I. Pursuant to Republic Act 7079 or Campus Joumahsm Act of 1991, the Schools Division of
Cauayan City through the Cumculum lmplementallo Divission announces the conduct of the Division
Schools Press Conference (DSPC) with the theme; "Fostering 2151 Century Skills and Character-based
Education through Campus Journalism" on August 18-19, 2019, eight o'clock in the morning (&·OO AM)

6 As per agreement dunng the DSPA meeting, all schools are directed to conduct
ehmmation of contestants from July 3- August I I, 2019
7. The list of official contestants for the individual and group contests (in soft and hard copy)
should be subrrutted to the Office of the Curriculum Implementation Division (CID) on or before August
16, 2019. Non submission means ncn-mclusron to the roster of official DSPC contestants. (See
Enclosure 2/or the required template).

8. Since the said activity is free from registration, all participants are advised to bring pack
lunch and snacks, ball pen, pencil, and other materials needed for the contests such as extension wires,
printers, camera, etc. depending on the requirements of the event.
9. For organization of the different steering and working committees, there will be a
consultative meeting of the DSPA Officers and Division Technical Working Group to include the QAME
Associates in August 5, 2019 at three o'clock in the afternoon (3:00 PM) See attached Enclosure I for
the schedule of SPC Major Acttvtties.

2. The One Learner, One Contest Policy shall be strictly implemented. A student/pupil-
contestant is only legible to join one contest category either in English or in Filipino.
However, if the student-contestant will not make it to the top seven winners in the
individual contests and first place winner in the Radio Broadcasting Contest, he/she is
allowed to join the Collaborative Desktop Publishing, Online Publishing and TV
Broadcasting contests.
3. For individual contests, only the top three (3) winners during the School-based/Cluster-
based Press Conference could join the DSPC and for the group contests, only the
champions could.
4. TI1e top IO winners in all events per contest category per medium shall be recognized but
only the points of the top seven winners who will advance to the RSPC shall be included
in the computation of the overall scores.
5. For the Group Contests, the top three (3) winning teams shall be recognized and their
scores will be included in the overall scores. To determine the composition of the team
who will compete to lhe RSPC, the Perfonnance-based Selection Policy shall be used.
6. Only school papers that meet the standards stipulated in Enclosure 9 shall be evaluated.
Top three (3) winners per section and per medium shall be recognized and endorsed to
the RSPC.
7. Recognizing and respecting Intellectual Property Rights, the Office adheres to the rule
concerning plagiarism. DepEd reiterates its stand to disqualify school papers found to
have copied and published texts. graphics and other materials without duly
acknowledging their sources.

A. General Guidelines:
I. Only the top three (3) winners in the individual events and champion in the group
contests during the elimination or school-based/cluster-based press conference are
eligible to compete in the division level schools press conference.
2. To facilitate proper identification, participants are required to wear their school
unifonn with their valid school ID specially during the contest proper.
3. Should there be queries, participants can only raise concerns to the assigned
facilitator. The facilitator shall refer them to any of the members of the DTWG for
appropriate and immediate response
4. School Paper Advisers, teachers or principals who will be found in and around the
contest venue wLII be grounds for disqualification of their contestants
5. The Top Ten (10) winners per medium and category shall be recognized but only the
points of the top seven (7) be included in the computation of overall scores
6. Any violation of the stipulated guidelines will be grounds for disqualification of the
participant.
7. The decision of the Board of Judges in all aspects of the contest shall be deemed final
and irrevocable.
B. Specific Guidelines:
I. Column Writing
a. Contestants shall watch a video or be given fact sheets (depending on the
preference of the evaluator) where they can gather data for their column.
b. Contestants may use any treatments and approaches in column writing provided
they observe the highest ethical standards of Campus Journalism
2. Sports Writing
a. The facilitator shall orient and provide final instruction to the contestants before
the contest proper.
b. Contestants shall watch an actual game or be given fact sheets (depending on the
preference of the evaluator) where they can gather appropriate data for sports
news, sports feature and sports editorial/commentary.
3. Copy Editing and Headline Writing
4) Contestants are allowed to take unlimited slots, but only four (4) shots
(including the control shot) will be submitted as official entries.
5) Contestants should submit their three (3) photos that are separately laid out
using MS Word and saved as PDF. Hence, each contestant shall have four (4)
files in their folder.
6) Only the four files (3 raw pictures in JPEG format and contest entry in PDF)
shall be saved in the flash drive/memory card.
Note: Contest Guide/mes m feature writ mg, news wntmg and editonal writing stipulated in
DepEd Memorandum No. 167, s. 2018 still remain m effect.
5. The script should not bear any information that may identify the school, but it should
include the names of the members of the team with their assigned roles/tasks.
6. Script should be:
a. Encoded using Arial font size 12
b. With directonal instructions in capital letters
c. Double-spaced with nonnal margin (one inch in all sides)
d. Printed in A4-sized bond paper (8.27x11.69 inches)
C. Broadcast Simulation
I. A broadcast room for the presentation shall be identified in the contest venue. Only
the contestants, judges, and assigned facilitators shall be allowed inside. The student
broadcasters shall be concealed from the judges all throughout their presentations.
2. Mobile phones and reference books shall not be allowed in the contest area
3. ln case of power failure, the affected team shall be allowed to perform again.
4. The order of the presentation will be identified through drawing of lots before the
script writing.
5. Each team shall be given eight (8) minutes: two (2) minutes preparation, five (5)
minutes for the actual broadcast and one ( I) minutes for the exit. Provided running
time shall be applied.
6. The assigned facilitator shaJI provide waJI clock or a ti.mer, which will serve as the
official time that can be seen by the contestants and the judges. There will be an
officiaJ time keeper.
7. A yellow flaglet shall be raised to signal the team "one minute left" for the
preparation. The green flaglet shall then be raised to signal the team to start. The
yellow flaglet shall be raised again to warn the team that they have onJy have one {I)
minute remaining followed by the red flagt to indicate that their time is up. The team
who complied with the five-minute production shall be given perfect score (5 points).
In case of under time or overtime, the following scheme of deduction shall be
followed:

21 seconds-40 seconds - 2 points
41 seconds-Su seconds - 3 points
61 seconds and above - 4 points
8. The contestant shall leave the broadcast room right after the presentation
A. Pre contest
I. The TV scriptwriting and broadcasting Contests open to all public and private
secondary learners.
2. Each competing team shall have seven (7) members for Filipno and English
Newscast. Each team must be composed of the following:
a. News anchor (not more than 2)
b. Field Reporter (not more than 3)
c. Script writer (I)
d. Director!Executive Producer/ Development Communication Writer (I)
e. Video and graphics editor (1)
f Video researcher/Flor Director/Production Assistant (I)
g. Video joumaJist/cameraman (1)
h. Assistant Video Journalist (I)
(Nore: Members may have multiple tasks)
3. Each team may bring its own set of materials and equipment such as the following:
a. Laptop with a script writing/video editing capability
b. Two (2) empty flash drives ( 160) or external hard drive
c. Camera phone, digital camera or DSLR which is compatible with the laptop for
uploading capability
d. Wired lapel (optional)
e. A4 size bond paper, printer with ink
f. Broadband (stick)
g. Extension cord
4. Prior to the commencement oftbe news cast competition, an orientation for the
participants shall be undertaken to lay down the rules of the competition, tbe
necessary skills that must be exhibited during the competition, the definition of the
respective roles of the participants and the criteria for judging for each event and/or
category. All Participants shall attend the orientation by the assigned facilitator before
the contest
5. Each Team shall be given a maximum time of five (5) hours as part of the production
process. Each team must be guided with the following suggested time aJlotment for
production efficiency:

PRE-PRODUCTION:
Setting Up of Studio
I. Each team shall set-up its own complete studio with video cameras and other
equipment.
2. Coaches are allowed to assist the team in setting up the studio but are required to
leave the contest venue once the news gathering started.
3. Contestants may opt to use a virtual studio or an actual studio equipped with tables,
chairs and backdrop
News Gathering
I. The judges shall provide a story menu or set of newsworthy topics including a
development communication theme.
2. Each team shall use the time given to come up with the story line up after conducting
a story conference to download videos and to shoot the spiels/standupper and
additional video requirements of the reports
Production Proper: Script Writing, Video Editing and Broadcast presentation
A. Script Writing
I. The format for TV broadcast (audio and video) script writing shall be observed
2. Each team shall submit three (3) copies of their script after three (3) hours
3. The news script should include the following:
a. (I) Storey Line up- Appearance of News items systematically arranged
according to video relevance/impact, news worthiness, timeliness and
importance
b. (1) Headlines- Brief summary of at least three (3) significant news ietms
c. (1) Anchor's introduction (]ntro)- Anchor's greetings or opening spiel
d. Anchor", Lead Intro of Reporter's AV Package/Remote AV Package-
Ancbor's brief introduction of reporter's AV package
e. (2) AV Package- reporter's AV package with standupper/standupper
extro/midspiel. The AV Package may contain 4-6 paragraphs ( I sentence, I

time of one (I) minute.
f. (l) Remote AV Package- Reporter's AV package with Live Intro/Extro and
an optional banter with anchor. The AV Package may contain 4-6 paragraphs
(I sentence, I paragraph) and at least I sound bite. Each report must have a
minimum time of one (I) minute.
g. Development Communication - An originaJ concept based on the theme
provided by the judges. Each development communication production must
not exceed thirty (30) seconds
h. Teaser (optional)- a brief rundown of remaining news items aimed at teasing
audience/viewers.
1. Opening billboard (088) and closing billboard (C88)- Each 088 or C88
must contain the group's assumed TV network name and logo. Each
Production Team may pre-produce its 088/Logo and create a graphics layout
prior to the contest proper which must not exceed fifteen ( 15) seconds.

B. Video Editing
I. The video editing must commence once the news scripts become available
2. Each team shall be allowed to pre-produce/pre-select its graphics (gfx) lay out
(chargens, gfx lower thirds color and theme, bumper, transition, title card, musical
score, sound effects and news cast logo)
3. Each team shall be allowed to download videos online from credible news
organizations provided that proper acknowledgment, such as "video courtesy" or
"file video" shall be indicated.
1. Each team shall be given two (2) hours to accomplish the video editing and
graphics lay out of recorded newscast combined with reporter's AV, remote AV
and additional requirements fro VTR Silent, VTR Sots and Development
Communication Output.
2. The assigned facilitator shall strictly monitor the time allotted for post production.
3. The final output shaU be submitted after two hours. Additional minutes that each
team has consumed shall have corresponding deductions. However, should any
team fail to submit the final output on the specified time, it shall be automatically
disqualified from the competition.

14. The Performance-Based Selection Policy shall be used in selecting the members of the
collaborative Desktop Publishing team who will be competing in the RSPC.
15. The decision of the Board of Judges shall be deemed fmal and irrevocable.

A The School Paper Contest is open to all public and private Elementary and Secondary
Schools.
8. Entries should be submitted in three (3) copies and be placed in a long envelop with the
following information:
D. The top ten highest pointers both in English and Filipino shall be declared as the best
school papers in the division and their ranking shall have corresponding points to beaded
to detennine the best performing schools.
E. Any school paper found to have copied and published texts, images and other materials
without duly acknowledging their sources shall be disqualified in the contest.
F. 1f the school paper shall join again the following year and found to have committed the
same offense, the following sanctions shall be applied.
I. 1 • Offense: A written reprimand shall be issued to the school paper adviser and the
school principal. The School Paper Adviser shall need to undergo a refresher source
on plagiarism organized by the division. The principal shaU be asked to implement
plans to teach their students about the ills of plagiarism and its consequences.
2. 200 Offense: Disqualification from the School Paper Contests for three (3)
consecutive years.
