Del Rio Sector will be here to make the introduction between ACE Realty and the Landowners, but is not
going to be involved in any part of the negotiations. We will be here to advise and assist Realty in
what they need. Outreach prior to the negotiation is difficult at best without getting involved in the
Realty process. I have notes from each contact with landowners and a feel for what each landowner is
seeking (whether they have made past comments on wanting to relocate or sell). I can pass these on
to Realty and give advice on each landowner. We request to remain advised of each negotiation and
outcome so we can track the process and prepare for any fallout to landowners relations or
modifications to the Sector fence plan.
Sectors take on negotiations is that we would like to own all property south of the alignment and ideally
we would like to own everything south of Frontera rd., but are willing to negotiate depending on
landowners’ desires. We are willing to play with the alignment and make other accommodations’ (on an
individual basis depending on what property is at stake) if landowners are unwilling to sell or relocate.

Enclosed are the new/revised set of maps/drawings for Project M-1 showing the fence alignment with a
TI corridor as contained in the Del Rio EA. The width of the corridor varies along the alignment. Also
contained in the enclosed file are typical sections of the fence alignment/corridor. Please review the
enclosed maps and typical sections and let me know if you have any questions or concerns. If the
enclosed alignment/corridor is acceptable to all we can consider this the alignment for project M-1.

Upon receipt of the second set of drawings, if the northernmost acquisition line for M-1 has moved
closer to the road (Rio Grande Road/Garza Lane/Frontera Avenue), the properties will need to be
rechecked to determine PL 91-646 applicability.

Now that we have an alignment for M-1, I recommend that real estate utilize
these latest maps to identify the owners that will require relocation
assistance and to coordinate with the appraiser to develop a current real
estate cost estimate that reflects both real estate and relocation assistance
costs for Project M-1. Thanks.

All, the attached is the revised alignment approved by BP and Env. Is being
submitted for RE review discussion/review. Next step is a conference call to
discuss.

and 4 mobile homes which would require relocation assistance. The first
enclosed file shows a comparison of the corridor as proposed in the DEA Route
A and Route B (preferred) and the corridor as proposed along the FEMA Zone A
100-yr flood area. The second map shows the IBWC and FEMA 100-year flood
plain as computed by Baker using the IBWC H&H Model. Also included on the
second map is the fence corridor Route B (preferred) as presented in the DEA.
I will forward the dial-in number for the conference call in the morning.
