wy Republic of the Philippines REGIONAL STATISTICS COMMITTEE Central Visayas Region EXCERPT FROM THE MINUTES OF MEETING OF THE CENTRAL VISAYAS REGIONAL STATISTICS COMMITTEE HELD ON 16 MAY 2018 IN CEBU CITY RSC Resolution No. 03 Series of 2018 CREATING TECHNICAL WORKING GROUPS (TWGs) FOR CONTINUING EDUCATION AND SECTORAL STATISTICS WHEREAS, the Central Visayas Regional Statistics Committee (CV-RSC) formulates strategies and mechanisms to address the key issues and challenges in the Regional Statistical System (RSS) indicated in the Central Visayas Regional Statistical Development Program (CV-RSDP) 2018-2023; WHEREAS, the CV-RSC prioritizes addressing the more urgent statistical issues and concerns such as those required in monitoring the progress of the programs set forth in the Regional Development Plan (RDP), the Sustainable Development Goals (SDGs) and other sectoral plans; WHEREAS, the CV-RSC may create TWGs to help in carrying out its functions; WHEREAS, the Committee needs a TWG on Continuing Education that will recommend, oversee and facilitate the implementation of the statistical capacity building program designed to address the lack of statistical knowledge and expertise on data management of the RSS; WHEREAS, the CV-RSC also needs TWGs on the various Sectoral Statistics, i.e. Social, Economic, and Environment and Multi-Domain Statistics, to provide guidance and recommendations to the RSC and other concerned agencies on the approaches, strategies, policies and implementing actions in the generation of statistics; NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, to create TWGs on Continuing Education, Social Sector Statistics, Economic Sector Statistics, and Environment and Multi-Domain Sector Statistics, whose composition and corresponding Terms of Reference (TORs) are attached to form part of this resolution. ALFANTA JR. anil a oneano RSC Secreta RSC/Vice-Chairperson pie ‘Annex CVRSC-1803-001 Republic of the Philippines REGIONAL STATISTICS COMMITTEE Central Visayas Region Creation of Technical Working Groups (TWGs) on Continuing Education and Sectoral Statistics Rationale The Central Visayas Regional Statistics Committee (CV-RSC) continually commit to enhance the statistical system in the region to address more effectively the statistical requirements and the demand for data to support development planning at the regional and local level. Likewise, the CV-RSC aims to build 2 strong statistical coordination mechanism among the regional line agencies and local government units, such that the region can cope with the emerging demands of statistics and other metadata relevant for an evidenced-based decision and policy making. To properly account and take into consideration the strengths and weaknesses of our data providers and assess the data needs of our data users, it is therefore timely and relevant to create task force by which expertise of the members could help in improving the statistical system in the region. Felixberto M, Sato Ir ‘TERMS OF REFERENCE The TWGs on Continuing Education and Social Sector Statistics, Economic Sector Statistics and Environment and Multi-Domain Sector Statistics are ad hoc committees formed by CV-RSC. The TWGs are group of experts to provide recommendations and/or advice to the RSC on the various statistical issues and concerns and to support the implementation of the statistical development programs of the Regional Statistical System (RSS). 1. Objectives To ensure that sound, shared and comprehensive sectoral statistics are produced and relevant statistical trainings are conducted in line with the Vision, Mission, Goals Si Republic of the Philippines REGIONAL STATISTICS COMMITTEE and Objectives of Central Visijit ROR OAS SEARSHEN Development Programs 2018- 2023. 1. Funetions The functions of the TWG on Continuing Education are the following: Formulate statistical training program and design for the capacity development of the RSS to deliver quality statistical products and services. 2. Provide guidance in identification of trainings and research topics to address the key statistical issues, challenges, and concerns of the RSS that need to be addressed in the CV-RSDP 2018-2023. 3. Serve as overall coordinators in the conduct of training, seminar, forum and workshops which includes the preparation and production of promotional materials and identification of the source of funds and other resources. The various TWGs on Sectoral Statistics shall specifically undertake the following activities: 1. Evaluate accomplishment/milestones, identify issues and challenges, and prepare reports on the statistical development by sector/concern during the period 2018-2023; 2. Identify, review and finalize priority statistical programs and activities of the RSS for the medium term; 3. To provide guidance and recommendations to the CV-RSC and other lead agencies on apporaches, strategies, policies and implementing actions in the generation of statistics; 4, To initiate and lead in the implementation of the sectoral statistical programs and activities in the RSS. ALL Chairmanship and Membership The Chairperson of the TWG is a member of the RSC. He/She shall be nominated by any member of the Committee and with the approval of the Committee Chair through a resolution. The Members of the TWG may a member of the RSC or not, provided that the agency nominated as member has the expertise or has direct knowledge on the subject matter. ‘The composition of the TWGs are constituted through a resolution during a regular RSC meeting. Members of the TWG may be increased or decreased depending on the exigency of work required and shall be authorized by the RSC Chair. In case of change of composition, reconstitution of the TWG shall be done through an RSC resolution. IV. Secretariat and Technical Support wer Republic of the Philippines REGIONAL STATISTICS COMMITTEE The PSA RSSO VIE shall ser¥$ 3S AhY SVR ant TWGs. Within available resources, the PSA will provide technical support required by the TWG including meeting facilities, maintenance of records and preparation of materials and reports. V.TWG Meetings The TWG will meet twice a year or more as the need arises. VL. Reporting The TWG shall submit a narrative/progress report and/or minutes of the meeting to the RSC through the RSC secretariat. The report includes matters for approval of the RSC Chair, recommendations and other relevant issues and concerns that need immediate action of the RSC. VIL. Costs The TWG and the RSC will not shoulder any travel and other expenses of the members to the meeting. All expenses involved in the participation of each member shall be, in general, supported by the member agency. However, any member agency may sponsor for the snacks or meals during the meeting.
