Infrastructure development does not catch up with rapid economic growth in Indonesia. The lagged Japan provides assistance for the development of infrastructure in the area of

【Background and current situation】
For sustainable development of Indonesia’s society and economy, further growth led by the private sector is

customs, labor, intellectual property, etc.), improvement of administrative procedures, and professional human

【Strategy】
In order to improve the business and investment environment in Indonesia, Japan
supports institutional improvement and capacity building for operating systems in the
fields of taxation, customs clearance and duties, intellectual property rights,
competition policy, SME promotion, human resource development, labor, tax affairs,
finance, etc., based on Japan’s policies and private sector's needs of both countries.
In addition, Japan cooperates on industry promotion measures, considering closer
coordination of the industry of both countries' companies. In providing assistance,
Japan pays enough attention to the cooperation in line with the Japan-Indonesia
Economic Partnership Agreement (EPA).
In order to nurture high-level personnel, Japan supports educational and human
resource development institutions such as base univesities in Indonesia for capacity
development to provide human resource and reseach study to meet the stage of
economic develoment and requirement in Indonesia. Furthermore, Japan gives
consideration to strengthening human netwrok of both countries by utilizing a network
betweek universities in Japan and ASEAN.

【Background and current situation】 【Strategy】

It is an issue to establish foundation of livelihood to enhance quality of life in the region where development
has been delayed. In addition, there is a wide gap of population, industry, income level and others between the
region of Java and local areas. It is demanded to realize well-balanced development and to enhance quality of
life in order to achieve both sustainable economic development and stable society.
Japan cooperates to develop local area and promote local industries such as
agriculture and fishery in order to enhance quality of life, considering improvement of
living environment such as waste water treatment and waste disposal and well-
balanced development by correcting a gap between regions, which expands toghether
with economic deveopment.
In addition, Japan supports improvement and enhancement of systems and
organizations that contribute to the promotion of local development and reduction of
an economic gap by utilizing the outcomes of the assistance extended so far.

Indonesia suffers much damage every year since natural disasters occur frequently, such as an earthquake,
tsunami, eruption, flood, landslide and others. In order to prevent damages from such disasters, Indonesia has
to tackle capacity building of both the National Agency for Disaster Management (BNPB) and the Regional
Agency for Disaster Management (BPBD) which are in charge of disaster management administration, flood
management through comprehensive water resource control, and establishment of a system that makes
houses earthquake-resistant. In addition, safe and fair society shall be realized by providing quality
administrative services in accordance with the pledge of current government to realize an effective
administration and build a clean and reliable government.

【Strategy】
Indonesia and Japan are both natural disaster-prone countries. The two countries are
to make efforts to send both countries' experiences to the world by establishing a
cooperative relationship based on the knowledge and experiences, including recovery
from the Asian Tsunami in 2004 and lessons learned from the Great East Japan
Earthquake, considering the UN's decision to designate 5 November as “World
Tsunami Awareness Day” as well. At the same time, assistance is to be provided by
focusing on improvement of the disaster prevention function of the Jakarta
metropolitan area, the center of Indonesia’s politics and economy. Regional
assistance as to disaster prevention is examined by taking into account the
relationship with the ASEAN Coordinating Center for Humanitarian Assistance on
Disaster Management (AHA center) in Jakarta and other factors. Furthermore, Japan
cooperates on strengthening of capacity and systems towards enhancement of sicial
security realated to safe and fair society and administrative function of various sectors
such as civilian police activity, and responding to SDGs to address sustainable and
well-balanced development widely.

【Background and current situation】
GHG emissions from Indonesia are said to rank fifth in the world after China, the US, India and Russia as of
2012 when including CO2 emissions caused by forest loss, peat land deterioration and other reasons.
Indonesia sets 29% reduction of GHG emissions by 2030 as a national goal at COP21 in 2015 and places
climate change countermeasures as an important policy issue. Specifically, forest loss and peat fire are
serious issues which shall be addressed. In addition, realization of low-carbon society such as introduction of
energy-saving technologies shall be tackled further.

system, and capacity building.

【Strategy】
In order to promote climite change mitigation and adaptation measures, Japan
provides assistance for improvement and establishment of policies and systems,
enhancement of governmental capacity and intruduction and development of low-
carbon technology by utilizing Japan's advantage. As for climate change mitigation
measures, Japan helps Indonesia take measures concerning forests, energy,
transport, waste, etc. At the same time, assistance is provided while keeping up with
the progress in the formation of a bilateral cooperative framework, such as a Joint
Crediting Mechanism. As for adaption measures, Japan cooperates with Indonesian
government on management of water resources, introduction of agriculture insurance
and others. Japan also cooperates on biological diversity preservation including a
viewpoint of efficient utilization of biological resources.

While Indonesia has become a member of G20 countries and has a bigger voice in international politics and
economy, it shows a positive attitude to international and regional issues, and south-south cooperation. In
particular, it is expected to play a leading role in policy coordination and institutional improvement, and in
sharing democratization experiences within ASEAN.
【Strategy】
Japan provides assistance for capacity building concerning maritime security and
antiterrorism measures, and measures against emergent infectious diseases, which
are important for not only Indonesia but also neighboring countries including Japan.
In addition, Japan strengthens cooperation between two countries in responding to
international issues. At the same time, Japan helps Indonesia improve the capacity to
provide assistance to other countries so that Indonesia can become one of the donor
countries.
