RESUME OF BINAY KUMAR SAMANTA

Born as s/o late Amiya Madhab Samanta, a Civil Engineer, did my I.Sc 1st Division from St. Xaviers,
Kolkata in 1957 and I had competed in the then only IIT, Kharagpur, with first choice in mining
engineering in 1959 and was Vice-President of Technological Mineral Engineering Society in
the final year. I had 1st Class B.Tech (Hons) and worked as PGPT at RCA, then selected as
Probationary Mining Engineer, in NCDC with assurance of foreign training and then worked my
way up in cadre

INDUSTRIAL EXPERIENCE: Mostly in nationalized sector of coal industry as-

1) Prob. Mining Engineer, Aug‘63- Dec’65: NCDC at Gidi ‘A’- Underground mining with
Shuttle Cars and Joy Loaders under Mr. B. Sharan, who retired as DGMS; French
Experimental Mine for full extraction with wire-netting and support and mechanized quarry
with shovel dumpers under Mr. N.C.Datta. Gidi A was then producing 1 lakh tonnes per
month, one of the highest producing collieries in India
2) Under Manager, Dec’65- May’67: NCDC at Sudamdih- First Polish collaboration project of
ministry; worked in highly mechanized shaft-sinking with monolithic lining, high capacity
Koepe Winder, Horizon Mining design for multi-seam extraction, overcoming steep seams
and highly disturbed roof.
3) Asst. Colliery Manager, May'67- June‘70, NCDC at Monidih- Completion of shaft-sinking
and horizon tunnel drifting with monolithic insets and steel arch support with concrete slabs;
Special studies on factors affecting efficiency of blasting in tunneling through coal-measure
rocks; Design of a Drill-hole Indicator, was filed by me for patent.
4) Colliery Manager, June'70- June’77, CMA/CCL at Giridih- Worked as Manager of Bye-
product Coke Ovens and achieved record production by increasing oven-wall temperature
with exhauster suction; Underground mining with stowing and extending life of mines with
dewatering adjacent reserves through barrier boreholes; Extinction of fire area with
mechanized trench-cutting by opencast mining
5) Supdt. Of Mines, Jun'77- Apr‘82, CCL at North Karanpura Area- As Area Safety Officer
reduced accidents from 80% of CCL by underground inspection involving face workers in
roof testing and intensifying vocational training; As Sub-Area Manager, Hendegir won 3rd
Prize in underground productivity and helped in design of mechanized quarry in consultation
with CMPDI.
6) Dy. Chief Mining Engineer, Apr'82- Apr’84, CCL at N.K.Area- as Staff Officer
(Mining)/Area Manager (O), introduction of Side Discharge Loader (SDL) in underground
mining at Churi; Preventive Maintenance of Opencast Mining equipment started in Dakra &
KD. N.K.Area became the highest producing in CCL; Sub-area Manager, Actg.GM- Rajhara
Group- started monthly prizes for best workers in underground and opencast and solved the
Supreme Court case in wagon loading.
7) Area Manger (EPC&D), Apr’84- May’85, on transfer to ECL- in Mugma area increased
efficiency by reducing coking time and improving production of mechanized Soft-Coke Plant;
Completed construction of Rly. Weigh-bridge; in Satgram area scheduling and monitoring of
mechanized shaft-sinking and skip installations.
8) Chief of Shaft Sinking Cell HQ, ECL, Sanctoria, May'85- Nov’91, in Project Department
prepared NIT for new mechanized shaft-sinking or deepening, headframes, negotiation with
bidders and finalizing contract documents; Computerized scheduling and monitoring of
construction projects of ECL; in Mahabir Colliery disaster, computation of dewatering time
and then helping design and construction of steel tubular capsule for rescue of 65 trapped
workers underground through large diameter drilled borehole. The rescue became a world
record of its type in 1989 and the capsule won first prize at Industrial Exhibition in Delhi in
1990.
9) Chief Mining Engineer, HQ, ECL, Nov’91- May’96, worked as Project Leader of Coal
Ministry S&T project on underground track system with fast laying sliding steel sleeper and
RCC sleeper. The report earned accolades in CMPDI and Ministry of Coal; On COPU report
of high cost of stowing in ECL, CMD made me the leader of a team, revamping of JK
Ropeways and Maithon dam dredging and hydraulic transportation to Separator-Bunker for
stowing in mines was suggested; Computerized project scheduling and monitoring for
monthly allocation of funds head-wise, rescheduling and crashing of activities were
programmed. Re-organization project planning and scheduling for surpassing Break-Even-
Point (BEP) production.
10) General Manager (Env) - HQ, ECL, May'96 till retirement in 2001- Solving of M.C.Mehta
Supreme Court case on depletion of ground due to mining in ECL by quick implementation of
water supply schemes from Damodar and Ajoy rivers in residential areas of ECL; Hydro-
pneumatic stowing for stabilizing surface structures above critical underground workings and
increased efficiency and speed with deploying chutes on unloading trucks. Completion
Environment Management Plan (EMP) through CMPDI; Quarterly Environment monitoring
of air, water and noise pollution of projects. Efforts for implementation of gazette on Uniform
Consent Procedure Rules, which could save lakhs of Rs./year in mining companies. Green
Belt Plan on license fee on company unused land was formulated.

RESEARCH EXPERIENCE: Registered on part-time basis: -

1) With the permission of NCDC and order of the then Director, Prof. D.N. Prasad, I was registered
for Masters under Prof. R.D.Singh, the then HOD (ME) in 1968 and completed my draft thesis on
"Factors Affecting Efficiency of Blasting in Tunneling through Coal Measure Rocks" in 1970
and Prof. Singh suggested some modifications. Meanwhile, he left for some foreign assignment
and none could tell when he would return.
2) I was reregistered under late Prof. Dr. R.R.Khanna for M.Tech. (Mining) and he suggested some
geophysical experiments at ISM and then revised my draft thesis and submitted with Dynamic
Rock Mechanics applications. Dr. Khanna was expecting extension and he did not get and my
thesis was held up. I was posted far away in CCL and Registrar, ISM wrote to me for fresh
registration.
3) Then, Dr. D.K.Sinha, registered me in (IE&M) department as Part-time Ph.D.in ISM, on
"Development of Computerized Methods of Multi-project Scheduling and Monitoring for the
Indian Coal Mining Industry", in 1986. I had to learn computer programming in most HLL like
BASIC, FORTRAN, COBOL, PASCAL, PROLOG, C and designed computer models in all
programs. Studied about Computer hardware and software, Operating Systems and worked in
Mainframes at IIT, KGP, ISM and Mini-Computers in ECL, CIMFR, DGMS, RI-I & II. My
external guides were Mr.R.N.Mishra, Mr.S.K.Varma and lastly Mr. A.K.Patnaik. The draft thesis
was submitted in 1993 and unfortunately, Dr. Sinha lost his position as Director, ISM and I was
asked by Registrar, ISM to approach another guide. The topic was tough and many discussions
were held on my thesis in IE&M and Mining Departments and Dr.A.S.Prasad, ex-CMD agreed to
be my Guide, and helped DRC forwarded, but RC did not agree for his due retirement. IE&M
department faculties were suggesting me to enroll in IIT, KGP. ISM Computer Science
Department opened in 1998 and I could have earned my PhD before retirement in 2001.
4) I applied for enrolment of PhD at IIT, KGP in 2001and Prof. Dr. K.K.Guin of IE&M, who helped
me earlier, presently Head, VGSOM had submitted his acceptance to the Director. Prof. Amitabh
Ghose was known to me, as I had involved IIT, KGP in an Environment project, as GM(Emv),
ECL. He knew that most of my programming work was done at IIT, KGP, while I was registered
at ISM. He advised me to enroll in Kolkata, as most of my work was already done.
5) I contacted Prof. Dr.A.B.Samaddar, at BESU, whom I consulted while he was at ISM and agreed
to be my Supervisor and was enrolled for PhD in 2002 and registered in 2003 and reworked my
thesis with further field study and converted the model programs in java for multi-platform access
and modified. I submitted the thesis in 2005, but first examiners report came in 2007, with some
comments to resubmit. By that time Dr.Samaddar was posted at MNNIT, Allahabad and
submitted clarification on the comments for review. The decision was to resubmit and I modified
the thesis as per comments and I was allowed pre-submission presentation, Dr.Samaddar wanted
further modifications. Accordingly, more revisions were done and I was allowed another pre-
submission presentation, but Dr.Samaddar could not come and my registration was cancelled.
6) In the next session, I had applied in BESU on line in Comp.Sc Department and one Prof.
Dr.Shikdar agreed to be my co-supervisor, if VC became my Supervisor. Prof. Dr.Ajay Roy said
that he was not a mining engineer and then mining department faculties like Dr.P.B.Paul & Dr.
Suranjan Sinha suggested to me for enrolment at ISM. I talked with the Director, and
Dr.M.A.Jawed agreed to be my guide. You as HOD (ME) arranged 2 presentations in mining
department and I submitted to you my draft thesis and opined that I should contact Academic
section for conversion of PhD to DSc.
7) Never the less, I am continuing my studies and research all my life and my 75 technical papers
have been presented or published in national and international seminars on mining, computerized
project and environment management. I was Chairman, Institution of Engineers (I), Dhanbad LC
for 2 years in the period 2010-12 and still contribute papers there for various occasions to keep
myself updated. Presently, I am taking notes of M.Tech (Comp.Sc) course for revision of my
thesis. Apart from Bengali, Hindi, English, German, I can translate from any European language.

CONSULTANCY EXPERIENCE: After my retirement from CIL in 2001, I had many service offers,
but to complete my doctoral work, I decided on part time innovative consultancy work. Project &
Environment Consultants was registered in Kolkata, dated 3-12-2002, in which my position is Director
and following works were done: -

1) Renovation of ECL Mugma Soft Coke Plant in collaboration with CFRI- Preliminary Report was
submitted to ECL.
2) Possibilities of deepening existing pits- TISCO Jamadoba Group- Consultations were done with
GM, Mr.R.S.Singh
3) Multi-purpose Environment Project Preliminary Report submitted to MADA/DMC for Feasibility
Report
4) Assessment of reserve iron ore mines allocated to NINL by govt. of India, based on data available
as consultant with S.K.Ahuja Associates.
5) Evaluation of a Karnataka Limestone Mine as consultant with S.K.Ahuja Associates.
6) Kudremukh equipment auction evaluation as consultant with S.K.Ahuja Associates.
7) Parbatpur mine design details based on Geological Report as consultant with Electro Steel Ltd.
8) Vetting of Capital Cost for Exploration and Geological Report of 4 blocks in Afghanistan as
consultant with S.K.Ahuja Associates.
9) Valuation of Mining Rights Of GMDC Limited Multi Metal Project, Ambaji as consultant with
S.K.Ahuja Associates.
10) Viable Remedial Measures for Control of Monsoon Flooding of Kolkata City with Central
Mechanical Engineering Research Institute, Durgapur.
11) Design parameters for Tunnel, RCC Transition, & Vertical Shaft -The Rewa Branch Canal
including distribution system Canal as consultant with Chitra Builders Private Limited (CBPL)
and Gurjeet Singh.
12) Feasibility Report for Grant from MoEF of Pollution Control & Power Generation Project For
Beehive Coke Ovens with Department of Environment Sciences & Engineering; Indian School Of
Mines, Dhanbad.
13) Dredging of Maithon Dam Reservoir, by DVC for Jharkhand Government Water Supply to Nirsa
& Dhanbad- Preliminary Report With Cost Benefit Analysis.
14) Design & Construction of Special Steel Earthquake proof canopy support for S&T Project for Full
Extraction in Underground Mining.
15) Proposal for S&T Grant for Steep Transport in Quarries to ECL through ISM, Machinery
Department on site provided by BCCL.
16) Roof-top Rainwater harvesting and Fast Job Training Centre designed for Rotary Club of
Dhanbad North.
17) Critical Mine Project and Environment Study of BCCL & Sustainable Development Report for
BCCL- Proposal was made and submitted.
18) Swachh Bharat Abhiyan Report as per email message of NBQP/QCI on Dhanbad Municipal
Corporation.

ACHIEVEMENT HIGHLIGHTS:

National prize in productivity in Underground Mines- 3rd in '82. 'Bharat Gaurav Award', “Best Citizens
of India Award”, “Great Achiever of India Award”, ‘Bharat Jyoti’, ‘Millennium Medal Achiever’
conferred on me by various organizations of New Delhi. All these for my contribution in world record
making rescue and my many technical papers in national and international seminars on mining,
computerized project and environment management. He was Chairman, Institution of Engineers, Dhanbad
LC and also President of Rotary Club of Dhanbad North. He has been honoured with ‘Alumni Achiever
Award’ by Mining Engineering Department, IIT Kharagpur, also accredited as ‘EMS Consultant’ in
2015 of Quality Council of India/ National Board of Quality Promotion.

Academically, it has been shown that I had twice submitted draft thesis for M.Tech at ISM and
also submitted draft thesis for PhD, once at ISM and again at BESU. I am continuing my part-
time research and with modification and updating; my work for registration for D.Sc at
IIT(ISM). Publication of paper on Scholar Citation Index journals have been taken up. Presently,
I can work as Consultant by visiting different sites for troubleshooting for best economic results.
