WARNING
 
THE LOW PRESSURE (LP) STEAM TURBINE AND CONDENSER ARE A PART OF THE
POWER TRAIN AND ARE EQUIPPED WITH RUPTURE DISCS TO PROVIDE AUTOMAT- IC
RELEASE OF THE INTERNAL STEAM PRESSURE IN THE LP TURBINE PRIOR TO
EXCEEDING DESIGN LIMITS. SOME RUPTURE DISCS WITH A HORIZONTAL BLOW
OFF DIRECTION MAY BE LOCATED TOO CLOSE TO INSPECTION AND MAINTE-
NANCE PLATFORMS. THE RELEASE OF STEAM IS A HAZARD FOR PERSONS WORK-
ING AT THE INSPECTION AND MAINTENANCE PLATFORM WHICH MAY CAUSE SE-
RIOUS PHYSICAL INJURY OR EVEN DEATH . IN ORDER TO PREVENT ANY HAZARD,
ACCESS TO THESE PLATFORMS WITHIN AN INFLUENCE ZONE OF 10M AROUND
THE RUPTURE DISCS MUST BE PROHIBITED DURING ANY PLANT OPERATION.

TECHNICAL INFORMATION
The LP steam turbine and condenser are a part
of the power train and are equipped with rup-
ture discs to avoid over-pressurization of the LP
turbine. Rupture discs are mounted on top of the
LP steam turbine or condenser neck. In the sce-
nario of overpressure, these rupture discs protect
the LP steam turbine and condenser by pressure
relief into the machine hall or environment.
 
In the course of product monitoring and contin-
uous improvement process, BHEL has ob- served
that some rupture discs with a horizontal blow off
direction may be located too close to inspection
and maintenance platforms in the machine hall
(see Figure 1).
 
Plant personnel working on an inspection and
maintenance platform located in the influence
zone of 10 meters around the rupture discs during
an over-pressurization and disc rupture event
could be exposed to ejecting LP steam.
 
The emerging steam could potentially harm any
plant personnel present in the influence zone.

RECOMMENDED ACTIONS
To prevent any hazard due to the risk described,
access to inspection and maintenance platforms
within the influence zone around the rupture
discs must be prohibited during any plant opera-
tion.
Plant personnel must be instructed accordingly.
The recommended solution to prevent the
risk associated with this potential hazard:
 
In case access to these platforms will be required
during operation BHEL recommends a
change in design. The change in design will
guide the steam in a vertical direction, so that
the influence zone is limited to the area above
the rupture discs. To implement the recom-
mended changes, the steam turbine must be
shut-down, cooled down and the condenser
must be at atmospheric pressure.
 
If you have doubts whether your plant layout
configuration could lead to a situation as de-
scribed within this Bulletin please contact your
BHEL representative. It is recommended that this
measure will be implemented by BHEL authorized
personnel only.
