DILG, this means delivering on 7 aspects of local governance, namely:

 Financial administration
 Disaster preparedness
 Social protection
 Peace and order
 Business friendliness and competitiveness
 Environmental protection
 Tourism, culture, and the arts

Compliance requirements vary per item, as DILG outlined in Memorandum 2018-49.
