DATA ABOUT DRUG CASES IN BARANGAY CALATAGAN TIBANG
1. Student, 18, nabbed for theft, illegal drugs

A court-ordered search of the residence of an 18-year old student suspected of theft in Virac
last week turned up two small plastic sachets of white crystalline granule believed to be shabu.
Last July 25, 2019 at 11:33 P.M., joint elements of the Virac police station, the Regional
Intelligence Division-Catanduanes and the Provincial Intelligence Branch led by Major Bon Billy
Timuat served the warrant on John Harold Flores Vargas, said to be a Grade 10 student at
Catanduanes National High School, at his home in Calatagan Tibang.

After the search, the team confiscated a number of items as evidence, including a drone, two
remote controls, accessories, six drone propellers, pocket wifi, Bluetooth mouse, router, Cream
21, portable microphone, digital camera, pouch box that contained the two sachets of suspected
shabu, toothpaste, make-up kits, action camera, and kitchen knife with pink handle.

Vargas did not disavow knowledge or possession of the illegal drug, reports said, as it was the
teener himself who opened the pouch and described its contents as shabu.

The search was conducted in the presence of barangay chairman Epifanio Linan, barangay
kagawad Arnulfo Solsona and other designated witnesses.

Vargas was reportedly tagged as the suspect in the theft of jewelry worth about P300,000 from
a Calatagan home and in other incidents, including the robbery at a store in Eastern Cavinitan
where two laptops and various goods, including a make-up kit, were taken. The latter incident
allegedly prompted a barangay official to say that the one responsible was probably a member
of the third sex.

Meanwhile, three minors referred to local social workers after they admitted robbing the house
of a Manambrag, San Andres barangay official last week.

Virgil Lazado, 55, the barangay treasurer, told the police that at 1 P.M. of May 30, 2019, he arrived
at his house and discovered that it had been ransacked, with the P11,000 cash placed inside the
Durabox missing.

He said he reported the matter to barangay captain Roger Romero on July 13, 2019. The three
minors, aged 15 and 16 years old and all junior students of Manambrag National High School,
admitted that they were the ones who forcibly entered the house and stole the money.

The report did not state if the entire cash or a portion of it was recovered by the police.
On the other hand, two fishermen from Viga were arrested by the police last July 23 in barangay
Soboc in connection with a theft case filed against them before the 3rd Municipal Circuit Trial
Court of Panganiban-Viga-Bagamanoc.

Alex Dayawon Bañares, 43, and Rene Cabrera Lopes, 48, who were nabbed by policemen led by
Staff Sgt. Jordan Teope, will have to put up bail of P3,000 each for their provisional liberty.

2. Virac man caught in shabu buy-bust


A resident of Calatagan Tibang, Virac has been charged with violation of Section 5 of Republic Act
9165 after two sachets of white crystalline granules believed to shabu were found on him during
a buy-bust operation.

Last July 17 at 2:33 A.M., joint elements of the Virac police, the Regional Intelligence Division-
Team Catanduanes and the Provincial Intelligence Branch led by Maj. Bon Billy Timuat arrested
Mark Imperial Matienzo, 37, a self-employed resident included in the drug watchlist of
surrenderees after seizing a small sachet and a medium sachet containing the illegal drug with a
total value of P3,000.

3. Virac man gets 24 years in jail for shabu, bullets


A resident of barangay Calatagan Tibang in the capital town of Virac was sentenced last week to
a total of 24 years in prison and to pay a fine of P300,000 for possession of illegal drugs and
ammunition.

The Regional Trial Court meted Dindo Sauza Manlangit to a prison term ranging from four years,
two months and one day as minimum to 10 years as maximum for possession of four Cal. 22
bullets.

For having been caught with 0.114 gram of methamphetamine hydrochloride, he was given a
stay in hail from 12 years and one day as minimum to 14 years as maximum plus the fine.

Records show that in the evening of June 13, 2016, a team led by then Senior Inspector Edgar
Clerigo went to Manlangit’s residence to serve a search warrant issued by the Court against him.

When the first group of lawmen arrived, Manlangit immediately entered his house and shortly
thereafter, the sound of flushing water was heard from inside the house. Something was also
thrown out of the window, landing on the ground at the back of the house.

When the suspect did not go out or open the door despite repeated requests, the police forced
their way inside through the back door.
A search of the residence and the ground outside led to the discovery of a medium-sized plastic
sachet containing white crystalline granules and a smaller one with traces that both later tested
positive for shabu, Also found were the four Cal. 22 ammunition, 57 small unused plastic sachets,
two cellphones and three lighters.

In his defense, Manlangit, who was a research assistant at the National Irrigation Administration,
claimed the witness against him was lying when he claimed that he (Manlangit) was selling drugs
from Monday to Friday from 9 to 10 A.M. and 2 to 2:30 A.M. when he was at work at the time.

He tried to insinuate that the drug items found were planted by two men who went inside the
house by destroying the back door.

Manlangit also presented his two children as witnesses but the Court noted their conflicting
testimonies. Worse, a drug test of his urine sample yielded a positive result for the presence of
shabu. The Firearms and Explosives Office at Camp Crame also certified that he was not a licensed
firearm holder.

In the decision rendered July 11, 2019, RTC Branch 43 Presiding Judge Lelu P. Contreras cited a
barangay official’s declaration that there were reports that Manlangit sold drugs and that the
latter was warned by barangay captain Epifanio Linan.

“Dindo failed to show proof of any motive on the part of the police officers to impute falsely
against him a crime as serious as violation of the Comprehensive Dangerous Drugs Act,” the Court
stated.
