The! Court! ruled! that! the! Republic! has! sufficiently!
discharged! the! burden! of! demonstrating! the!
commission! of! fraud! committed! by! the!
respondents! as! a! condition! sine* qua* non* for! the!

main!supporting!proving!document!of!the!Republic!
