MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement entered by and between:

The Provincial Government of Guimaras represented by HON. SAMUEL T. GUMARIN, MD.

MPH., with office address at San Miguel, Jordan, Guimaras, Philippines referred hereinafter
as the FIRST PARTY;

and

The Municipality of San Lorenzo represented by HON. NINFA G. GAJO with office address at
Brgy. Cabano, San Lorenzo, Guimaras, Philippines referred hereinafter as the SECOND
PARTY;

WITNESSETH:

WHEREAS, the Provincial Government of Guimaras (PGG) celebrated its 6thManggahan sa

Kabanwahanan, 26th year of Manggahan Festival and 27thAnniversary Celebration of
Provincehood with a theme “Matam – is nga Kadalag – an: Manggahan Festival to the
World”.

WHEREAS, the PGG took the initiative in spearheading activities that will enrich and
promote the culture and history of the province like the Manggahan sa Kabanwahanan.

WHEREAS, the five (5) municipalities participates annually in the Manggahan sa

Kabanwahanan featuring the unique activities of Manggahan Festival in their respective
municipalities.

WHEREAS, Manggahan sa Kabanwahanan started on April 2019 until the main celebration of
Manggahan Festival on May 11-22, 2019.

WHEREAS, The FIRST PARTY which is the Provincial Government of Guimaras (PGG):

 Provides and downloads the financial assistance to the SECOND PARTY to reimburse
the expenses incurred during the Manggahan sa Kabanwahanan of the Municipality
of San Lorenzo amounting to Php 200, 000.00 or the amount which was spent by the
Municipality of San Lorenzo whichever is lower.
 Requires the submission of the summary of expenses and copy of supporting
documents of the activities conducted by the Municipality of San Lorenzo.
 Facilitates the conduct of evaluation of Manggahan sa Kabanwahanan activities.

WHEREAS, The SECOND PARTY which is the Municipality of San Lorenzo, Guimaras will:

 Submit a summary of expenses and copy of supporting documents of the activities

conducted during the Manggahan sa Kabanwahanan as basis for the release of the
amount.
 Submit accomplishment report relative to the activities conducted.
 Comply with the requirements of Section 3.1.3 of COA Circular 2012-001, particularly
on the required liquidation of fund transfer to include submission of the following to
the Provincial Government.
a. Report of Checks Issued and Report of Disbursements certified correct by the
Municipal Accountant, approved by Municipal Mayor, and duly audited by the
Auditor of the Municipal Government.
b. Copy of Credit Notice issued by the Auditor of the Municipal Government; and
c. Copy of OR issued for the refund of unexpended/unutilized balance of fund
transfer.

This Memorandum of Agreement contains the complete understanding of the parties and
may not be amended or modified except through another agreement in writing duly
executed by all parties.
