1. INTRODUCTION
Living in the mountains is a great way to get away from the stress and
busyness of city life. It is quite literally , a breath of fresh air.Camarines Sur is
blessed with natural parks, beaches, islands and falls that qualifies as perfect
destination for nature lovers and backpackers.
The mountains is the perfect place to be. There are different types of
mountain lifestyles, as there are various kinds of falls. There are mountain
communities that offer residents amenities and experience. There are locals
that you can be able to communicate with and embrace their culture.
The Aetas is an indigenous group people who live in scattered,
isolated mountainous parts of the Philippines. Aetas are considered as the
earliest inhabitants of the Philippines, preceding the Austronesian migrations.
Mt .Isarog, an Inactive volcano, rises in the hearth of the province of
Camarines Sur , has a rich diversity of flora ad fauna. It is a home to endemic
species and agro-industrial crops in which the residents of the foothills of the
mount Isarog derived livelihood directly and indirectly.Peoplpes belonging to
ththe Agta-Tabangnon and Agta-Cimarron are settle in some barangays.One
of which is the Barangay Tribo,residing at the mountains of Isarog,This
groups of Aetas is living their simple lives at the site which is supported by the
help of the government.Farming abaca is the primary source of living of the
residents of Barangay Tribo. In addition, its very challenging for them to
communicate and transport products in the downtown area.
Also some of them is relying on the tourist visiting the falls’ and
hibiscus camp by hoping to sell their goods.To make things worse, the
barangay is lacking of facilities. The main transportation is through walking the
harsh terrains of the mountain.as well. The school are slowly being eaten by
the ground overtime.There are no proper evacuation center, clinics and other
facility that people may need.
In contrast to what is being imagine of how amazing it is to live in the
mountains. It sure is a harsh environment especially for the poor people.
Proposing a community modernization to help the Tribo is a huge help.
Together with providing a retreat accommodation for the possible tourist or
anyone who would love to have and immersive experience on the life of a
mountain people would increase our awareness about our mother earth and
the indigenous people,both of them need our help.
Developing a community of indigenous people is like a walk through to
the ancestral beginnings. Also to experience the life and culture of the past is

just fascinating.This proposal aims to provide opportunities and modernize


and the living status of the barangay tribo community.

1.1. BACKGROUND OF THE STUDY


Camarines Sur is blessed with a national park that qualities as a
perfect destination for nature loves and backpackers .The site of Mt.
lsarog National Park has Six municipalities namely Calabanga,
Tinambac, Ocampo, Tigaon. Goa, Piti, and Naga City have territorial
jurisdiction of Mt lsarog National Park.
On the Tigaon side of Mt. lsarog National Park, the Bulalacao and
Tumaguiti waterfalls and four other smaller waterfalls are situated.
There is another attraction in the area the Consocep Mountain Resort
maintains the said waterfalls for rest and recreation.
After its last eruption in 1641, Mt lsarog was named as a
stratovolcano, a reason for the number of hot springs that can be found
in its vicinity.Mt. lsarog is 1,966 meters above sea level.Mt. lsarog is
considered as Southern Luzon’s highest forested peak. It has a national
park since 1938 and contains a large collection of lush green moss
species.
The Mt. lsarog National Park is a cradle of rich diversity of flora
and fauna and serves as a habitat for endemic species like the lsarog
Shrew Mouse. Wildlife that can be found in the park include the
Philippine Halk-eagle, philippine Cockatoo, Philippine Dwarf-kingfisher,
whiskered Pitta and many other species.
There are mountain communities that resides in the Mt.
Isarog.Commonly referred to as Negritos, Agtas do belong to the
Negrito ethnolinguistic group. There are many Agta tribes, scattered
over Regions I to V in the island of Luzon. The Isarog Agtas live on Mt.
Isarog, east of Naga City in Camarines Sur, Bicol Region. This tribe is
by far the most endangered ethnolinguistic Negrito population, as only a
few remain today.The barangay has a population of over 600
people,consist of 131 families.scattered in 7 zones of the barangay.
Traditional Agta houses are built in clusters and made from
indigenous materials such as bamboo, wood, talahib (cogon), coconut
leaves, and abaca bark.Hunting is their main means of subsistence.
They use pointed sticks called galud to kill birds, wild deer, monkeys,

and wild pigs. Agtas exchange part of the meat and some forest
products for starchy food and other goods with nearby farmers. Their
other traditional means of livelihood are farming and fishing. Today,
however, many Agtas take on seasonal jobs, such as copra and
charcoal making.

1.2. STATEMENT OF THE PROBLEM


In the Philippines, Aetas as well as other indigenous groups,
belong to the marginalized sector of the country. The Philippine
Government implemented mandates and acts as the Indigenous
Peoples’ Rights Act of 1997,it’s not enough to protect them and help
them cope with matters such as access to jobs and livelihood
support.There aren’t enough actions that should be address to the
indigenous people.
One of which Aeta communities being deprived of support and
importance is the Barangay Tribo , an isarog agta community residing
at the foot of Mount Isarog. The Following are the problems needed to
address to people and the Government:
 Poor educational system. Due to insufficient educational
facilities,staffs and faculties to cater the growing population of
students in barangay tribo.The existing school are worn-out.
 Insufficiency of facilities for the people who need health
related services. The nearest hospital is the Ocampo District
hospital which is downtown.it’ll be hard in time of emergencies
given that the site is of the grid.
 Lack of awareness of downtown people to the importance of
nature and indigenous people to the society. The people
around the area of Tigaon and other nearby municipalities are
not mostly not aware of the existence of the tribo.Both private
and public sectors aren’t providing enough support to this
communities.
 Lack of livelihood programs to sustain and provide the
needs of the community.Farming is the main source of income
of the community,despite the fact that they are harvesting
enough goods to provide their needs.the community economic
status is still low, the economic growth of the community is being

cripple by the fact that there is poor execution and innovation in


terms of transporting and processing of goods..
 The number of tourist are being cripple by the fact that there
are not enough accommodation to neighbouring tourist
attractions. The area of partido is blessed with excellent tourist
destination such as atulayan island, agurangan island, consocep
falls and resort and many others must see tourist spots.Most
tourist facilities and services are still modest.
 Lack of support from the Government. The isarog agta
community is barely funded by the government agencies. The
KALAHI CIDSS-National Community Drivien Development
program sustain the rehabilitation of the health center of the
community.despite of the fact that this project had been held , it
shows the poor execution of the project ,it is relatively small and
it lacks utilities and staffs.
 Lack of support to the local producers of the community.The
barangay community is a producer of various goods.But, the
community itself is having problems in terms of transporting their
goods downtown.

1.3. PROJECT OBJECTIVES


Designing a retreat and community development that optimizing
with the special conditions of the site , and presenting the idea of
overlapping a mountain with green spaces, scenic views and sustainable
building that will provide the guests the ways of natural relaxation and
recreation with aesthetic buildings and nature.
 To extend the education of indigenous people and the locals of
the barangay tribo by providing a primary school,livelihood center
and immersive programs.
 To provide health service facilities to cure possible illness and
prevent any epidemic health concerns in the community
 To establish an immersive program that would increase the
natural and ethnological awareness of the youth and expand the
knowledge of the indigenous group of people.
 To established a jobs to unemployed residents of the barangay
tribo to help them sustain their lifestyle

 To provide a recreational environment through varieties of


facilities and functions. While providing a natural treatment and
experience.
 To cater vacationers and tourist while providing and immersive
experiences to spread ethnological and environmental
awareness.
 To introduce a new project to the municipal government
empowering Aeta communities.
 To provide and extend the market of local goods and native
crafts, especially made by indigenous people while providing
innovative livelihood projects.

1.4. SIGNIFICANCE OF THE STUDY


Designing a retreat and community development with embedded
environmental and ethnological intentions will promote environmental
awareness and introduce the local crafts and products. This project may
alter the perception to rural developments as well as the use and value of
the surrounding nature.
I. COMMUNITY. The Barangay Tribo is a community residing at the
barangay Consocep, Tigaon Camarines Sur. Is a home for over 500
locals and a couple if indigenous people will benefit under this
proposed community modernization by providing school,evacuation
centers ,facilities and housing.
II. TOURISM.The Tourist Department and the municipality of Tigaon
and Ocampo and other Adjacent Municipalities will benefit under this
proposed development by providing accommodation and various
immersive activities to the tourist that’s vacationing the nearby
recreation sites.
III. GOVERNMENT.The local Government Unit of Municipality of Tigaon
will benefit under this proposed development by empowering
Bicolanos for awareness to indigenous people and nature while
providing new livelihood project
IV. YOUTH .The youth will benefit from this proposed development
because it’ll cater immersive camps that would increase their
awareness for the indigenous people and nature.

The indigenous group of people needs a basic
education that is intended to provide students with the
opportunity to become responsible and respectful global
citizens, to contribute to their economic well-being and that
of their families and communities, to explore and understand

The community is situated in high altitude part of the
mount isarog, of the bicol region.The Bicol region situated at
the southernmost tip of the Luzon landmass, it is prone to
typhoons coming from the Western North Pacific Ocean.The
need for protection and preparedness to such calamities is
a must.

would visit for immersive purposes.

b. Delimitation
This project does not cover the rehabilitation of both future and
present damages in the existing facilities .Also, the
plumbing,electrical,mechanical and structural plans are not included in this
project.
c. Assumptions
The proposed project will be funded by the government of
Tigaon, Camarines Sur.In order to provide better lives for the
indigenous perople of Barangay Tribo. This project shall provide the
facilities stated above.This project should accommodate immersion
and tourist for teh grow of socialiatin and economic status of the
barangay Tribo.

To sustain this proposed development the cooperation with the


locals and the government is a must.
d. Definition of terms
1. Housing facility
Buildings or structures that individuals and their family may
live in that meet certain federal regulations. Different housing
situations vary for individuals and may depend on age, family, and
geographic location
2. Primary school
A primary school is a school for children from about five to
eleven years old, in which they receive primary or elementary
education.
3. Evacuation center
Evacuation centres are needed in almost every disaster.
They should be safely located and equipped with the required
amenities. In disaster-prone areas such as the Philippines, schools
and community centres should not be designated as evacuation
centres unless they are equipped with adequate sanitation
services.
4. Accomodation
Throughout this section "accommodation" Is interpreted in a
wide context to include any premise where any of the
housekeeping, reception, maintenance and cleaning have to be
provided on a larger scale than in a domestic dwelling.
The establishment need not necessarily include sleeping
accommodation. In its simplest sense, accommodation is taken to
be the provision of shelter, that is four walls and a roof.
5. Recreation

Recreation is an activity of leisure. leisure being discretion


with time. The "need to do something for recreation" in an essential
element of human biology and psychology .Recreational activities
are often done for enjoyment, amusement, or pleasure and are
considered to be "fun"
6. VIEWING DECKS
An observation deck, observation platform or viewing
platform is an elevated sightseeing platform usually situated upon a

tall architectural structure such as a skyscraper or observation


tower. Observation decks are sometimes enclosed from weather,
and a few may include coin-operated telescopes for viewing distant
features.
7. ZEN GARDEN
Creating zen gardens is a great way to reduuce stress.
improve your focus, and develop a sense of well-being . Zen
gardens. also called Japanese rock gardens. appeal to people who
like carefully controlled settings of raked sand or rocks and
precisely clipped shrubs. If you’re more likely to find serenity in the
natural look of a woodland setting and tind peace when surrounded
by wildflowers and soft-textured plants, you should think about a
more traditional or natural garden .

1.6. GENERAL SITE DESCRIPTION


The Bicol Region or Region V, also known as Bicolandia, is one of
the 17 regions of the Philippines. Bicol (also spelled Bikol) is composed of
four provinces in me Bicol Peninsula, the southeastern end of Luzon
Island, and two island-provinces adjacent to the peninsula. Its regional
center is Legazpi City in Albay province.
i. Geography
The Bicol Region is located in the so. hernmost tip of Luzon
Island, the largest island in the Philippine archipelago. Th: total land
area of the region is 18,0543 km2 (6,970.8 sq mi), or 5.9% of the
tota and area of the country. Around 69.3% of the total land area is
alienable and disposable while the remaining 30.7% is public forest
areas.
The region is bounded b Lamon Bay to the north, the Pacific
Ocean to the east, and Sibuyan Sea and Raga Gulf to the west.
The northernmost province, Camarines Norte, is bordered to the
north by the province of Quezon, thereby connecting the region to
the rest of Luzon.
ii. Geology
Bicol Region is volcanic in origin and part of the Paciiic Ring
of Fire. Known as the Bicol Volcanic Arc or Chain, the volcanoes
are the results of the Philippine Sea Plate subducting under the
Philippine Mobile Belt, along the Philippine Trench. Volcanism is

evident by the number of hot springs, crater lakes, and volcanoes


that dot the region starting from Mount Labo in Camarines Norte to
the Gate Mountains in Matnog, Sorsogon.
Mayon Volcano is the most prominent of the volcanoes in
the region, famous for its almost perfect conical shape and for
being the most active in the Philippines. Its eruptions have
repeatedly inflicted disasters on the region, but during lulls in
activity, it is a particularly beautiful mountain. The southernmost tip
of the peninsula is dominated by Bulusan Volcano, the other active
volcano in the region. Tiwi in Albay and the Bacon-Manito area
between Sorsogon and Albay are the sites of two major geothennal
fields that contribute substantially to the Luzon Power Grid.
Volcanoes of the Bicol Region
a. Mount Isarog, the closest to Naga City, is a 1,966-
metre (6,450 it) fumaroiic volcano with a 2.5-
kilometre (1.6 mi) wide crater breached to the east.
The mountain and vicinity covering 10,112 hectares
(24,990 acres) is a protected area in the Bicol Region
under the name Mount Isarog Natural Park.
b. Mount Iriga is a 1,196-metre (3,924 ft) volcano with a
large horseshoe-shaped\ collapsed crater located
adjacent to Lake Buhi (foreground).
c. Mount Malinao is a 1,548-metre (5,079 ft) volcano
with a large crater about 3km at its widest, which is
breached to the east, the geothe 4 fields of ani is
booted on its lower eastern slope.
d. Mount Masaraga is a sharp-topped 1,328-metre (4 . 7
ft) Holocene volcano NW of Mayon. Mayon Volcano,
the highest at 1,196 metres (3 224 ft), is also the
most popular in the region for its beautifully
symmetrical co e. It is also the most active in the
country. The volcano is one of the protectr areas of
Region V under me name Mayon Volcano Natural
Park encompass 5,776 hectares (14,270 acres).
e. Bulusan Volcano, the other active volcano of the
region, has an altitude of 1,565 metres (5,135 ft). It is
located on the remains of the 11-kilometre (6.8 mi)

Irosin Caldera. 1he volcano is a protected area and


the centerpiece of the 3,672-hectare (9,070-acre)
Bulusan Volcano Natural Park.

iii. Economy
Bicol Region has a large amount of rich flat land, and
agriculture is the largest component of the economy with dose to
50% depend their livelihood on the industry. Cooonuts, abaca,
banana, coffee and jackfruit are the tap five permanent crops in the
region. Rice and maize are among the chief seasonal crops of the
region. Commercial hshing is also important with thirteen major
fishing grounds supplying fish markets in places as far as Metro
Manila. Agriculture and hshing are the major factors in the
province's economy.
Mining is also one of the contributors to the region's
economy. Several handicrafts, jewelry manufacturing, other small-
scale industries and manufacturing enterprises bolster rural
incomes.
iv. Tourism
The region has recently seen a revival in its tourism industry
, due to the popularity of Mayon Volcano, the new CamSur Water
Sports Complex, whale shark spotting, among others, which
consequently increased the number of upscale resorts in the
region.
Owing to its location, Region V offers plenty of choices for
visitors beautiful natural features like beaches, mountains a d
waterfalls with lush vegetation; activities could include scuba diving
to wreck: d galleons, spelunking, mountaineering; or visits to man-
made attractions like chur architecture from the Spanish Colonial
Period; etc.
The Bicol Region has the distinct advantage in terms of
tourism because of the presence of Mt. Mayon as the world’s most
perfect natural cone. Add to this are beaches, natural parks and
other historical, religious and archaeological sites, which are
favorite tourist destinations. The warmth and hospitality of
Bicolanos are among the other tourism assets of the region.

On the northernmost part of the region is the province of


Camarines Norte whose capital Daet, holds the distinction of being
the first town to erect the monument of the country's national hero,
Dr. Jose P. Rizal. Naga City in the province of Camarines Sur host:
to Colegio de Sta. Isabel, the first known normal school for girds in
the Orient.
The province of Catanduanes which boasts of white beaches
and resorts is an island Paradise in the Pacific.
The province of Masbate, which lies exactly at the center of
the Philippine Archipelago, is known for its mining and cattle
industry while Sorsogon, the province known for its historic and
panoramic places, shelters the world’s largest fish-the whale shark
locally known as Butanding.
v. Topography
The region is generally hilly and mountainous except for a
few stretches of plains extending from Camarines Sur to the
southwest part of Albay and several smaller bays, mountains,
volcanoes, caves and springs. The imposing and majestic Mayon
Volcano as the most dormant.
vi. Bicolano People
Though described by the Spanish missionaries as the
friendliest race In the Philippines, gentle, temperate and religious,
the Bicolanos fiercely resisted the first attempts to subdue them in
1573. Fr. Martin de Rada reported how they refused to surrender
1mm forced into it by superior arms. Their chiefs bravely opposed
the Spanish forces led by Salcedo's officer, Captain Pedro Chavez,
who established the Spanish city of Caceres next to the Indigenous
village of Naga.

The site selection process shows that the Consocep,Tigaon is the


most feasible site to develop the retreat and Aeta community, for it to
accessible enough and has the potential to vacate the indigenous
people and attract immersions/ tourist in the area.
1.9. The site
Consocep,Tigaon is far from being well developed ,although the
beauty and culture it offers is such a huge fit for the purpose of this
proposed project. There’s not enough modes of transportation and it
needs more development, But the main reason that this site is chosen
is the state of the environment.
Tlgaon, ofhcially the Municipality of Tigaon, is a 3rd class
municipality In the province of Camarines Sur, Philippines. According to
the 2015 census, it has a population of 55,272 people.It Is in the
eastern part of the province of Camarines Sur, between Mount Isarog
and the Lagonoy Gulf, and occupies a total land area of 12,575 ha.,
80% of which Is flat. at these, 1,045 hectare are integrated rice land.
Tigaon’s economy is based on agricultural products like rice, com,
sugar cane, abaca fiber, fish, and pork. It Is also known for its cottage
Industly, especially' high quality ships-in-bottles. The main tourist
attractions are the Mt. Isarog Jungle Park at Barangay Consocep and
several beach resorts.

The methods of research to collect the data required for fulfillment of the
study is presented in this chapter.this chapter aims to give a closer look to the

created upon creation of this proposal.

The study utilizes a Descriptive Research Method, and and Applied
Research Method.

This Research Method is a multifaceted research approach.
It can include quantitative data such as the use of empirical
information,Descriptive research requires gathering data that will
describe an event and presenting the information in an organized,
and often visual, manner.

depict patterns that emerge during a study through a variety of
research technique;describing the Site Conditions and User’s
experience that may perhaps take place in the proposed project.

To obtain data needed in this proposal, the researcher will conduct
these several instruments and techniques in order to collect

and Browsing the Net will be done.
