BILLING & RECOVERY SECTION - INTRODUCTION

• As per Tariff allowed by NEPRA to meet its revenue requirements, NTDC charges Use of System Charge (Fixed) on monthly basis from
its consumers i.e. DISCOs on mechanism laid down in regulator’s determinations.
➢ Due to the fact that CPPA-G used be part of NTDC, all the billing & recovery issues were taken up by CPPA-G on behalf of NTDC at
its own level till June-2017.
In simple words : NTDC’s invoices were raised by CPPA-G and its Losses were also reported by CPPA-G.
• In the after-math of parting of CPPA-G from NTDC and Modification of NTDC’s Transmission License, business operations of NTDC
& CPPA-G are now entirely separate & independent.
➢ Now, a Billing & Recovery (B&R) section under NTDC has been established to take up :
o Tariff Metering Data Collection from Common Delivery Points (CDPs)
o Metering Data Scrutiny & Validation
o Reconciliation of Statements & Accounts with Stakeholders
o Generation of Accurate & Verified Invoices in respect of NTDC and their record.
o Calculation of NTDC’s T&T Losses etc.

• By the grace of Almighty ALLAH, this responsibility has been entrusted to a very small team of officers and staff from Engineering,
Finance & IT Departments attached for the role.

& various DISCOs.

BILLING & RECOVERY SECTION – ACHIEVEMENTS

• ALHAMDULILLAH, B&R Section in the limited time of few months has been able to
• Develop comprehensive Metering Information System entailing detailed modules of Data Entry, and Reporting as per requirements
including :
• Maintenance of Centralized Database for Tariff Metering Data in respect of all Metering Common Delivery Points (CDPs)
catering for import/export of energy between NTDC and other companies.
• Error-free Metering Data Entry, with provision for online remote entry
• Tariff Meters T&T Losses of NTDC’s 500kV & 220kV System.
• NTDC’s Monthly UoSC Invoice Generation
• Various Summaries of Generation, Distribution etc. wrt NTDC
• Prepare NTDC’s UoSC Invoice for the months of May – December 2017. The first invoice is pending clarification and/or litigation
regarding taxation issues.
• Calculate True T&T Losses of NTDC’s 500kV & 220kV System for the months of May – December 2017.
• Help identify and resolve ongoing and potential metering disputes b/w NTDC with other companies to the benefit of NTDC at
various instances including:
• 220kV G/S NTDC Okara
• Power Evacuation of Khawar Hydel Project (Khan Khawar, Allai Khawar & Duber Khawar) etc.

BILLING & RECOVERY SECTION – ACHIEVEMENTS

• CPPA-G had been reporting the transmission losses on behalf of NTDC to NEPRA on a completely different method that resulted
in less than actual % losses. This resulted in NEPRA cutting down the T&T loss limit of NTDC form 3% to 2.8%. In contrast,
B&R systematically calculated True T&T Losses of NTDC’s 500kV & 220kV System based on Tariff Metering Data. And now
actual figures are being reported and defended in NEPRA.

• In comparison to the CPPA issued provisional invoices of NTDC’s UoSC & DISCOs corresponding claims, B&R Section through
scrutiny has contributed to increase in NTDC’s MDI.

• Provided valuable technical assistance / advice on various regulatory compliance affairs to office of GM (Technical) NTDC and
Chief Financial Officer NTDC for simplification / improvements in Billing methodology and process.

• Going forward, B&R is on path to implement:


• Extend the online Metering Data Entry Portal to respective Conveners of Metering Committees at their own level utilizing remote
metering data entry.
• Build up and maintain reliable Backup Metering Database and its Data Entry for shadow comparison of Primary Metering CDPs.
• Develop a comprehensive, automated & online system for Recovery module of NTDC’s Invoices.
• Develop mechanism for Implementation of Variable Part of NTDC’s Tariff & Low Power Factor Penalty dimension w.r.t. DISCOs.
• Completely shift current correspondence and mechanisms into automated paperless paradigm.
• Implement technical level metering scrutiny checks (Energy & MDI) into the system.
• Implement Secured Telemetering System for
• Automatic Metering Data Collection System.
• Operational Monitoring.
• Co-incidental Demand Calculations

• Almost all of the presently working officers and staff are attached on temporary / adhoc basis which creates problems for individuals
working in B&R.
• Non-availability of important office necessities such as:
• Proper Office Space including allied equipment such as furniture and cupboards.
• Printers
• Scanners
• Photocopiers
• No incentive of departmental allowance.
