1 Project Background
1.1 The Red Sea Development Company (TRSDC / Employer)
The Red Sea Development Company (TRSDC / Employer) is a closed joint stock company, fully
funded by the Public Investment Fund (PIF), a Saudi Arabian sovereign wealth fund. PIF was
established by Royal Decree M/24 on 17 August 1971. Its mandate is to provide financing support for
projects of strategic significance to the Saudi national economy. Today, PIF has a diverse portfolio
made up of approximately 200 investments in a wide range of asset classes internationally, of which
around 20 are listed on Tadawul, the Saudi Stock Exchange. PIF also manages several companies to
support innovation, diversification and non-oil sector development within the Kingdom.

1.2 The Red Sea Project Overview


1.2.1 TRSDC is spearheading the development of a complex mega project along the Red Sea, in the West
of the Kingdom of Saudi Arabia (The Red Sea Project).
1.2.2 The strategic objective of the Project is to transform the Umluj & Wajh region into a unique luxury
tourist destination with a focus on the ecology and wellness, for local and international visitors.
1.2.3 The Project will leverage the inherent advantages of the location to offer a best-in-class tourism
experience and to position the Kingdom on the global tourism map.
1.2.4 The Project will have significant socio-economic impact, including: attracting foreign direct investment,
increasing KSA GDP and the promotion of healthy lifestyles.
1.2.5 The approximate Project site area is 28,000 square kilometres, with over 200 km shoreline (See Figure
1).
1.2.6 We seek to safeguard ecologically valuable habitats, seek to enhance and restore degraded habitats
and to achieve an overarching objective of ‘Biodiversity Net Gain’ and contribution to the ‘National
Biodiversity Strategies and Action Plan’. To foster education, research and learning for visitors and
local people alike and hence be an exemplar in demonstrating how a landscape scale project can
enhance the natural environment benefiting people, biodiversity and the economy.

1.2.7 It is anticipated that The Red Sea Project will be established as a SEZ. Within the SEZ, other than
certain reserved matters, legislation will be enacted to replace KSA Base Economy Law with other
rules and laws that will be applicable within the zone. These proposed laws will cover a range of legal
matters including but not limited to Corporations, Municipal, Contract, Intellectual Property,
Environmental, Land, Tort, Utilities and Infrastructure, Labour, Dispute resolution and Criminal code
and set to international benchmarked standards but not conflicting with Sharia Law.

WhileTRSDC has been incorporated under the laws of KSA, it is intended that the company will be
transferred to the SEZ as soon as the Zone laws are passed to enable the transition. TRSDC will
require all contracts (even ones previously executed) to be transferrable and subject to the SEZ once
those applicable laws are passed. This right of transfer/change in law is to be included in all contracts
and the contract should prevent the Contractor from being entitled to any claim for cost and/ or time in
relation to the transfer/change.

1.3 Project Team
1.3.1 TRSDC are the Employer on this Project and will self-manage the Works.

2 Prequalification (PQ)
2.1 Overview
2.1.1 TRSDC are issuing this invitation to prequalify contractors. This prequalification exercise will enable a
long-list of capable contractors to be approved by TRSDC for the Project. We will then issue our own
Non-Disclosure Agreement (NDA) to prequalified and selected contractors. In your return covering
letter you should formally state your interest in the packages of work outlined.

2.1.2 The intention of this PQ is to shortlist contractors with:


 An interest in delivering projects in the Project location
 Experience in delivering successful projects in the Middle East and KSA
 Experience in fast track delivery of projects, including off-site fabrication, modular and
prefabricated buildings
 Financial standing to undertake projects
 Capability to deliver quality of build
 Robust Health & Safety & Quality Management Systems
 Understanding and ability to deliver to the best global standards for Environment and Sustainability

2.1.3 All costs incurred by the responder in the preparation, submission and presentation of a response to
this PQ shall be borne entirely by the responder and shall not be reimbursed by TRSDC regardless of
the conduct or outcome of this prequalification process.

2.3 Marketing Materials
2.3.1 It is not necessary to include general marketing or promotional material as any such material will be
discarded.
2.3.2 Our ability to short list will be directly linked to the specific information requested in this PQ.

2.4 Return of Enquiry


2.4.1 The PQ enquiry shall be returned in soft copy only to the email address in accordance with the covering
letter issued with this Prequalification document.

2.4.2 TRSDC declare that all information provided as part of your response to this PQ shall be held in the
strictest confidence and restricted to use on this Project (unless you expressly allow it’s use for other
Projects).
