Acknowledgement
All the praises be to Allah Almighty, by the Grace of Whom, the important task of
compilation of bylaws for auxiliary organization for Women, Pakistan Tehreek-e-Insaaf;
for the first time are formulated and also being fulfilled. A huge yet important task which
may guide women activist towards Justice and meritocracy.
At this point of fulfillment, we want to show our gratitude to all those who made this task
possible with their cooperation & guidance.
First and foremost we sincerely recognize founding father and Chairman PTI Mr. Imran
Khan for giving due importance to the women activists of PTI by strengthening Women
Wing.
Special thanks to Mr. Naeem-ul-Haq, for showing confidence in and encouragement to
PTI women to take up head-on; the daunting task of making by laws.
The kind concern and cooperation from Mr. Arshad Dad, Secretary General (SV
President Now) Pakistan Tehreek-e Insaaf was a waft of fresh breeze
Dedication of Chief Organizer, Saifullah Khan Nyazee proved to be propelling force
during the discussion & compilation process. He not only gave his precious opinion but
also provided his office for our crowded meetings and enthusiastic discussions.
The sincere guidance and technical knowhow of Dr. Abol Hasan Khan Ansari has
helped us a lot. As an important member of Constitution formulating committee, he
briefed us at every step of the way in order to make bylaws more sound.
The senior Women wing member, Advocate Shamsa Ali, who was member of first
constitution of PTI 2012, proved to be inspirational.
Experience, insight and input from Saadia Sohail Rana (ex-GS WW Punjab),Nazia
Rubani( ex-President WW Sindh),Nasreen Tariq(ex-SVP WW Central ) paved the way
for all inclusive structure and policies, Sincere gratitude to them.
Our special and heartfelt gratitude is for Late Syeda Saloni Bukhari, the founding
member of Women wing Pakistan Tehreek-e-Insaaf,, who manifested unconditional
belief in Imran Khan`s ideology in her leadership; without whom, PTI women could not
be this strong and effective. She provided the basic guidelines to women in politics
exhibiting how women can survive with decency, strength and grace. Her conduct
showcased the selflessness and sincerity of a leader to the workers and left us all with
valuable lesson to follow. We pray for a high place in Jannah for her (Ameen).
Special applause for all those women who travelled from four and far corners of
Pakistan to be part of exercise that shall determine their future participation and place in

Executive Summary
The basis for women’s political participation has been a state commitment at the
international level through CEDAW1, National Plan of Action and National Policy for
Development and Empowerment of Women2. Adopted by the United Nations General
Assembly on December 18, 1979, the Convention on the Elimination of All Forms of
Discrimination against Women (CEDAW) is an international human rights treaty that
focuses on women's rights and women's issues worldwide. (It is also referred to as the
Treaty for the Rights of Women and the International Bill of Rights for Women.)
Developed by the UN Commission on the Status of Women, the Convention addresses
the advancement of women, describes the meaning of equality and sets forth guidelines
on how to achieve it.
The Article 7 of treaty states that Parties shall take all appropriate measures to eliminate
discrimination against women in the political and public life of the country and in
particular shall ensure to women, on equal terms with men.
The Rights:
A. to vote in all elections and public referenda and to be eligible for election to all
publicly elected bodies;
B. To participate in the formulation of government policy and the implementation
thereof and to hold public office and perform all public functions at all levels of
government;
C. To participate in non-governmental organizations and associations concerned
with the public and political life of the country.
Just like nobody can deny or argue the role of Women in creation of Pakistan, The role
of women in making of PTI is undeniable also. Women’s participation in the promotion
of equitable Social development generates Benefits not only for women and their
communities but also societies as a whole.
Objectives and Structure of women Organization are proposed keeping in mind that
duplication and stepping on the toes at different levels can be avoided within the party:

Insaaf Women Federation shall use diverse strategies to recognize and promote
Women participation in economic, social and political activities.
Preamble
Since every political party’s gender sensitive organization is called “Women Wing”
shows their insensitivity towards such an important element of the society. The word
‘wing” reduces intelligible majority into mentionable minority.
Therefore; It is proposed unanimously by the delegates from all over Pakistan
participating in making By Laws of Auxiliary organization of women of PTI that it will
only be fair that more than 50% segment of population is given a unique identity.
Hence; A petition is made to the founding Father and Chairman of PTI to approve
“Insaaf Women Federation” be the new name of dynamic, dedicated, loyal, inseparable
part of the party to be called “Insaaf Women Federation” ( IWF in short).
Whereas “Insaaf Women Federation” not only reflects the sincere intention of PTI to
work for elimination of discrimination against women through giving them a unique
identity it also communicate the intention to empower them to bring forth positive
change in their lives and as a result in the society.

I. Name
The name of this auxiliary organization of Pakistan Tehreek-e-Insaaf shall be “Insaaf
Women Federation.” Insaaf Women Federation shall function as an auxiliary body of
Pakistan Tehreek-e-Insaaf and shall be Independent3 in nature. Women Congress shall
have the power to promulgate by laws for the smooth working of the body; on as and
when needed base,
1. provided that those by laws are not contradictory to the constitution of Pakistan
2. provided that those by laws are not contradictory to the PTI`s ideology and
constitution4
1. Woman Empowerment:
To work for establishing mechanisms for women's equal participation and
equitable representation at all levels of the political process and public life in
each community and society and enabling women to articulate their concerns
and needs. IWF shall adopt multifaceted approach to empower women. It will
lobby to promote culture of equal wages for same work in safe and secure
workplaces, for the laws that eliminate gender discrimination in job recruitment in
all sectors. Making sure that women are given fair representation through their
true representatives at every forum, committees and in all boards making over all
decisions and decisions related to woman within Party; and lobby for the
implementation of gender equality policies. Strive for enhancement in women
candidature percentage in general, LB elections to ensure financial and human
resources from the party for deserving candidates.
2. Poverty Elimination
Insaaf Women Federation strongly believe that governments should take every
possible step to give paramount importance to the elimination of poverty,
remove all gender gaps and inequalities pertaining to women’s livelihoods and
participation in the labour market. Through the creation of employment with
secure incomes, which has been shown to advance women’s empowerment.
Passing of new legislation and implementation of existing, developing cottage
industry, training women to manage home businesses, markets, finances,

educating them to know economic activity in and around their areas and how to
take advantage of it.
3. Social Issues
One of the main objective of IWF is to create awareness by highlight gender
issues, Especially those that create obstacles for women to explore their full
potential and be a partner in country`s development into policies and
development programs.
Eliminating all forms of violence against women, in the domestic as well as in the
public sphere, through awareness of responsibility at all level, including
implementation of existing laws and making of new shall be another daunting
goal that IWF shall take up at different forums.
Domestic violence is fairly widespread across all classes. It ranges from slapping,
hitting, and kicking, to murder. Since the society, police and law enforcing
agencies view domestic violence as a private matter, it goes unnoticed until it
takes extreme forms of murder or attempted murder. Lack of work place child
care facilities either force women to quit job market or take long break effecting
her seniority and skills.
5. Education
According to article thirty-seven of the Constitution of Pakistan, Education is the
fundamental right of every female citizen. Approximately twice as many males as
females receive secondary education in Pakistan. Pakistan’s overall literacy rate
remains static at 58 percent with literacy rate of males 70 percent and 48 percent
of females, Education is one of the most important means of empowering
women. It`s the knowledge, that help develop skills and self-confidence
necessary to participate fully in the socioeconomic development of a country.

6. Health
Because of overall change in the dynamics of societies nowadays, every society
has to face and solve diverse social problems, such as alcoholism, drug
addiction, degenerative chronic and life threatening illnesses, stunted growth and
environmental pollution. We recognize that human population health is not just
an input to socioeconomic development, but is an essential outcome, and, over
time, a marker of sustainability. This can be managed in different ways. One
approach to address these issues is social marketing, which is designed to
promote modifications of behavior that benefit the society; second, with the
ultimate purpose of improving the social conditions that support quality of life
make it necessary to implement social programs that benefit different sectors of
the population in order to generate social welfare and public values. These social
programs are intended to solve problems in different areas such as health,
security and environment. IWF playing its part shall brain storm and device and
recommend the ways to the authorities for easy no nonsense approach.
Today tourism is multibillion dollar industry with least investment in the main
attraction i.e. historical places and nature, earning much needed funds for states.
Tourism is as much affected by Environmental change as humans. It’s time that
governments and societies understand that they are mutually vulnerable and
dependent. Insaaf Women Federation through seminars, expert penal
discussions, shall pave the path in its own capacity to help legislature, institutes
and suggest through reports multitier approach to effectively deal with resultant
issues within its resources.

III. Membership
1. Eligibility
The Membership of Insaaf Women Federation will be open to:
1.1. All Female citizens of Pakistan who are 18 years and above of age who fully
subscribe to the constitution and objectives of the party, at all times.
1.2. All Female citizens of Pakistan who are 18 years and above of age who fully
subscribe to the bylaws and objectives of IWF, at all times.
1.3. Female members who regularly pay monthly membership dues as prescribed by
CWC from time to time.
2. Membership Fee
Membership and monthly fee will be structured by CWC as follows:
2.1. Fee for office bearers at, central, Provincial, Divisional, District, Tehsil/Taluka
(city/urban).
2.2. Fee for professional members like, Doctors, Lawyers etc.
2.3. Fee for regular members
2.4. Fee for Nation Builders(females from 18-24 years)
4. Types of Membership
The ‘IWF membership’ shall be divided into three categories;
4.1 Supporter Member paid one time membership and is PTI Voter, Financial
Supporter of the party.
4.2 Full Member anybody who has paid a monthly fee, as set by the CWC from time
to time, for a duration of not less than six months before the announcement of
intra-party election schedule; provided that the default period on membership
fees during these six months has not exceeded two months and dues were not
deposited as lump sum after announcement of election date.
4.3 ‘Star Member, any member who has taken IWF or party educational, training
courses, authorized training workshops, or attended seminars specified for

5. Membership Requirement
5.1 All members shall be required to take an oath as specified ‘Oath’ hereunder:

6. Bar on Membership
6.1 Member of mother body or any other auxiliary organization of PTI
6.2 Member of another political Party home and abroad who has not renounced
its membership formally.
IV. Funds
1. All funds shall be collected according to constitution
2. Collection from monthly membership dues of IWF members
3. Monthly dues from IWF office holders
4. Funds collected from Supporters Of Women empowerment cause(barring not
permitted by constitution)
5. Funds collected from party
6. After acquiring permission of CFB IWF shall open and operate its own account,
as per requirements of CFB.
V. Elections
1. Eligibility to Vote
1.1 All Female members regular in paying membership dues using IWF
membership number of IWF (develop unique ID series in Consultation
FedEC).

1.2 All members current with zero default of membership dues 6 months prior to
the announcement of IWF intra party elections.
1.3 All female members of IWF with minimum 6 months active membership.
4. Vote of No Confidence

3. Sunset Clause
3.1 The bar on the above mentioned office holders, 1.3 and 1.4 only shall
remain suspended until the first internal party elections are held under
the constitution.
1. Insaaf Woman “Block code/s Working Committee” shall exist at block code/s
under union councils as determined by the revenue department comprising
an average of 300 households under the law. Further comprising
“Muhalah/Galee networking(Rabta team)” called Rabta coordinator for 40 or
more households or to be divided in clusters, based on ground reality and
ease of reach by the Coordinator
2. A Insaaf Women “Union/Ward/ primary Working Committee ” shall exist at
union council/Ward/primary level and shall consist of the area of same as
determined under each Provincial Local Government Law and area delimited
by ECP

3.2 Vice Presidents, heads of the Core Objective policy research committees
3.3 Eminent subject matter experts, technocrats and academicians up to a
suitable number and availability
3.3 President may appoint one of the members as secretary CPAC.
3.4 President may invite any person, not listed above, to participate as an
observer or participant.
3.5 CPAC meeting shall be called every three months.
3.6 Meeting could be called at any time given an emergency with approval of
President
3.7 GS along with her team shall convene the session
3.8 Any member of CWC may request to attend the meeting

Good will Liaison: To create environment of harmony and to achieve maximum result
with concerted planning and effort at the time of party`s call IWF at all tiers shall plan
the joint activities where ever possible with sectoral organizations and all levels, from
which party can benefit at the time of election, Membership campaigns the most.
IWF at all levels shall keep channel of communication open with sister organizations
with occasional exchange of ideas and discussions shall make sure to keep link with
following sister sectoral Organizations

3. Vice President
3.1 Notified by the president, each vice president shall head core objective think
tank working committee. VP nominated as a head of the core objective think
tank committee shall be responsible to arrange and conduct group
discussions, Conferences, brain storm sessions, get in touch with the
organizations and parliamentarians working in the respective area Compile
concise reports based on the statistics, research, discussions, and viable
suggestions of the participants and submit the same to CWC. Who after
approval shall submit the same to concerned party cell, CEC and
government organ.
3.2 There shall be a vice president Management and liaison.
3.3 There shall be a vice president legal Affairs.
3.4 Shall perform and oversee the duties delegated to them at center and within
their respective province by the president.
4.1 The General Secretary shall call scheduled meetings of Central Working
Committee (CWC) on behalf of the president as and when directed.
4.2 GS shall convene and conduct the meetings of CWC as mandated in the
bylaws.
4.3 Shall maintain record of minutes and disseminate the same to and as
required.
4.4 GS shall set the agenda and circulate the same, well before time, among
the participants of the meetings.
4.5 Will present evaluation reports of office holders at center and performance
of different committees on core objectives
4.6 Shall ensure the recording of the minutes of all Governing Council CWC,
meetings and consultations with the President.
4.7 GS shall issue Notifications as per the decisions of the Governing Council
and CWC approved and finalized by the President. GS shall be

8. Administrative Functions
A. Secretary Finance
Shall be appoint according to the rules in constitution and assume all the
responsibilities under the portfolio

B. Secretary Information
Central Secretary Information shall be appointed by the President in consultation
with the CGC. Central Secretary Information shall lead the team of the provincial
information secretaries who in turn will provide leadership to the information
secretaries in the lower tiers of the respective provinces.
1. Secretary Information shall keep in touch with party information cell and
provide most recent and comprehensive information to the president,
members of CGC and decimate the same to all Information Secretaries of
IWF.
2. Secretary Information at the levels of province and Division shall be
appointed by the Governing Councils of the relevant Working committee in
consultation with the central secretary information
3. The secretaries at the centre and provinces may appoint any number of
deputy secretaries as per guidelines set by CWC
4. Secretary Information at TTT, GRL organizations shall be Appointed by
the governing Councils of the relevant Working committee in consultation
with the divisional secretary information.
5. Central Information Secretary along with the relevant provincial
secretaries shall arrange training workshops for the information
secretaries of the tiers below province.
6. Policy of both, Central party and IWF, shall be effectively communicated
by the Central and Provincial teams, among all the tiers, to ensure
homogenous projection of the IWF and party`s image from top to the
bottom.
7. Secretary Information shall be the main spokesperson, of the relevant
working committee, to effectively present IWF and party narrative to the
media, and shall maintain appropriate contacts with the media persons
for the job.
8. Information Secretaries help maintain Twitter account of IWF
9. Central Secretary information shall oversee IWF and party’s narrative
being implemented by Social Media teams.
C. Secretary Media
Shall be appointed by the President in consultation with the CGC. Shall report to
Central Secretary Information.
Central Secretary Media shall lead the team of the provincial Media secretaries who
in turn will provide leadership to the Media secretaries in the lower tiers of the
respective provinces.

Central Media cell shall include print, electronic and social media Head shall be
appointed by President with consultation of CGC.
1. Secretary Media shall keep in touch with party media cell and provide
most recent and comprehensive information to the president, members of
CGC and decimate the same to all Media Secretaries of IWF.
2. Secretary Media at the levels of province and Division shall be appointed
by the Governing Councils of the relevant Working committee in
consultation with the central secretary information and Media.
3. The secretaries at the center and provinces may appoint any number of
deputy secretaries as per guidelines set by CWC
4. Secretary Media at TTT, GRL organizations shall be appointed by the
governing Councils of the relevant Working committee in consultation with
the divisional secretary information and Media.
5. Central Media Secretary along with the relevant provincial secretaries
shall arrange training workshops for the Media secretaries of the tiers
below province.
6. Secretaries media shall be responsible to maintain Facebook account of
IWF at relevant tiers
7. Shall coordinate with Social Media teams and party management cell for
the narrative dissemination.
1.1 Vice president notified by the president shall be the head of the
committee.
1.2 The Primary Function of the MLC is to hold Annual IWF National
Convention.
1.3 GS shall convene and conduct Annual National Convention in the last
weekend of every February.
1.4 The Chairman of the party shall preside over the opening session.
1.5 President in consultation with VP shall appoint a convening committee
comprising at least 10 members, not later than four months before the
convention, to make preparations for the Annual Convention.
1.6 In the opening session president shall present Annual Report to the
convention highlighting the achievements and shortcomings in relation
to the IWF`s objectives set out for the previous year followed by objective
debate on the report by the nominated delegate of each province.

1.7 Core objective Think Tank committees may present their evaluation
briefs on policy research recommendations.
1.8 The president may give brief on the goals and her vision for the year to
come.
1.8 The Annual Convention shall conclude with the Chairman’s address.
2.1 Vice President notified by the president shall head the committee
2.2 Shall keep the IWF membership records updated all the time
2.3 Shall make sure that comprehensive records of membership are
dispatched from each province and Quasi Province and through format
devised and disseminated to all levels of IWF; on predetermined intervals.
2.3 VP and committee members shall perform comprehensive check of
accuracy and complete information after receiving record.
2.4 Take appropriate action in case of non-availability or delay of records from
any responsibility center.
2.5 Make sure updated membership records are dispatched to PMC/FedEC
as required the party and proper receiving is secured.
2.6 All records; entrusted to her and others at different organizational levels,
will be the property of IWF so shall they be the custodian and deposited
with. It will be mandatory for all office holders at all levels to follow the
guidelines ensuring safety of same because of their personal nature.
2.7 All members entrusted with such records shall make sure to release them
to the president of the tier/subsequent office holder and secure receiving
for the same.

3.3 Shall be responsible to train the trainer for election day including to
conduct polling agents training
3.4 Shall arrange any other training sessions or material she will deem to

2.1.5 Point out province, District, city specific issues and suggest short and
long term actions that should eliminate or rectify the problem.

2.3.8 In absence of the President, Senior Vice President shall preside the

A. Functions
3.1 The governing Council shall meet as frequently as required; shall be
responsible for the administrative functioning of the IWF and act as the
implementation arm of the DWC; shall invite any number of DWC
members to any meeting of the Governing Council for relevant issues.
3.2 General Secretary shall convene and conduct DWC meetings at an
interval not longer than 2 months, with the approval of the President.
3.3 Shall act as the main arm of the IWF to provide feedback in all areas of
administrative, implementation, organizational, outreach and to complete
organization at lower tiers.
3.4 DWC members shall establish a party office on self-help basis; apportion
a fair amount of time for the workers and ordinary people to help resolve
their issues/problems; and host elected assembly members as rostered
by the Divisional WC.
3.5 District Secretary Good Governance shall form action committees for
each government department with special emphasis on Health,
Education, Police and Revenue department; who shall not only facilitate
ordinary people but monitor, analyses, prepare reports about strengths
and shortcomings of each department; send the same to the party
management cell for onward distribution and building factual picture on
governance.
3.6 DWC shall identify areas in the district with low membership and
strategies to approach local population by being sensitive to the
demographics of the area; and arranging organizing individual visits and
corner meetings.
3.7 District Secretary Education and Training shall help divisional
counterparts in organizing training workshops, workers conventions and
supply party literature to the lower organizations.
3.8 District Secretary information shall make effective use of Social Media
3.9 Department covering all kind of political and educational activities.
3.10 District Secretary Sports and culture shall represent/participate/organize
in local cultural and sports events.
3.11 DWC shall keep an updated hard copy of the membership register; and
minutes of the meeting and attendance register.

The Key functions of the Tehsil level IWF is to recognize the core issues related
to Health, Sanitation, Education, Social triumph, Poverty, effective and objective
mobilization of 52% segment of the population in the realm of social politics
maximizing party membership and grooming nation builders to paly effective role
in the future of motherland at Ward/UC constituency . Analyze the reasons
including but not limited to lack of awareness, lack of initiative, non-availability of
opportunity etc. Maintain cordial close contact with local body and their
functionaries to benefit the area.

3.12 Same reports with the activity generated shall be forwarded to relevant
committee at Dist. Div. Province and Center electronically within 3 days
of generation.
3.13 TWC shall hold walks, seminars and workshops to create awareness
about issues related to women and children and their role in the society.
3.14 Tehsil GS shall convene and conduct TWC meetings with the approval
of the Tehsil President; at intervals not longer than one month; and send
reports to the party management cell.
3.15 All decisions taken by the Governing Council shall be approved by first
meeting of TWC by 2/3rd present majority otherwise decision/s and
subsequent action/s shall be declared null and void.
3.16 President may notify members of committees with consultation of
committee heads
3.17 IWF TWC members shall cooperate to establish a party office on self-
help basis;
3.18 Keep an update membership register at the office and divide and allot
fair amount of time to welcome and the women workers and ordinary
people to help resolve their issues/ problems.
3.19 Head of each committee, Administrative or working shall supervise,
plan, coordinate, and facilitate its functions at lower tier of organization.
There shall be an organisation for the lowest tier of the Local Government in conformity
with the Local Government Law of each province and as delimited by the Election
Commission of Pakistan.

minutes-of-the-meeting along with the images, decisions and resolutions
to the upper levels of IWF and, if required, to Party Management Cell.
4. Shall identify block codes with nil or very low membership; identify reason,
plan accordingly and run membership campaigns in identified target areas
by home visits, social contacts, distributing IWF and party literature and
corner meetings.
5. Secretary membership shall maintain an ECP voters list; and an updated
membership register.
6. Secretary membership shall update voters lists showing dead and
overseas people.
7. Shall identify bogus votes registered.
8. Shall help new people in the area to transfer vote.
9. Help procure CNIC; furthermore convey all this information to the Tehsil

basis; may it be a Baithak or a shop; signpost the office prominently with a
party flag atop; and apportion sufficient time for public complaints and

XVIII. Discipline
2. An act/dispute affecting party policy, image, working and political activity shall be
dealt with as Disciplinary Violation.
5. Disciplinary Violations shall fall under three categories carrying different penalties
as hereunder;

Insaaf Women Federation shall Follow the provisions for alternate dispute resolution as
established in Article XII.3 of the the constitution as under (copied in Word and letter):
1. Following interpersonal disputes shall be dealt by this system;
1.1 Verbal Abuse/casting aspersion/rude behavior
1.2 Threat/intimidation/physical violence
1.3 Interpersonal monetary transaction
1.4 The complaint against the accused shall be lodged to the Mediator
appropriate for the tier of the accused (as per the Mediator table given
below.
1.5 On receipt of the complaint the Mediator may suspend the accused
official, if sufficiently convinced of the gravity of the matter, before initiating
proceedings. If the matter stays unresolved for more than one month, the
suspension shall stand nullified.
1.6 The Mediator shall initiate the process within one week and shall ask one
party to give names of up to five persons as arbitrators; shall ask the other
party to choose either one or three names as arbitrators; further names
shall be sought one more time to reach at an agreement on arbitrators; in
case of failure to reach at an agreement on arbitrators, the Mediator shall
appoint arbitrators.
1.7 The mediator shall maintain minutes of all the meetings and keep all
thedata generated during the process.
1.8 The chosen arbitrators (one or three) shall conclude the proceedings over
a period not exceeding one month.

1.9 The arbitrators shall first try for reconciliation between the parties; the
settlement might include apology, retraction of words/actions or payment
of the disputed money in case of a financial dispute.
1.10 On failure of the reconciliation attempts, arbitrators shall establish the
nature of the offence/bad behavior and penalize the guilty party as
hereunder.

3.7 All office holders shall report to their respective tier president
for all matters.
3.8 The Tehsil Governing Committee shall nominate Ward/Union Council
Governing committee and complete own TWC, as per guidelines set
by the CGC, to be approved by the District Governing Committee
3.9 First evaluation of all nominated office holders shall be done after six
months; and non-performing office holders shall be liable to be
replaced; and quarterly evaluation, thereafter, shall be conducted
against measurable outcomes. On failing of such evaluation, all
nominated office holders shall be liable to be changed.
