Dear Mayor Moran,

On behalf of the following organizations: Bicycle Coalition of Greater Philadelphia, Bike


Camden County, Camden Greenways Inc., Cooper Grant Neighborhood Association, New Jersey
Conservation Foundation, Rails-to-Trails Conservancy, and Tri-State Transportation Campaign, I
am writing to express our enthusiastic support for and encouragement of the City of Camden to
apply for the Local Technical Assistance Program from New Jersey’s Department of
Transportation in order to develop a Bicycle and Pedestrian Master Plan for the City. This effort
would save the City of Camden the cost of developing a plan itself because the State would
cover the cost of hiring a consultant to prepare the plan.

The City of Camden is currently undertaking a large number of transportation projects that are
each working to improve pedestrian and bicycle mobility. While the city does have a Complete
Streets policy, it does not have a guiding document that reflects the City’s priorities with respect
to pedestrian and bicycle facilities. Without a Bicycle/Pedestrian Plan to reference, consultants
working for the City or developers are limited in their understanding of how to incorporate
bicycle and pedestrian facilities into public or private projects. A bicycle and pedestrian master
plan would be able to reflect an integrated and strategic plan for one comprehensive
bicycle/pedestrian network, which would enhance the experience and encourage more residents
and visitors alike to use a bike or walk throughout the City of Camden.

Our organizations worked on a preliminary Bicycle & Pedestrian plan for the City of Camden in
2016, which we forwarded to Coopers Ferry Partnership, who shared it with City Council in
2017. We think it's a suitable first step to developing a comprehensive bicycle/pedestrian plan
and have shared it in this package.

Between 2014 and 2018, 11 pedestrians and 2 bicyclists including 2 young children were killed
on Camden City streets by drivers of motor vehicles. During this time of economic growth and
development in Camden, we ask that the City further commit to safe, equitable, and sustainable
transportation networks for Camden by fully supporting this endeavor.
