NOTICE INVITING EXPRESSION OF INTEREST (EoI)
FOR “FIXING OF PLOTS LAYOUT MARKING WITH DGPS IN RTK

MODE AND FIXING OF RCC PILLARS AT SPECIFIED VILLAGES”
APCRDA Invites the interested agencies to express their interest for conducting DGPS
Survey to fix the plot co-ordinates and fixing of RCC Pillars for demarcation of the
plots for specified villages as per the rates approved already by APCRDA.
The interested agencies may be express their willingness in the prescribed format
before 19.06.2017.

Part I
General Terms

1. General Terms
1.1. Objective of this Expression for Interest (EoI)
The objective of this EoI is to solicit proposals from interested applicants Fixing of
plots layout marking with DGPS in RTK mode and fixing of RCC pillars at Specified
Villages.
1.2. EOI Issuing Authority

This Expression of Interest (EoI) is issued by the Andhra Pradesh Capital Region
Development Authority (hereafter referred to as “Authority”), intended to “Fixing
of plots layout marking with DGPS in RTK mode and fixing of RCC pillars at
Specified Villages”. The Authority’s decision with regard to the short-listing of
any participants through this EoI for further consideration shall be final and the
Authority reserves the right to reject any or all the expressions without assigning
any reason.

1.3. Availability of the EoI Documents

EoI can be downloaded from the Authority’s website given .The participants are
expected to examine all instructions, forms, terms, project requirements and other
details in the EoI documents. Failure to furnish complete information as mentioned
in the EoI documents or submission of a proposal not substantially responsive to the
EoI documents in every respect will be at the participant's risk and may result in
rejection of the proposal.
1.4. Modifications to the EoI document

The Authority may, at its discretion, modify the contents of this document without any
intimation or limitation as the authority may deem in the interest of the project. No
claim can be made either by participants or potential participants against such
modifications.

Part II
Scope of work

2. Background
2.1. Introduction
The tenders for conducting DGPS survey and peg marking including fixing of
RCC pillars to demarcate the plot boundaries in LPS Lay outs in the Capital
City area has been called and awarded to the contractors as per the tendered
rates for the villages.
During the review meeting on the progress of the works it is under stood that
the completion could not be achieved as per the prevailing progress within the
available time.
In view of the it is proposed to call for further agencies interested to take up the
said work at the rates approved in the tenders to explore the possibilities for the
completion of the work in short possible time.
2.2. Scope of Work
Peg marking and RCC Pillar work to be taken up in the following villages.

cm c/c spacing, including Augur Boring of size 300 mm dia to a
depth of 450 mm, engraving Boundary Stone with the letters
APCRDA, embeding the Boundary Stone in Concrete of M10
Grade in bore hole of 0.3m dia and depth of 0.3 m cm size,
refilling with excavated soil etc including cost of all materials,
labour, dressing top surface, painting with 1 coat of cement
primer & 2 coats of Synthetic Enamel paint of 1st quality,
lettering with specified paint and size on the faces of boundary
stones as directed etc.,complete including cost and conveyance
of all materials, labour charges for fixing of Boundary stones and
all incidental charges etc complete for finished item of work as
per drawings or as directed by the Engineer in Charge.
3 Providing and fixing of 15 x 15 x 105 cm size Boundary Stone Rs.534.13/- for 3.39%
with VRCC M15 with 20 mm size coarse aggregate with each pillar. Less
reinforcement of 4 nos of 8mm dia & stirrups of 6mm dia @ 20
cm c/c spacing, including Augur Boring of size 350 mm dia to a
depth of 450 mm, engraving Boundary Stone with the letters
APCRDA, embeding the Boundary Stone in Concrete of M10
Grade in bore hole of 0.35m dia and depth of 0.3 m size, refilling
with excavated soil etc including cost of all materials, labour,
dressing top surface, painting with 1 coat of cement primer & 2
coats of Synthetic Enamel paint of 1st quality, lettering with
specified paint and size on the faces of boundary stones as
directed etc.,complete including cost and conveyance of all
materials, labour charges for fixing of Boundary stones and all
incidental charges etc complete for finished item of work as per
drawings or as directed by the Engineer in Charge.
Time for Completion: The work proposed to be completed with in the 20 days from
the date of release of LOA.

SPECIFICATIONS FOR LAYOUT PLOT STONES IN AMARAVATI CAPITAL

CITY.
Instrument for survey:
As plot marking is crucial, for precise positioning the instrument to be used

for plotting is DGPS in RTK mode with dual frequency. Stone marking to be
maintained with 5-8 mm accuracy on ground.
Stone size:
PLOT STONES are to be planted at all the Corner points of the plots
Smooth finished Pre Cast concrete stones (Grade 1:2:4 with 8mm (Heavy Jolly)) are to be
used for plot marking
Shape: Square, Size: 4"X4"X3'6”(2’ projection above GL, 1’6” Embedment in to concrete below
GL )
Residential Plot: Stones should be painted with Dark Yellow colour
Commercial Plot: Stones should be painted with Sky blue colour
Utilities: Residential vacant-RV (Light Yellow), Commercial vacant-CV (Light Blue), Industries-
IND (Pink), Education-EDCN(Red), Parks-PARK(Green), Water Bodies-WATR(Light Blue),
Greenery-GRNY, SLOI(Special letter of intent)-Light green and any other demarcation work
entrusted by the APCRDA.
CRDA Letters should be engraved on north side of the stone with Black colour and the Block
Number should be enamel painted vertically on the North side of the stone (above GL) with
dark blue colour.

Plot Marking: Staking of Plot points with DGPS machine, Stone plantation, Back ground
painting and plot numbering of the stone should be done at a time

Plot Numbering: Plot numbers should be enamel painted with black colour on all four sides
with arrow mark indication accordingly (sample sketch attached).
Road side plot pillars should be provided with black stripes 6’’ alternatively as shown in the
sketch with road/street codes and block, plot number as usual with black colour.

LAY-OUT STONES PROPOSED IN AP CRDA, AMARAVATHI CAPITAL CITY,

THULLURU.
1) PLOT STONES :- These Stones are to be planted at the corner points of the plots
Smooth finished Pre Cast concrete stones (Grade 1:2:4), With 8mm (Heavy Jolly) Shape
: Square size : 4"X4"X3'6”
Embedment in to concrete below ground : 1'-6" Projection Above Ground : 2'-0"
CRDA Letters Should be Engraved on the Left side of the stone and the code of the
layout should be painted with black colour on the Right side of the stone. Block
number should be enamel painted vertically (above GL) with dark Blue colour on the
front side / back side of the stone.
The corresponding plot numbers Should be enamel painted with black colour on the
top of the stone on all four sides with arrow mark indication.
On the top of the stone North indication should be given with 'N' symbol as shown
a) FOR RESIDENTIAL PLOTS :

Residential plot stones should be painted with Dark yellow colour.

3.1. Language of Proposals
The proposal and all correspondence and documents shall be written in English.
4. Qualification criteria
4.1. Eligibility criteria
The invitation for bids is open to all entities who fulfil pre-qualification criteria as
specified below:
1) Firm registration along with Survey experience.
2) Pan Number and VAT Registration.
3) Availability of critical equipment such as DGPS instruments.
4) Number of Key personnel available.
4.2 Penalty for Delay:
A penalty at the rate of Rs.25/- per pillar per day will be levied on the balance work
beyond the completion date.

4.2. Proposal requirements

The Proposal should be submitted in the sealed envelope on or before 19.06.2017 at
3.00pm , at APCRDA Office, Lenin Center, Vijayawada.
