1.0 Scope
This document covers the procedures to be complied for opening of manhole, tank cleaning
and removal of residual impurities after tank evacuation from 3 Nos jet fuel tanks
(3403FA/FB/FC) at Doha depot.

4.0 Safety Requirements


a) Work permit must be obtained before commencing any work.
b) Workers must be fully adhered to the safety requirement.
c) Toolbox talk must be conducted by the permit holder, site supervisor and site safety
representatives prior to start the daily activities and must be attended by all
concerned work forces engaged in the activities.
d) All personnel working on site shall wear all required PPE.
e) The site engineer, supervisor and site safety representatives shall ensure all work
forces directly or indirectly employed by the company must have undergone the
safety induction.
f) All tools and equipment must be inspected by qualified Galfar personnel to ensure
all are in good working condition.
g) The PPE such as safety boots, Overalls, Gloves, Safety goggles, helmet, Ear Plug
shall be arranged for all personnel involved in these activities.
h) All personnel to work on the site must be familiar with all alarms and muster points.

i) All operatives must be briefed about JHA and Method statement prior to work
commencing.

5.0 Roles and Responsibilities


Project Manager shall be responsible for the proper execution of this procedure and to
ensure that the works are undertaken in a safe manner as described in this Method
Statement, to the requisite quality in accordance with relevant quality procedure and to
agreed timescale.

Construction Manager The Construction manager is responsible for overall site execution
and mobilization of this scaffolding works & close coordination with construction group,
client and ensure the timely completion of project as per project specification, Quality and
safety requirements.

Project engineer Manage overall site activities including mobilization and demobilization,
manpower allocation, procurement, safety, quality, close coordination with construction
group, client and ensure the timely completion of project as per project specification

Supervisor shall be responsible for the overall implementation of Method Statement and
directly has full control over the use of the labor, plant and equipment. He ensures that the
works carried out in full compliance with the specification, quality and safety requirements

Permit Holder (PH) is responsible for ensuring that the PTW is approved and revalidated
at the start of site activities are in accordance with PTW, Method of statement and JHA.

Safety Officer is to advise that all safety regulations are observed and followed to avoid the
potential for injuries or any other form of accident that will cause loss of life, injury to
personnel or damage to assets. Reporting and investigating of incidents as per WOQOD
procedure.

j) Gas monitors

7.0 SEQUENTIAL WORK DESCRIPTION AND ACTIVITIES

7.1 Isolation
a) Make sure the permit is approved and TBT conducted prior to commencing the
activity.
b) Make sure the fire extinguishers and necessary sign boards in place.
c) As per Woqod procedures as applicable isolations permits shall be made prepared.
d) Make sure all blinding at upstream and downstream of tank will be carried out as per
P&ID attached in addition to the valve isolations.
e) Electrical and instrument isolations shall be carried as applicable.
f) Blinding terminology:
a) Positive isolation shall be provided at downstream of inlet filter such a way it
will block the 3 tanks.
b) Positive isolation shall be provided at upstream of outlet filter such a way it will
block the 3 tanks.
c) Recirculation line pump inlet shall be blinded
d)

7.3 Gas freeing


a) Contractor safety officer shall be present at worksite for continuous monitoring of gas
freeing under PTW system.
b) All the employees shall wear PPE and persons involved in Gas freeing and cleaning
shall wear rubber shoes, disposable coveralls, rubber hand gloves, Gas mask &
necessary eye protection and Helmets.
c) Work permit shall be obtained prior to commencement of removal of man ways.
d) Shell/roof man ways, spare nozzles and clean out door of tank shall be opened with
prior permission from Woqod Operations and their direction.
e) H2S and flammable gas checks are to be carried out.
f) All approved safety & Fire equipment including fire hoses, gas detectors shall be
ensured in place.
g) A gas tester shall be used to conduct periodic gas testing before start work.
h) The man way cover shall be removed and cleaned.
i) Ventilators shall be fitted to the man ways.
j) The gas level shall be continuously monitored at fan outlet throughout this process.
k) Safety Representative shall conduct gas test and oxygen level measurement inside
the tank.
l) Once the gas and Oxygen level inside the tank is satisfactory, safety representative
shall issue authorization for personnel to enter the tank.

m) Continued good quality airflow through the tank must be ensured before personnel
entry is authorized.
n) All man ways are to be removed for proper ventilation from all internal areas.

7.4 De-Sludging and tank cleaning.


a) De-Sludging shall commence only after completion of Gas testing and clearance by
safety personnel.
b) Sludge transfer shall be done by directly transferring the sludge from tank to receiving
tank / drain pit using pneumatic pump. Air compressor shall be used for the operation
of Pneumatic pump. Keep the compressor outside the bund wall.
c) Cleaning work permit shall be availed and all the employees involved in de-sludging
shall be properly instructed about the safety precautions.
d) Before start de-sludging ensure necessary lightings and firefighting components are
present.
e) The sludge / oily mixture comes out from tank by gravity if gets slowdown, a pre-
planned de-sludging crew enter inside tank and starts removing sludge manually by
wooden scrapers.
f) Employees involved in de-sludging shall be split in two crews, one inside and one
outside the tank and supervisor to be on site continuously.
g) A safety standby shall be ensured at one specified entry man way to monitor the
internal and external situation throughout all period when personnel are inside the
tanks.
h) Safety standby shall maintain a register of the crew working inside the tank.
i) First crew shall start de-sludging and second shall wait outside, when the first crew
comes out, the second crew shall enter and start de-sludging and vice versa.
j) The frequency of crew change can be maximum 20 minutes and shall be decided
based on the site conditions
k) As a safety precaution, gas detection shall be carried by workmen inside tank for full
time monitoring during work and a gas monitor shall be kept outside tank near
entrance tank manhole for full time monitoring.
l) For de-sludging work, fans on the shell and roof shall be in purging mode, in order to
facilitate ventilation.
m) Rim seal at different locations around periphery shall be removed for improved
ventilation and lighting.
n) A pneumatic pump shall be placed near the tank cleanout door to pump the sludge
to receiving tank / drain pit.
o) The necessary flexible hoses from the pump discharge to the tank where the sludge
to be transferred shall be laid and kept ready.
p) Once this arrangement has been checked for integrity, the sludge removal can be
started.

q) The sludge/oil/debris if any on bottom plate of the tank shall be cleaned manually
using wooden scrappers and transferred to the tank bottom.
r) The removed sludge debris from the tank shall be collected on drum and seal it
properly.
s) The sludge debris shall be transported to the waste handling facility at Mesaieed as
per WOQOD instruction.
t) After completion of de-sludging, woqod shall be called for joint inspection.
u) Upon inspecting, if required the tank internals and roof top side including rim seal
area shall be thoroughly cleaned with degreasing agents to ensure that the plate
surfaces is free from traces of oil.
v) Internal of tank shall be inspected for further site survey.

7.6 Housekeeping
a) Proper housekeeping shall be done in work area prior to leaving the site.
