PTI MINORITY WING BYE LAWS

1. OFFICIAL ADDRESS

Every tier will have its joint office with the mother body.

2. OFFICE BEARERS’ SIGNIFICANCE


a) The set of Office bearers of the Minority Wing will be identical as
that of the Mother Body.
b) They will have the identical authority, similar responsibility and
equal rights and privileges.
c) The administrative heads in the governance seats will give equal
importance and opportunity to the Minority Wing Members.

3. ELIGIBILITY
a) No illiterate individual can hold an office in the Minority Wing.
b) The individual who is liable to be hit by articles 2 & 3 cannot
become an office holder.
c) No individual having even remote connection with the terrorists
can hold an office.
d) No individual having a formal or informal business of narcotics, or
directly or indirectly connected with the business of narcotics,
including liquor, or she/he is receiving proceeds therefrom, can
hold an office.
e) The individual who is engaged, involved, having business of sale,
purchase, or affecting brokerage of, or having illegal possession of
the Church lands or the Hindu property, cannot hold an office.
f) No individual accused of, or facing trial in the court of law regarding
turpitude or immoral life, can hold an office.
g) No office holder, who remained absent 4 times in series from the
meetings of the unit, can retain his office. She/he will be replaced
by a new nomination.
h) The gender balance is compulsory for every unit at every level of
the Minority Wing Organization.

4. TENURE OF OFFICE
a) Probation period of six months: hierarchy’s satisfaction is a must.
b) 1st term of two years: subject to performance evaluation.
c) 2nd term of 2 and half years: subject to achievement results.

5. TICKET AWARD
Merit criteria will be defined at the outset of taking office and these will
be strictly applied. No deviations will be permitted. Exigencies will not
become the general rule.
a) Party discipline will be turned into party culture. The violence of
discipline will not be tolerated.
b) Best disciplined body will have an official acknowledgement by the
hierarchy.
c) The turn coats will not get a second chance of being office bearers.
d) The rebellion against party decision (s) will be a serious offence and
will attract a disciplinary action.

6. THE OBJECTIVES
The common objectives of every tier of the Minority Wing are:
a) To take party to masses.
b) To render selfless service to the general public.
c) To become instrument for the victory of the party.
d) To eradicate social evils.
e) To promote harmony and cohesion among various political
ideologues.
f) To make democracy modern and progressive.
g) To make minority Wing as a prototype, which is more liberal, more
inclusive, more gender sensitive and more cohesive.
7. METHODOLOGY
a) Every tier of PTI Minority Wing (body) will hold meetings, make
planning and programs for promoting PTI in the masses as well as in
the Minority Communities.
b) It will hold public meetings for bringing home the message of the
party.
c) It will strive in making Pakistan a socially cultured country.
d) It will continue in educating masses to accept social responsibility in
keeping the traffic flow hassle free, to control noise pollution, to
give way to the ambulance vehicles, to promote and encourage
women to drive bicycles or motor bikes.

8. POLITICAL ACTIVITIES
a) The PTI Minority wing will have mandatory political activity chart.
b) It will reach to the voters with regularity and systematically, and
would show solidarity with the local voters.
c) The Office bearer not showing up in public will lose its term in
office.
d) The PTI Minority Wing is under obligation to get maximum number
of votes from its respective community for bye elections or general
elections.
e) The failing unit will be dissolved and reconstituted with more
competent office bearers.
f) The collective and individual efforts will have their weightage.

9. FINANCIAL ACTIVITIES
a) There will be a cultural segment incorporated in each unit. It will be
responsible to carryout fundraising drives for supporting the
activities of the unit.
b) The sports segment will arrange sports events (sports competitions)
for fundraising.
c) The entrepreneurial segment of the unit will raise funds by selling
container items etc.
10.MONITORING & IMPACT EVALUATION
a) There will not be a single unit which will not be subjected to
Monitoring and evaluation process.
b) The PTI Minority Wing evaluators will go through a strict training
conducted by the experts.
c) The impartiality, neutrality and objectivity of the evaluators will be
ensured.
d) The evaluators will also be the reporters who will send their
periodical reports to the higher tier authorities.

11.RELATIONS WITH PTI SENIOR LEADERSHIP


a) The Senior Party Leadership will invite the Provincial and Regional
Minority Wings to assess and review the performance of the
relevant groups.
b) The PTI Leadership will provide first hand guidance to its Minority
Wing units quarterly.
c) The Mother Body will include in its meetings the Minority Wing
counterparts and vice versa.
d) The 11th August will be declared the Minorities Day in which the
Chairman and the other senior Party Leaders will attend various
programs organized by the Minorities Wings.
e) The PTI Mother Body will include and induct into Central Executive
Committee, the Core Committee and into all other Special
Committees or Forums the leaders of the Minority Wing.
f) While addressing the Public Meetings, all tiers of the Mother Body
will give adequate representation on the stage, and must invite
Minority Leaders to address the audience at that occasion.
g) The system of issuing Entry Passes must be fool proof and must
incorporate the Minority Leaders.
h) All Minority Parliamentarians must be made responsible to meet
the Minority units every second month. The availability of the
Minority Parliamentarians in the Party Secretariat must be
rendered compulsory.
i) Minority Complaint Cells must be established in Central as well as
in Provincial Secretariats so that the complaints presented by the
Minority Communities could be brought into the attention of the
senior Leadership.

12.THE CHEMISTRY OF THE MINORITY UNITS


a) The harmonious working of the entire unit is the pre-condition. If
there be some differences between individual members, these may
be mitigated by the intervention of the immediate head or the
nominees of the party.
b) If the differences become persistent, the senior head would expel
the erring member irrevocably. The new nomination by the
Provincial Head will take place immediately.
c) Producing positive results in the Party is a collective effort. These
efforts are led and guided by the Head of the Unit.
d) If the unit does not produce results, the whole unit must be
dismissed and the new unit brought into office.
