
 Construction NOC:

1. Undertaking letter to carry out all the responsibility in case any damage to
ADDC assets as per ADDC policy.
2. Recent copy of NOI letter issued by ADDC (not older than two months). See
note below.
3. CAD drawing to show the conflict with ADDC assets (Water/Electricity).
4. Town Planning Sector – Abu Dhabi Municipality – planning validation
approval for the works (route approval), approval letter and approved
drawings must be attached.
5. Letter to explain the type of NOC (Protection or relocation/ or both of ADDC
assets).
6. Detail Protection / relocation method statements including detail cross
section in CAD drawing.
7. In case there is no conflict with ADDC assets as shown in ADDC information
submitted along with NOI letter, NOC requestor has to explain this in his
application/letter.
8. Detailed Risk analysis / assessment associated with the proposed
protection/relocation work.
9. For Road projects, Water/Electricity future ducts proposal to be submitted.
