PROGRAM DESIGN:SKILLS TRAINING- WORKSHOP FOR SCHOOL GOVERNING COUNCIL (SGC) and
STRENTHENING THE PROVINCIAL DRUG EDUCATION PROGRAM

RATIONALE The implementation Republic Act 9155, otherwise
known as the Governance of Basic Education Act
provides the mandate of decentralizing the system
of school management and recognized the role of
Local Government Units, Parents and Teachers
Associations (PTAs) and other stakeholders as
partners in the delivery of education service.
Corollary thereto, R.A 9165 otherwise known as
Comprehensive Dangerous Drug Act of 2002, with
the support through DepEd Order No. 200, issued
by Secretary Leonor Briones instructed all schools
private and public
The activity aims to develop the relationship and
cooperation of the school community/
stakeholders in the school governance, education
of youth and to strengthen the community support
to public education.

The activity will discuss the following topics, to wit:


1. The power of the School Governing
Council vested by the DepEd and LGU;
2. The role of the SGC in assisting the
Province of its anti-illegal drug campaign
activity for school and community;
3. SGC’s joint responsibility with the school
principal for the governance of schools;
4. Team building activity with brgy captains,
stakeholders and school heads;
5. Presentation on the status of basic
education of the Province;
6. Plans and strategies for the improvement
of school governance and administration.
Finally, the result of the training workshop will
capacitate the skills and abilities of SGC in the
school governance and administration.
GOALS (IMPACT) Improved quality education of every locality in the
Province of Compostela Valley.

OBJECTIVES
1. To orient the participants about the School
Governing Council’s duties, functions and
its limitations;

2. To provide a forum for parents, teachers,

community stakeholders and the school


heads to work together towards the
continuous improvement of student
learning outcome;
3. To provide coordinative linkages with
other agencies and institutions in the
conceptualization of plans and programs
on education;
4. To provide pro-forma Articles of
incorporation and By-laws for SGC
organizations in every school community;
5. To identify means through which the
corporate sector and non-governmental
organizations can network, collaborate,
and evaluate the impact of their programs
on basic education;
6. To develop a consensus on the priority
programs and quantitative targets on
products and services that can be
delivered by the private sector for the
improvement of basic education of the
province;
METHODOLOGY The Training Expenses for the participants, (as
mentioned above)shall be sourced out from the
2017 Annual Budget, school MOOE, Barangay
funds and any other sources. For 3-days training-
workshop,the PTA Provincial federation of the
Province, (SEC registered organization) being the
lead secretariat,in coordination with the
Department of Education-Division of ComValwill
assess a minimal charge of Three Thousand Seven
Hundred Fifty (P3,750.00) pesos per participantto
cover the meals and accommodation,honorarium
of speakers, training kit, including supplies and
materials. Considering that the training is a
province-wide undertaking there is a need to
divide the schedule into two batches: for first
batch composed of all Municipalities from
1stCongressional District which shall be held on
May 8-10, 2017; while for the second batch
composed of all the Municipalities from the 2nd
CongressionalDistrict shall be set on May 11-13,
2017. The disbursement of this fund is subject to
the usual accounting and auditing rules and
procedures.

ACTIVITIES 1. Conduct Skills Training workshop for PTA


Presidents, School Heads, Barangay
Captains and other persons involved;
2. Facilitate logistical support and training
hand-outs;
3. Conduct focus group discussions to
identify issues and concerns relevant to
education that will focus on four areas: a)
infrastructure, b) curriculum and student
performance, c) human resource d)
development & community involvement;
4. Discuss the duties and functions of the

campaign.

EXPECTED OUTPUTS 1. Skills training for the SGC, local leaders,


administrators and other persons
concerned were conducted;
2. Logistical Support and SGC Manual/
handouts were facilitated;
3. Vision and Mission of SGC is formulated;
4. Formulation and organization of SGC in
every school community is identified.

x 3 days = 375,000.00
