Acknowledgement
All the praises be to Allah Almighty, by the Grace of Whom, the important task of
compilation of bylaws for auxiliary organization for Women, Pakistan Tehreek-e-Insaaf;
for the first time are formulated and also being fulfilled. A huge yet important task which
may guide women activist towards Justice and meritocracy.
At this point of fulfillment, we want to show our gratitude to all those who made this task
possible with their cooperation & guidance.
First and foremost we sincerely recognize founding father and Chairman PTI Mr. Imran
Khan for giving due importance to the women activists of PTI by strengthening Women
Wing.
Special thanks to Mr. Naeem-ul-Haq, for showing confidence in and encouragement to
PTI women to take up head-on; the daunting task of making by laws.
The kind concern and cooperation from Mr. Arshad Dad, Secretary General (SV
President Now) Pakistan Tehreek-e Insaaf was a waft of fresh breeze
Dedication of Chief Organizer, Saifullah Khan Nyazee proved to be propelling force
during the discussion & compilation process. He not only gave his precious opinion but
also provided his office for our crowded meetings and enthusiastic discussions.
The sincere guidance and technical knowhow of Dr. Abol Hasan Khan Ansari has
helped us a lot. As an important member of Constitution formulating committee, he
briefed us at every step of the way in order to make bylaws more sound.
The senior Women wing member, Advocate Shamsa Ali, who was member of first
constitution of PTI 2012, proved to be inspirational.
Experience, insight and input from Saadia Sohail Rana (ex-GS WW Punjab),Nazia
Rubani( ex-President WW Sindh),Nasreen Tariq(ex-SVP WW Central ) paved the way
for all inclusive structure and policies, Sincere gratitude to them.
Our special and heartfelt gratitude is for Late Syeda Saloni Bukhari, the founding
member of Women wing Pakistan Tehreek-e-Insaaf,, who manifested unconditional
belief in Imran Khan`s ideology in her leadership; without whom, PTI women could not
be this strong and effective. She provided the basic guidelines to women in politics
exhibiting how women can survive with decency, strength and grace. Her conduct
showcased the selflessness and sincerity of a leader to the workers and left us all with
valuable lesson to follow. We pray for a high place in Jannah for her (Ameen).
Special applause for all those women who travelled from four and far corners of
Pakistan to be part of exercise that shall determine their future participation and place in
the party.

Executive Summary
The basis for women’s political participation has been a state commitment at the
international level through CEDAW1, National Plan of Action and National Policy for
Development and Empowerment of Women2. Adopted by the United Nations General
Assembly on December 18, 1979, the Convention on the Elimination of All Forms of
Discrimination against Women (CEDAW) is an international human rights treaty that
focuses on women's rights and women's issues worldwide. (It is also referred to as the
Treaty for the Rights of Women and the International Bill of Rights for Women.)
Developed by the UN Commission on the Status of Women, the Convention addresses
the advancement of women, describes the meaning of equality and sets forth guidelines
on how to achieve it.

The Article 7 of treaty states that Parties shall take all appropriate measures to eliminate
discrimination against women in the political and public life of the country and in
particular shall ensure to women, on equal terms with men.
The Rights:

A. to vote in all elections and public referenda and to be eligible for election to all
publicly elected bodies;
B. To participate in the formulation of government policy and the implementation
thereof and to hold public office and perform all public functions at all levels of
government;
C. To participate in non-governmental organizations and associations concerned
with the public and political life of the country.

Just like nobody can deny or argue the role of Women in creation of Pakistan, The role
of women in making of PTI is undeniable also. Women’s participation in the promotion
of equitable Social development generates Benefits not only for women and their
communities but also societies as a whole.

Objectives and Structure of women Organization are proposed keeping in mind that
duplication and stepping on the toes at different levels can be avoided within the party:

A. Function of Political Organization


While core function of the political wing is to command and encircle the political
arena; scan geo economic issues, launch, promote and make sure party`s
candidates are elected in the houses,

B. Function of Women Organization


At the same time core function of Insaaf Women Federation will be to mobilize
and motivate more than half fraction of the population to become productive
members of party and eventually the society.
Due to cultural, religious and financial dynamics of our society the obstacles and
barriers that limit women`s opportunity to participate in different aspects of
community life and social development are markedly diverse.

Insaaf Women Federation shall use diverse strategies to recognize and promote
Women participation in economic, social and political activities.

Preamble

Since every political party’s gender sensitive organization is called “Women Wing”
shows their insensitivity towards such an important element of the society. The word
‘wing” reduces intelligible majority into mentionable minority.
Therefore; It is proposed unanimously by the delegates from all over Pakistan
participating in making By Laws of Auxiliary organization of women of PTI that it will
only be fair that more than 50% segment of population is given a unique identity.
Hence; A petition is made to the founding Father and Chairman of PTI to approve
“Insaaf Women Federation” be the new name of dynamic, dedicated, loyal, inseparable
part of the party to be called “Insaaf Women Federation” ( IWF in short).
Whereas “Insaaf Women Federation” not only reflects the sincere intention of PTI to
work for elimination of discrimination against women through giving them a unique
identity it also communicate the intention to empower them to bring forth positive
change in their lives and as a result in the society.

 Reflects PTI`s progressive thinking


 Recognition of Unique Identity
 Unique name Identifying Insaaf Woman from any other political party`s ‘women wing
 Clear and loud recognition of positive role of female participation in political and
socio-economic development.

I. Name
The name of this auxiliary organization of Pakistan Tehreek-e-Insaaf shall be “Insaaf
Women Federation.” Insaaf Women Federation shall function as an auxiliary body of
Pakistan Tehreek-e-Insaaf and shall be Independent3 in nature. Women Congress shall
have the power to promulgate by laws for the smooth working of the body; on as and
when needed base,

1. provided that those by laws are not contradictory to the constitution of Pakistan
2. provided that those by laws are not contradictory to the PTI`s ideology and
constitution4

II. Objectives of Insaaf Women Federation


Focus of IWF shall be to enrich the Society through Meaningful participation of woman
at national, local and community levels. Making sure that their political participation
results in tangible gains for democracy, responsiveness to citizen needs, gender
equality, justice, through influencing both, the range of policy issues that get considered
and the types of solutions that are proposed.

1. Woman Empowerment:
To work for establishing mechanisms for women's equal participation and
equitable representation at all levels of the political process and public life in
each community and society and enabling women to articulate their concerns
and needs. IWF shall adopt multifaceted approach to empower women. It will
lobby to promote culture of equal wages for same work in safe and secure
workplaces, for the laws that eliminate gender discrimination in job recruitment in
all sectors. Making sure that women are given fair representation through their
true representatives at every forum, committees and in all boards making over all
decisions and decisions related to woman within Party; and lobby for the
implementation of gender equality policies. Strive for enhancement in women
candidature percentage in general, LB elections to ensure financial and human
resources from the party for deserving candidates.

2. Poverty Elimination
Insaaf Women Federation strongly believe that governments should take every
possible step to give paramount importance to the elimination of poverty,
remove all gender gaps and inequalities pertaining to women’s livelihoods and
participation in the labour market. Through the creation of employment with
secure incomes, which has been shown to advance women’s empowerment.
Passing of new legislation and implementation of existing, developing cottage
industry, training women to manage home businesses, markets, finances,

educating them to know economic activity in and around their areas and how to
take advantage of it.

3. Social Issues
One of the main objective of IWF is to create awareness by highlight gender
issues, Especially those that create obstacles for women to explore their full
potential and be a partner in country`s development into policies and
development programs.

Women lack ownership of productive resources. Despite women’s legal rights to


own and inherit property from their families, there are very few women who have
access and control over these resources. Similarly, formal financial institutions do
not cater to women’s credit needs due to the underlying assumption of women’s
role in the reproductive sphere and financial gender dependency. Commercial
banks ignore women clients due to their preconceived views on women’s
creditworthiness because of their dependency on men for physical collateral.

Eliminating all forms of violence against women, in the domestic as well as in the
public sphere, through awareness of responsibility at all level, including
implementation of existing laws and making of new shall be another daunting
goal that IWF shall take up at different forums.
Domestic violence is fairly widespread across all classes. It ranges from slapping,
hitting, and kicking, to murder. Since the society, police and law enforcing
agencies view domestic violence as a private matter, it goes unnoticed until it
takes extreme forms of murder or attempted murder. Lack of work place child
care facilities either force women to quit job market or take long break effecting
her seniority and skills.

4. Child Protection and Welfare


Child protection refers to preventing and responding to child abuse and
exploitation, that is, child labour, trafficking, commercial sexual exploitation, and
harmful customary practices. IWF shall strive to implement mandatory parent,
child age appropriate awareness material, Institutional responsibility to check and
report student`s physical abuse by lobbying for new legislation, if needed, and
implementing the present laws.

5. Education
According to article thirty-seven of the Constitution of Pakistan, Education is the
fundamental right of every female citizen. Approximately twice as many males as
females receive secondary education in Pakistan. Pakistan’s overall literacy rate
remains static at 58 percent with literacy rate of males 70 percent and 48 percent
of females, Education is one of the most important means of empowering
women. It`s the knowledge, that help develop skills and self-confidence
necessary to participate fully in the socioeconomic development of a country.

Chairman of the party visions that it is imperative for a county`s economic


development to invest in Human Resource. IWF shall strive to find solutions; that
will need minimum resources and effort, and leads to eliminate obstacles,
facilitate and increase children`s enrollment rates, emphasizing female
educational opportunities in both rural and urban areas. IWF shall lobby for
choice of skill based education from grade 8th and above to empower more than
50% segment of population. Providing opportunities for training in new
technologies and market based needs.

6. Health
Because of overall change in the dynamics of societies nowadays, every society
has to face and solve diverse social problems, such as alcoholism, drug
addiction, degenerative chronic and life threatening illnesses, stunted growth and
environmental pollution. We recognize that human population health is not just
an input to socioeconomic development, but is an essential outcome, and, over
time, a marker of sustainability. This can be managed in different ways. One
approach to address these issues is social marketing, which is designed to
promote modifications of behavior that benefit the society; second, with the
ultimate purpose of improving the social conditions that support quality of life
make it necessary to implement social programs that benefit different sectors of
the population in order to generate social welfare and public values. These social
programs are intended to solve problems in different areas such as health,
security and environment. IWF playing its part shall brain storm and device and
recommend the ways to the authorities for easy no nonsense approach.

7. Environment and Tourism


Now that global environment change has become a reality to reckon with it is
important to understand human-environment interactions, socio-ecological
relevance to global environmental change. Recognition of how environmental
change can limit health and survival has been slower. Today, population growth
and the aggregated pressures of consumption and emissions are beginning to
impair various global environmental systems. Global warming, depleting water
beds and resources paint gruesome picture of human future.

Today tourism is multibillion dollar industry with least investment in the main
attraction i.e. historical places and nature, earning much needed funds for states.
Tourism is as much affected by Environmental change as humans. It’s time that
governments and societies understand that they are mutually vulnerable and
dependent. Insaaf Women Federation through seminars, expert penal
discussions, shall pave the path in its own capacity to help legislature, institutes
and suggest through reports multitier approach to effectively deal with resultant
issues within its resources.

 To seek increased participation of woman in general election stressing for higher


than 10 percent allotment. Thus decreasing the reserve seat quota to zero
eventually.
 Develop and propose mechanism to insure the chances of their win.
 To help maximize Women membership of the party through periodic membership
drives
 To seek the recognized female members of the society at all levels, from different
professions to join the party and become source of inspiration
 To seek young leaders and inspire them to become productive members
 To offer internships to political science, international relations, journalism students
and other interested
 To train the female members through different sources to become breeding
ground for parties core activities
 To train and prepare written materials to provide support functions to party for
particular activities like intra party, LB and national elections
 To high light the Issues relating to Women in the society
 To provide the platform/s to research and debate the issues and thrash out the
solutions
 To communicate their findings to the elected members in different houses in
particular and Core function bodies in general
 To indulge and perform activities from time to time to enhance party image
nationally and globally
 To communicate and stay in touch with different local, national and global level
women organizations and arrange joint activities
 Contribute to policy development, promote women’s interests in policy platforms
and advise party leadership on gender issues;
 Coordinate the activities of women members of the party;
 To Serve as an outreach and mobilization function, particularly reaching out to
women voters during an election and enlarging the party base;
 Provide support and training to newly elected parliamentarians and office holders;
 Contribute to transforming power relations within the party and sensitizing and
training party members about gender equality;
 To organize social and humanitarian activities/projects at grass root levels of
society that will support PTI`s ideology to help develop female part of the society
 To perform any and all activities, within the legal and constitutional frame work of
the party to enhance positive image of PTI and its members
 Recognize women/female Icons regardless race, creed, religion and political
affiliation
 Conduct qualitative/quantitative surveys on related issues on hand disseminate
the findings within and outside the party
 To conduct fundraising activities and seek sponsors so that IWF activities can be
self-supporting

III. Membership
1. Eligibility
The Membership of Insaaf Women Federation will be open to:
1.1. All Female citizens of Pakistan who are 18 years and above of age who fully
subscribe to the constitution and objectives of the party, at all times.
1.2. All Female citizens of Pakistan who are 18 years and above of age who fully
subscribe to the bylaws and objectives of IWF, at all times.
1.3. Female members who regularly pay monthly membership dues as prescribed by
CWC from time to time.
2. Membership Fee
Membership and monthly fee will be structured by CWC as follows:
2.1. Fee for office bearers at, central, Provincial, Divisional, District, Tehsil/Taluka
(city/urban).
2.2. Fee for professional members like, Doctors, Lawyers etc.
2.3. Fee for regular members
2.4. Fee for Nation Builders(females from 18-24 years)

3. Membership Fee default


3.1 Default in membership fee for 2 months will result in membership suspension.
3.2 One default non-payment of membership dues is allowed.
3.3 Membership will stand cancelled in case:

3.3.1 Member joins another organization within party


3.3.2 Joins another party without or after formal notice/resignation
3.3.3 Seniority of member who left the party for any reason shall start from
the date she rejoins

4. Types of Membership
The ‘IWF membership’ shall be divided into three categories;
4.1 Supporter Member paid one time membership and is PTI Voter, Financial
Supporter of the party.

4.2 Full Member anybody who has paid a monthly fee, as set by the CWC from time
to time, for a duration of not less than six months before the announcement of
intra-party election schedule; provided that the default period on membership
fees during these six months has not exceeded two months and dues were not
deposited as lump sum after announcement of election date.

4.3 ‘Star Member, any member who has taken IWF or party educational, training
courses, authorized training workshops, or attended seminars specified for

leadership development/awareness, grooming of political workers, electoral


process, social, political, economic issues or any other that will benefit IWF and
party. Member who communicated with the party through electronic surveys and
messages. Party Management Cell at the recommendations of relevant IWF
office shall determine the number of stars (from 0-10) thus attained, from time to
time as determined by the member’s level of activity, and communicate the
same to FedEC which shall update membership register accordingly.

5. Membership Requirement
5.1 All members shall be required to take an oath as specified ‘Oath’ hereunder:

Allah and solemnly affirm that I will bear true faith and allegiance to the
bylaws of IWF, constitution of Pakistan Tehreek-e-Insaaf and to the
objectives given therein. I will uphold both in true letter and spirit.
Henceforth, I cease to have association with any other political party.

5.2 All members shall abide by the by laws of IWF and party constitution

6. Bar on Membership
6.1 Member of mother body or any other auxiliary organization of PTI
6.2 Member of another political Party home and abroad who has not renounced
its membership formally.

IV. Funds
1. All funds shall be collected according to constitution
2. Collection from monthly membership dues of IWF members
3. Monthly dues from IWF office holders
4. Funds collected from Supporters Of Women empowerment cause(barring not
permitted by constitution)

6. After acquiring permission of CFB IWF shall open and operate its own account,
as per requirements of CFB.

V. Elections
1. Eligibility to Vote

1.1 All Female members regular in paying membership dues using IWF
membership number of IWF (develop unique ID series in Consultation
FedEC).

1.2 All members current with zero default of membership dues 6 months prior to
the announcement of IWF intra party elections.
1.3 All female members of IWF with minimum 6 months active membership.

2. Eligibility to contest the election


2.1 Women who prescribe to monthly membership fee of IWF
2.2 All female members current with membership dues set by CWC of IWF.
2.3 Baring members who paid dues Lump Sum immediately or 6 months before
election date
2.4 All female members with 2 year minimum active membership of IWF.

3. Election of office bearers And Procedure

The elections shall be held for all following offices:


3.1 Centre President, Senior Vice President, Vice President, General Secretary,
Additional General Secretary, Deputy General Secretaries and Joint
Secretaries
3.2 All other tiers: President, Senior Vice President, Vice Presidents, General
Secretary, Additional General Secretary, Deputy General Secretaries and
Joint Secretaries
3.3 Elections shall be held by direct secret ballot of the eligible IWF members
cast to the ‘panel of candidates’.
3.4 Any losing panel shall get two seats in the relevant executive committee,
provided it had secured more than 35% of the total polled votes.
3.5 Any losing panel shall get one seat in the relevant executive committee,
provided it had secured more than 20% (and less than 35%) of the total
polled votes.
3.6 The method of removal of elected office bearer from the office is only through
SCAD as provided for in the relevant section of the constitution.

4. Vote of No Confidence

There is no provision for a Vote of No-Confidence at any level.


4.1 Any seats falling vacant in any of the working committees shall be nominated
by the relevant panel.
4.2 In case of party elections falling within one year before general elections of
the country, term of all working committees shall be extended by one year; in
case of AJK and GB elections, including term of quasi-provincial and all lower
tiers working committees shall be extended by one year.

VI. Non-constituency political cadre

1. Following office holders shall not be allowed to develop constituencies and


run for the elections during their tenure or in the elections immediately
following their tenure ( V.7). However, they along with all other party officials
working in party offices, shall be given weighted advantage to be selected as
candidates for the Senate of Pakistan, Governors, special assistants to the
PM/CM, advisor to PM/CM, heads of the government committees and
departments; as per rules.

2. Following elected or reserve seat members of Parliaments and senate shall


not be eligible to hold following offices during interim setup either; due to their
24/7 hours nature of responsibility, work load and travelling requirement:

3. Sunset Clause
3.1 The bar on the above mentioned office holders, 1.3 and 1.4 only shall
remain suspended until the first internal party elections are held under
the constitution.

VII. Nationwide Organizational Structure of Insaaf Women Federation


Nationwide structure consisting of “Working Committees” Shall be formed to carry the
objectives of Insaaf Women Federation and shall consist of the following:

1. Insaaf Woman “Block code/s Working Committee” shall exist at block code/s
under union councils as determined by the revenue department comprising
an average of 300 households under the law. Further comprising
“Muhalah/Galee networking(Rabta team)” called Rabta coordinator for 40 or
more households or to be divided in clusters, based on ground reality and
ease of reach by the Coordinator
2. A Insaaf Women “Union/Ward/ primary Working Committee ” shall exist at
union council/Ward/primary level and shall consist of the area of same as
determined under each Provincial Local Government Law and area delimited
by ECP

3. A Insaaf Women “Tehsil/Taluka/Town Working Committee” shall be divided


into “Urban” and “Rural” wherever feasible and shall consist of Tehsil/
Taluka/Town in a district or a city as notified by the provincial Government.
4. A Insaaf Women “District Working Committee ” shall exist at district under the
law
5. A Insaaf Woman “Division Working Committee” shall exist at division under
the law
6. A Insaaf Women “Provincial Working Committee ” shall be formed for each
province
7. A “Insaaf Women working committee” shall be formed for the Islamabad
Capital Territory
8. A “Insaaf Women working committee” shall be formed for Gilgit Baltistan
9. A “Insaaf Women Working Committee” shall be formed for Azad Jammu and
Kashmir
10. A “Insaaf Women Central working committee” shall be formed at National
Level For the entire Country
11. Same provincial structure shall exist if and when new provinces are created

VIII. Central Organizational Structure and Functions


Functionally CWC shall be the executive body to oversee and coordinate the activities
of all Working Committees of IWF nationwide. Insaaf Women Federation at National
level shall consist of:

1. Central Core Committee(CCC)


2. Central Working Committee(CWC)
3. Central Parliamentary Advisory Committee(CPAC)
1. Composition of Central Core Committee (CCC)
The Central Core Committee shall be headed by the Central President IWF.

A. Following shall be the members:


1. SVP at Center
2. GS at Center
3. All Provincial Presidents of IWF
4. All Quasi Provincial Presidents of IWF
5. The President shall nominate 2 eminent permanent female members from
upper houses of parliament or ticket holders
6. In addition to the above, the President shall nominate 4 more permanent
members from among the Women leaders of the IWF/party who do not fall
in categories mentioned in 1.1, 1.2, 1.3, 1.4, 1.5

7. The President may nominate one of the members as Secretary of the


CCC.
8. The President may invite subject matter experts to assist the core
committee.

B. Functions of IWF CCC


Primary function of CCC shall be to:
1. Evaluate the objectivity of the goals set by the CWC for the year in view.
2. Shall also evaluate performance of different tiers.
3. Review Evaluation reports submitted by all tiers.
4. Prepare a report highlighting successes and shortcomings.
5. Suggest the corrective measures.
6. Provide quality consultation, analysis and recommendation to the
President on social, economic, safety, health and political issues related to
status of children and role of Women in party and society.

C. Responsibilities of Secretary CCC


1. The Secretary of CCC shall prepare convene and conduct meeting as
directed by the President
2. Shall compile the agenda items as directed by the President
3. Shall transmit minutes of the meetings to CWC as directed by the
President.
4. Shall submit findings and suggestions in form of report
5. With approval of President hall disseminate the findings to related tiers
and PMC as required
6. Any other duty attached by the president from time to time

2.1 Functions of Central Working Committee (CWC)


The primary function of the CWC is to empower women to play objective political
and socio economic role in the party and society, through dynamic leadership,
building vision and providing direction. Compiling information of issues that
influence woman and children; through research, seminars and discussions.
Compilation of research and papers into suggestions to guide and facilitate the
Party`s policy making cell and parliamentarians introducing bills
effecting/concerning the women and children. In its apex role CWC shall be
responsible to make or amend by laws of IWF.

2.2 Central Governing Council (CGC) of CWC


Following shall form the Governing Council:

2.3 Functions of Central Governing Council


2.3.1 Shall be responsible for the administrative functioning of the
IWF
2.3.2 Shall act as the implementation arm of the CWC
2.3.3 Shall invite any number of relevant CWC members to any meeting of the
Governing Council depending on the issue.
2.3.4 The Central Governing Council shall meet as frequently as
required
2.3.5 CGC may take up issues that come under the purview of CWC
including notifications on different offices.
2.3.6 General Secretary shall convene and conduct CWC meetings at an
interval not longer than 2 months, with the approval of the President
2.3.7 CWC may review decisions taken by the Central Governing
Council
2.3.8 Decisions made by CGC can only be reviewed by CWC
2.3.9 Minimum two third votes of CWC members present shall be required to
confirm or reject the decision of CGC
2.3.10 In absence of the President, Senior Vice President shall preside the
CWC meetings.
2.3.11 Agenda items for each meeting shall be set by the GS with the approval
of the President
2.3.12 Any member of CWC may request GS for an item to be placed on the
agenda.
2.3.13 GS shall circulate the agenda among the members of the PWC, not later
than three calendar days before the meeting
2.3.14 Agenda items may include but not limited to Specific Policy guidelines
for any or all tiers of organizations in administrative, Socio-Economic
and political issues related to women and children; Planning and
Discussing future and past activities held or proposed by different tiers.

3. Central Parliamentary Advisory Committee (CPAC)


Central Parliamentary committee`s primary Function shall be to advice and guide
CWC in its legislative capacity. Following shall be member of Central Parliamentary
Advisory Committee (CPAC). President with the consultation of heads of Policy
Research committees shall request and notify:

3.1 Up to 15 Parliamentarians from both National, Senate and standing


committee members, highlighting/working on the legislations related to
issues that affect Woman and Children in the society.

3.2 Vice Presidents, heads of the Core Objective policy research committees
3.3 Eminent subject matter experts, technocrats and academicians up to a
suitable number and availability
3.3 President may appoint one of the members as secretary CPAC.
3.4 President may invite any person, not listed above, to participate as an
observer or participant.
3.5 CPAC meeting shall be called every three months.
3.6 Meeting could be called at any time given an emergency with approval of
President
3.7 GS along with her team shall convene the session
3.8 Any member of CWC may request to attend the meeting

IX. Powers and Functions of CWC Office Bearers


1. The Central President
1.1 The President shall be responsible to make sure that IWF is implementing
the vision of Founding Chairman to lead Women of the party and society
for sustainable economic, political and social development.
1.2 Work on the policies and projects to ensure Children`s rights, safety,
health and welfare.
1.3 President shall become source of motivation and direction to leadership
and members at all tiers of IWF to achieve goals set by CWC. Should
make sure that sustained way forward is devised to achieve Core and
overall objectives set in the bylaws of IWF.
1.4 Shall supervise the function of core objective committees and their
outcome.
1.5 Shall make sure that harmony and comradery prevails at all levels
practicing justice and transparency.
1.6 Shall determine the position of the IWF on Issues related to Woman within
Party.
1.7 Shall ensure that the constitution is being followed at all tiers of IWF and
may instruct concerned level office holder to take corrective actions.
1.8 Shall direct and oversee that appropriate steps are taken at all tiers to rally
behind party on all political issues, election campaign, membership
campaigns or any other political campaigns.
1.9 Shall be the Chief spokesperson of the IWF and may nominate topical
issues spokesperson(s) in the media.

1.10 May call an emergent session of Central Core Committee, CWC or


Parliamentary Advisory Committee whenever she deems it necessary, on
any specific issue.
1.11 Shall exercise all other such powers that are entrusted with her in other
articles of the bylaws.
1.12 Shall be authorized to form a trouble shooting team for conflict resolution
at any level of IWF
1.13 When sufficiently convinced that any office holder at any tier has violated
the bylaws/Constitution, may direct General Secretary to take appropriate
action according to the constitution and refer the case to the SCAD.
1.14 May direct General Secretary to appoint salaried staff to manage
member’s data base, Media help and provide resources for the same.
1.15 President shall travel to provinces and quasi provinces from time to time to
maintain direct contact with woman members and oversee the working at
different levels.
1.16 President in consultation with GS may request notification of members at
provincial, Division or district level to assist Deputy General Secretary to
perform her oversight and monitoring duties effectively.
1.17 President shall notify Administrative Secretaries in Consultation with CGC
1.18 President may notify technocrats and senior members to help in
administration
1.19 May assign additional duties to office holders as deem necessary.

Good will Liaison: To create environment of harmony and to achieve maximum result
with concerted planning and effort at the time of party`s call IWF at all tiers shall plan
the joint activities where ever possible with sectoral organizations and all levels, from
which party can benefit at the time of election, Membership campaigns the most.
IWF at all levels shall keep channel of communication open with sister organizations
with occasional exchange of ideas and discussions shall make sure to keep link with
following sister sectoral Organizations

2.1 Preside over meetings in absence of president

3. Vice President
3.1 Notified by the president, each vice president shall head core objective think
tank working committee. VP nominated as a head of the core objective think
tank committee shall be responsible to arrange and conduct group
discussions, Conferences, brain storm sessions, get in touch with the
organizations and parliamentarians working in the respective area Compile
concise reports based on the statistics, research, discussions, and viable
suggestions of the participants and submit the same to CWC. Who after
approval shall submit the same to concerned party cell, CEC and
government organ.
3.2 There shall be a vice president Management and liaison.
3.3 There shall be a vice president legal Affairs.
3.4 Shall perform and oversee the duties delegated to them at center and within
their respective province by the president.

4. The General Secretary (GS)

4.1 The General Secretary shall call scheduled meetings of Central Working
Committee (CWC) on behalf of the president as and when directed.
4.2 GS shall convene and conduct the meetings of CWC as mandated in the
bylaws.
4.3 Shall maintain record of minutes and disseminate the same to and as
required.
4.4 GS shall set the agenda and circulate the same, well before time, among
the participants of the meetings.
4.5 Will present evaluation reports of office holders at center and performance
of different committees on core objectives
4.6 Shall ensure the recording of the minutes of all Governing Council CWC,
meetings and consultations with the President.
4.7 GS shall issue Notifications as per the decisions of the Governing Council
and CWC approved and finalized by the President. GS shall be

responsible to communicate the same effectively to the intended subjects


in person, electronically and by website publishing
4.8 GS may, at the directions of President, write to any office holder at any tier
to inform and ensure the Implementation of the Constitutional, and bylaws
requirements,
4.9 GS shall maintain record of all office holders of IWF at all levels
4.10 Shall maintain list of all constituencies and names of all party ticket
holders thereof
4.11 Shall maintain list of all reserve seat parliamentarians
4.12 Shall keep updated list of ministers and ministries.
4.13 Shall keep an copy of latest/revised registered voters lists from all over
Pakistan
4.14 Shall keep record of all notifications by party Chairman and SG.
4.15 Any other responsibility to carry out smooth running of IWF assigned to
her by the president from time to time not listed above
4.16 GS shall be assisted by AGS one DGS and Joint GS
4.17 GS shall be expected to make effective use of her team by clearly
delegating, dividing the responsibilities to them and making sure that tasks
assigned are completed and submitted within time limits.
4.18 GS will issue notification to the same after consulting and approval of the
president.
4.19 Any other responsibility delegated by the president from time to time not
mentioned above

5. The Additional General Secretary


5.1 A Additional General Secretary (AGS) notified as such shall act as GS in
her absence in all the meetings in line with the policy and guidelines set by
the bylaws of the IWF. May perform specific functions of the GS in areas
agreed upon by the president through notification including taking full
charge in case of the suspension, incapacitation or leave for more than a
month of the GS.
5.2 AGS, one each, shall be notified to coordinate the functions of the Core
objective committees and their respective Think Tanks
5.3 A AGS shall be notified to head Training and printed material committee

6. The Deputy General Secretary (DGS)


6.1 President shall notify one Deputy General Secretary (DGS) each as a
team member, in consultation of core objective think tank VP to assist her
(preferably from same province).
6.2 DGS shall be notified in consultation with GS to assist her. GS shall notify
her with responsibilities.
6.3 DGS shall also perform as an arm of CWC, in her respective province, to
monitor any constitutional or by laws oversights (like functioning of
Provincial Working committee, provincial attendance and minutes register,
record management, Election Campaign and membership drive etc.) and
report to the President, CWC.
6.4 DGS along with the central joint secretaries shall be responsible to
effectively communicate and evaluate implementation of policy/decisions
in the province, taken at the center.
6.5 DGS team shall prepare reports for the CWC about the responsibilities
delegated to them.
6.6 DGS along with his team shall mobilize the party in the help of the Political
campaign in the province
6.7 DGS along with his team shall be responsible to distribute copies of the
IWF bylaws translated in Urdu or other native languages to all the primary
organizations in the province (when provided by the center.
6.8 DGS shall perform any reconciliation work as delegated by the President
CWC.

7. The Central Joint Secretaries


7.1 The Central Joint Secretaries (CJS) shall assist/perform their duties as per
their notifications.
7.2 In case of incapacitation or leave for more than a month of the relevant
DGS, one of the CJS as notified by the GS with the approval of President
shall take full charge.

8. Administrative Functions

A. Secretary Finance
Shall be appoint according to the rules in constitution and assume all the
responsibilities under the portfolio

B. Secretary Information
Central Secretary Information shall be appointed by the President in consultation
with the CGC. Central Secretary Information shall lead the team of the provincial
information secretaries who in turn will provide leadership to the information
secretaries in the lower tiers of the respective provinces.

1. Secretary Information shall keep in touch with party information cell and
provide most recent and comprehensive information to the president,
members of CGC and decimate the same to all Information Secretaries of
IWF.
2. Secretary Information at the levels of province and Division shall be
appointed by the Governing Councils of the relevant Working committee in
consultation with the central secretary information
3. The secretaries at the centre and provinces may appoint any number of
deputy secretaries as per guidelines set by CWC
4. Secretary Information at TTT, GRL organizations shall be Appointed by
the governing Councils of the relevant Working committee in consultation
with the divisional secretary information.
5. Central Information Secretary along with the relevant provincial
secretaries shall arrange training workshops for the information
secretaries of the tiers below province.
6. Policy of both, Central party and IWF, shall be effectively communicated
by the Central and Provincial teams, among all the tiers, to ensure
homogenous projection of the IWF and party`s image from top to the
bottom.
7. Secretary Information shall be the main spokesperson, of the relevant
working committee, to effectively present IWF and party narrative to the
media, and shall maintain appropriate contacts with the media persons
for the job.
8. Information Secretaries help maintain Twitter account of IWF
9. Central Secretary information shall oversee IWF and party’s narrative
being implemented by Social Media teams.

C. Secretary Media
Shall be appointed by the President in consultation with the CGC. Shall report to
Central Secretary Information.
Central Secretary Media shall lead the team of the provincial Media secretaries who
in turn will provide leadership to the Media secretaries in the lower tiers of the
respective provinces.

Central Media cell shall include print, electronic and social media Head shall be
appointed by President with consultation of CGC.
1. Secretary Media shall keep in touch with party media cell and provide
most recent and comprehensive information to the president, members of
CGC and decimate the same to all Media Secretaries of IWF.
2. Secretary Media at the levels of province and Division shall be appointed
by the Governing Councils of the relevant Working committee in
consultation with the central secretary information and Media.
3. The secretaries at the center and provinces may appoint any number of
deputy secretaries as per guidelines set by CWC
4. Secretary Media at TTT, GRL organizations shall be appointed by the
governing Councils of the relevant Working committee in consultation with
the divisional secretary information and Media.
5. Central Media Secretary along with the relevant provincial secretaries
shall arrange training workshops for the Media secretaries of the tiers
below province.
6. Secretaries media shall be responsible to maintain Facebook account of
IWF at relevant tiers
7. Shall coordinate with Social Media teams and party management cell for
the narrative dissemination.

9. Functions of Working Committees

1. Management and Liaison Committee (MLC)

1.1 Vice president notified by the president shall be the head of the
committee.
1.2 The Primary Function of the MLC is to hold Annual IWF National
Convention.
1.3 GS shall convene and conduct Annual National Convention in the last
weekend of every February.
1.4 The Chairman of the party shall preside over the opening session.
1.5 President in consultation with VP shall appoint a convening committee
comprising at least 10 members, not later than four months before the
convention, to make preparations for the Annual Convention.
1.6 In the opening session president shall present Annual Report to the
convention highlighting the achievements and shortcomings in relation
to the IWF`s objectives set out for the previous year followed by objective
debate on the report by the nominated delegate of each province.

1.7 Core objective Think Tank committees may present their evaluation
briefs on policy research recommendations.
1.8 The president may give brief on the goals and her vision for the year to
come.
1.8 The Annual Convention shall conclude with the Chairman’s address.

2. Membership and Record

2.1 Vice President notified by the president shall head the committee
2.2 Shall keep the IWF membership records updated all the time
2.3 Shall make sure that comprehensive records of membership are
dispatched from each province and Quasi Province and through format
devised and disseminated to all levels of IWF; on predetermined intervals.
2.3 VP and committee members shall perform comprehensive check of
accuracy and complete information after receiving record.
2.4 Take appropriate action in case of non-availability or delay of records from
any responsibility center.
2.5 Make sure updated membership records are dispatched to PMC/FedEC
as required the party and proper receiving is secured.
2.6 All records; entrusted to her and others at different organizational levels,
will be the property of IWF so shall they be the custodian and deposited
with. It will be mandatory for all office holders at all levels to follow the
guidelines ensuring safety of same because of their personal nature.
2.7 All members entrusted with such records shall make sure to release them
to the president of the tier/subsequent office holder and secure receiving
for the same.

3. Training and Printed Material

3.1 Head of the committee notified by the president shall be responsible to


contact Different organizations who train political workers and arrange
training and educative sessions for the members.
3.2 Preferably such sessions shall be arrange in each province. Awareness
and training sessions should cover and stress, but not limited to, the role
of woman in emerging economies and societies, how to plan and execute
winning election campaign

3.3 Shall be responsible to train the trainer for election day including to
conduct polling agents training
3.4 Shall arrange any other training sessions or material she will deem to
benefit IWF members and party.
3.5 Shall be responsible to create and arrange any printed material required.
3.6 Shall liaison with provinces and QP

4. Legal Affairs

Notified by the president shall render legal advice when consulted by CWC,
CGC, CCC or CPAC

X. Provincial and Quasi Provincial Organizational Structure and Functions


Each province and quasi province shall have its Organizational structure. Functionally
PWC shall be the administrative arm of Central Working Committee to oversee and
coordinate the activities of all Working Committees of Insaaf Women Federation
throughout the Province and shall consist of:
1. Provincial Core Committee(PCC)
2. Provincial Working Committee(PWC)
3. Provincial Parliamentary Advisory Committee(PPAC)

1. Composition of Provincial, Quasi Provincial Core Committee (PCC)


The Provincial Core Committee shall be headed by the Provincial President IWF.
Following shall be the members:
1.1 SVP at Province
1.2 President from all Divisions of the Quasi/Province
1.3 The President shall nominate 2 permanent female members from amongst
Provincial Parliamentary party members, or Ticket holders.
1.4 In addition to the above, the President shall nominate 4 more permanent

A. Functions of IWF PCC


Primary function of PCC shall be:
1. To make sure goals set by the CWC for the province are effectively
divided, communicated and are met by responsibility centers at different
tiers.

2.1 Functions of Provincial Working Committee (PWC)


The primary function of the PWC is:
2.1.1 To follow and ensure the implementation of IWF by laws, policy and
procedures at provincial and lower tiers.
2.1.2 To provide direction and leadership to all provincial organizational levels
in all Matters.
2.1.3 To make sure that all levels are compliant to the constitution 2019 to
keep liaison with different organizations active in woman empowerment
and issues concerning Woman and children in the society.
2.1.4 To hold group discussions, seminars, brain storm, training sessions and
expose members to them for their Political and social benefit.

2.1.5 Point out province, District, city specific issues and suggest short and
long term actions that should eliminate or rectify the problem.
2.1.6 To stay vigilant on bills, Laws before they are tabled at Provincial
Assembly or other institutions; and try to offer constructive input
benefiting women and children and largely society. Communicating the
same to CWC as soon as possible.
2.1.7 Represent cause of women and children effectively on all forums
including Mother body at provincial and lower level.
2.1.8 Maintain membership record pertaining to the province updated.
2.1.9 Evaluate performance of lower tiers.
2.1.10 Forward all financial, minutes, paper work and other record on
predetermined intervals.
2.1.11 Attend all the meetings of PEC when called. Transmit the minutes to the
GS at center

Governing Council depending on the issue.
2.3.4 General Secretary shall convene and conduct PWC meetings at an
interval, not coinciding with CWC, not longer than 3 months, with the
approval of the President
2.3.5 PGC may take the decisions necessary to manage and run affairs of
province.
2.3.6 Decisions taken by the Governing Council shall be ratified by PWC.
2.3.7 Minimum two third vote of the members shall be required to confirm the
decision of CGC.

2.3.8 In absence of the President, Senior Vice President shall preside the
PWC meetings.

than three calendar days before the meeting

implementation to the higher tiers.
8. Shall help plan and promote activities to carry out IWF and party
objectives at lower tiers.
9. Shall establish and maintain productive liaison with party`s
divisional organization and tender full support to plan programs
and different activities that will benefit and promote IWF, party,
Woman and children.
10. Shall arrange corner meetings of Fe/male MNAs and MPAs with
the constituency voters.
11. Shall preplan activities involving Lower tiers as far possible make
a calendar and communicate the same to PWC.
12. Shall arrange workshops for political and social grooming of the
workers.
13. Shall spread awareness among office holders and workers of
constitution and IWF by Laws electronically, through printed
material and workshops.
14. Shall be distribution and collection hub for Membership data and
notifications by Party/IWF.
15. Divisional Secretary information shall disseminate CWC of IWF
and party message to lower tiers using all means including but not
limited to; personally through social, electronic media; and
electronically report to Party Management Cell, the PCWC and
CWC information and media cell of all activities.
16. Shall devise effective strategy according to the dynamics of the
area to increase IWF membership especially in areas with low
outcome (use Voters list reference and receive periodic reports
from lower tiers on pre designed format by member ship record
working committee at center on areas of low membership and
strategies to improve membership by motivational meetings, local
social contacts, inclusivity of demographic realities

17. Head of each portfolio, if needed, could notify members of


relevant committee after discussing and justify with president.
18. Div.WC Shall work in close liaison with Div.EC to strategize
Election Campaigns, for its maximum positive input and role, at

leaders/ministers to the districts and facilitating their contacts with
the workers.
20. GS shall convene and conduct at least monthly meetings, with the
approval of the Divisional president; and shall compile agenda for

Education, Police and Revenue department; who shall not only facilitate
ordinary people but monitor, analyses, prepare reports about strengths
and shortcomings of each department; send the same to the party
management cell for onward distribution and building factual picture on
governance.
3.6 DWC shall identify areas in the district with low membership and
strategies to approach local population by being sensitive to the
demographics of the area; and arranging organizing individual visits and
corner meetings.
3.7 District Secretary Education and Training shall help divisional
counterparts in organizing training workshops, workers conventions and
supply party literature to the lower organizations.
3.8 District Secretary information shall make effective use of Social Media

3.1 The governing body shall meet as frequently as required; shall be

the pillar of higher levels of IWF.
3.2 May invite any number of TWC members to any meeting of the
Governing Council for relevant issues.
3.3 General Secretary shall convene and conduct TWC meetings at an
interval not longer than one month (30 calendar days), with the approval
of the President.
3.4 Sustainable growth committees (SGC) shall collect the data on special
need and under privileged individuals, may contact the
semi/government./philanthropist institutions to help.
3.5 To support the vision of party`s founding father SGC also point out the
potential of a community for cottage industry, home business and how
locals could be trained to bring them on positive side of poverty line and
eventual elimination.
3.6 Committees on sustainable growth shall evaluate & monitor civic
amenities that directly or indirectly effect children and women how the
such as, solid waste disposal, sewage, drinking water supply, street
lights, roads, parks, sports facilities, encroachments, cattle markets, fruit
and vegetable markets, primary education have been approached by
the Local Governments; prepare reports with solutions to the local
municipal services;
3.7 Committees shall also take initiative on their own to create awareness
and opportunities for the local people to create small self-sustained
groups to help their communities on self-help basis.
3.8 Shall organize awareness Walks, corner meetings, school visits,
workshops on issues related to Woman women and children.
3.9 Shall complete organization at lower tiers.
3.10 TWC shall guide, supervise and evaluate the work of the lower tier
Working and Rabta (Muhalah/Galee networking teams) committees.
3.11 Working and sustainable growth committees shall prepare and present
reports every 2 months to TWC, who shall arrange meetings and
presentation of reports to the concerned authority.

3.12 Same reports with the activity generated shall be forwarded to relevant
committee at Dist. Div. Province and Center electronically within 3 days
of generation.
3.13 TWC shall hold walks, seminars and workshops to create awareness
about issues related to women and children and their role in the society.
3.14 Tehsil GS shall convene and conduct TWC meetings with the approval
of the Tehsil President; at intervals not longer than one month; and send
reports to the party management cell.
3.15 All decisions taken by the Governing Council shall be approved by first
meeting of TWC by 2/3rd present majority otherwise decision/s and
subsequent action/s shall be declared null and void.
3.16 President may notify members of committees with consultation of

3.17 IWF TWC members shall cooperate to establish a party office on self-
help basis;
3.18 Keep an update membership register at the office and divide and allot
fair amount of time to welcome and the women workers and ordinary
people to help resolve their issues/ problems.

plan, coordinate, and facilitate its functions at lower tier of organization.

4. Shall identify block codes with nil or very low membership; identify reason,
plan accordingly and run membership campaigns in identified target areas
by home visits, social contacts, distributing IWF and party literature and
corner meetings.
5. Secretary membership shall maintain an ECP voters list; and an updated
membership register.
6. Secretary membership shall update voters lists showing dead and
overseas people.
7. Shall identify bogus votes registered.
8. Shall help new people in the area to transfer vote.
9. Help procure CNIC; furthermore convey all this information to the Tehsil
Secretary Membership
10. Shall clearly identify and familiarize with polling stations for general and
LG elections.

11. Shall have a polling day management plan; help train female polling
agents in sufficient numbers; form polling camp team; and teams to
mobilize voters.

basis; may it be a Baithak or a shop; signpost the office prominently with a
party flag atop; and apportion sufficient time for public complaints and
service delivery issues.
14. Shall oversee the work of the Insaaf Block Code and Rabta Organization;
and take corrective decisions, if required.

XV. Lower Grass Root Organization (Block Code)


1. There shall be IWF LGRO Councils comprising all registered Women
members within Block Code
2. Office holders shall be appointed by consensus from amongst these
registered members by the Governing Council of the GRL Organisation.

XVII. Reserved Seat for Women


Relevant Article XIII clause No.1.4,1.6, 1.7 and 1.9 of the constitution states the Policy
on reserved seats for women. Insaaf Women Federation shall adopt the following
procedure including party guideline; to make a priority list of all seats on Central and
Provincial Levels. Central President shall notify the time period that relevant
committees has to finalize the lists.

XVIII. Discipline

IWF members shall be required to observe hierarchy of command and procedure


given in Constitution in all issues and not to cross organizational lines to address
grievance or disputes. In such a case Dispute resolution committee of relevant
level shall adopt following conflict management procedure:

A. Set meeting time with the breaching member.


B. Explain to her the procedure set in the constitution and bylaws
C. Issue a written warning with details of the meeting
D. have the member sign a copy of receipt
E. In case member not adhering to the rules shall be given suspension According to
the criteria set in the constitution

Discipline read as per Article XII of the constitution:

1. A clear distinction needs to be made between Interpersonal Conflict and


Disciplinary Violation; all complaints falling under Interpersonal Conflict category
shall be referred to the mediator as specified in the clause on Alternate Dispute
Resolution System.

2. An act/dispute affecting party policy, image, working and political activity shall be
dealt with as Disciplinary Violation.

3. Any dissenting opinion on a particular policy/political issue presented as personal


view presented on a public forum, shall not be taken as Disciplinary Violation;
provided dissenting personal view is presented with deference to the party policy;
and provided it does not incriminate any party office holder on any public
platform.
4. Any interpersonal dispute that spills over in the public domain and harms party
image, working and political activity shall be taken as Disciplinary Violation; and
may involve disciplining all parties.

5. Disciplinary Violations shall fall under three categories carrying different penalties
as hereunder;

5.1 Mild Disciplinary Violation:


Three month suspension of the office holders; Three month membership
suspension of the members

5.2 Moderate Disciplinary Violation:


Removal from the office for one term for the office holders; One year
membership suspension of the members
5.3 Severe Disciplinary Violation:
Expulsion from the Basic Party Membership
5.4 However, if SCAD determines that the violation is of less than mild nature,
it shall give one time warning to the offender (SCAD, Article XII.1)
5.6 For table of penalties refer to Article XII, 2 of the constitution

XIX. Alternate Dispute Resolution System

Insaaf Women Federation shall Follow the provisions for alternate dispute resolution as
established in Article XII.3 of the the constitution as under (copied in Word and letter):
1. Following interpersonal disputes shall be dealt by this system;
1.1 Verbal Abuse/casting aspersion/rude behavior
1.2 Threat/intimidation/physical violence
1.3 Interpersonal monetary transaction
1.4 The complaint against the accused shall be lodged to the Mediator
appropriate for the tier of the accused (as per the Mediator table given
below.
1.5 On receipt of the complaint the Mediator may suspend the accused
official, if sufficiently convinced of the gravity of the matter, before initiating
proceedings. If the matter stays unresolved for more than one month, the
suspension shall stand nullified.
1.6 The Mediator shall initiate the process within one week and shall ask one
party to give names of up to five persons as arbitrators; shall ask the other
party to choose either one or three names as arbitrators; further names
shall be sought one more time to reach at an agreement on arbitrators; in
case of failure to reach at an agreement on arbitrators, the Mediator shall
appoint arbitrators.
1.7 The mediator shall maintain minutes of all the meetings and keep all
thedata generated during the process.
1.8 The chosen arbitrators (one or three) shall conclude the proceedings over
a period not exceeding one month.

1.9 The arbitrators shall first try for reconciliation between the parties; the
settlement might include apology, retraction of words/actions or payment
of the disputed money in case of a financial dispute.
1.10 On failure of the reconciliation attempts, arbitrators shall establish the
nature of the offence/bad behavior and penalize the guilty party as
hereunder.

1.10.1 Minor verbal abuse/ disrespect/ misbehavior – Warning


1.10.2 Casting Aspersions/Rude Behavior/threat/intimidation – Three
month suspension of office for office holders, three month
membership suspension for members
1.10.3 Extreme rude behavior/Physical violence – One year suspension
of Office for office holders and one year membership suspension
for members
1.10.4 In case of unresolved monetary dispute, the parties shall be
asked to seek relief in the relevant court of law.
1.10.5 Arbitrators shall write the judgment, recording incriminating
arguments and evidence; and shall deposit the same with the
Mediator; who, in turn, shall send it to the party management cell
for compliance.
1.10.6 Should arbitrators feel at any point in time that the interpersonal
dispute is spilling over in the public domain and harming the party
image; they shall refer the matter to the relevant SCAD.

XX. General Provisions

1. Shared Decision Making

a. Overall Policy, political and administrative decisions shall only be made by


Governing Council of IWF at Center.
b. All Administrative decisions relevant to day to day working of all tiers shall
be made by Governing Councils at relevant tier
c. Any decisions taken out of the ordinary circumstances at any tier
shall immediately be communicated to chain of command and GS at
center, along with attendance roll.
d. GS in consultation with president at center shall forward the same
to Party Management cell (PMC) along with the attendance roll, in paper
or electronically, not later than three days from the date of the meeting
e. All decisions shall be taken by the corresponding governing councils by a
majority of vote. All decision shall be presented on the next PWC meeting
by GS to be ratified.
f. Seventy-five percent (75%) for smaller bodies/committees
g. fifty percent (50%) for the larger committees of the total membership;
h. Agenda items shall be distributed by the General secretary16along with
invitation notice wherever possible.
i. Governing committee can take provisional decisions in policy matters
where there is enough room to believe that an working committee meeting
couldn’t be convened in time.
j. All provisional decisions shall be ratified by a majority of votes of the
working committee in a meeting convened at a time, not later than fifteen
calendar days of the provisional decision.in the absence of such
ratification such decision shall stand nullified, ab initio.
k. All governing council/working committee/other bodies decisions/
resolutions shall be forwarded to the Party Management Cell, along with
the attendance roll, in paper or electronically, not later than three days
from the date the meeting.


XXII. Amendment to the bylaws


1. An amendment to the bylaws can be moved by provincial Working Council/s by
two third majority vote to Central Working Committee.

2. An amendment can also be moved by one-third of the total membership of the


Central Working Committee.
3. The bylaws of IWF can only be amended by the Central Working Committee
provided that the proposed amendment is approved by at least two-third of the
members present.
4. The amendment can be put for second vote if president refers it back
5. To the CWC for reconsideration; which may again be passed by two third of
the members present.
5. Provided that the proposed amendment shall be circulated amongst the
members of the Working Committee at least fourteen days prior to the meeting.
6. After every amendment the amended copy of the IWF bylaes shall be
deposited with the PTI FedEC.

XXIII. Sunset Clause


1. First and subsequent elections of IWF shall be held as per party policy. All
provisions of this sunset clause shall cease to have effect on the date of
announcement of election results by Federal Election Commission.
2. Chief organizer of PTI shall make First nominations of Central Governing
Committee of IWF.
3. The President nominated by Chief Organizer shall use all powers and
functions of the elected president given herein bylaws of IWF with the
approval of the Central Governing Committee shall be responsible for the
following functions:
3.1 Nominate Office holders to complete CWC at center as per bylaws
3.2 Nominate Provincial and Quasi Provincial Governing Committees
3.3 The Provincial Governing Committee shall nominate Divisional
Governing Committees and complete own PWC, as per guidelines set
by the
3.4 The Divisional Governing Committee shall nominate District Governing
Committees and complete own DivWC, as per guidelines set by the
CGC to be approved by the Provincial Governing Body.
3.5 The District Governing Committee shall nominate Tehsil Governing
Committee and complete own DWC, as per guidelines set by the
CGC, to be approved by the Divisional Governing Committee.
3.6 Nominations shall be made against all the designations in all working
committees and all nominations are liable to be ratified/previsioned by
the Presidents at Center and Province.

3.7 All office holders shall report to their respective tier president
for all matters.
3.8 The Tehsil Governing Committee shall nominate Ward/Union Council
Governing committee and complete own TWC, as per guidelines set
by the CGC, to be approved by the District Governing Committee
3.9 First evaluation of all nominated office holders shall be done after six
months; and non-performing office holders shall be liable to be
replaced; and quarterly evaluation, thereafter, shall be conducted
against measurable outcomes. On failing of such evaluation, all
nominated office holders shall be liable to be changed.
