1 (1) SCOPE
1.1 Purpose
To establish the quality requirements requested by PDVSA regarding the
manufacturing, inspection and properties (materials y dimensions) of line pipe in
the petroleum and natural gas industries for the transport of fluids.

1.2 (1) Coverage


This specification contains the supplementary requirements to the international
base specification for linepipe (API 5L/ ISO 3183:2007 ”Specification for Line
Pipe” Forty–Fourth Edition, October 1, 2007); therefore, It should be applied along
with the last one.
This specification covers carbon steel line pipe manufactured according to the
API 5L (latest edition) with or without welded seam with different types of ends.
This document defines supplementary requirements additional to what is stated
in the API specification.
The pipe will have to comply with the requirements of this specification, as well
as those indicated in the purchase order.
In case of differences among the Purchase Order, this specification and the API
5L specification will prevail first what is indicated in the Purchase Order.
NOTE: The numbers of this specification are followed by the numbers or cues in
parenthesis corresponding to the paragraphs of the API 5L:2007.

1.3 Product Specification Level (PSL)


The product specification levels established in this specification are: PSL 1, PSL
2 and PSL 2 sour service considered in the Standard API 5L:2007. Annex A of this
Standard contains a summary of the most important differences among the
different specification levels. The selection of the PSL depends on factors like the
properties of the fluid to be conveyed, service conditions, design codes and legal
requirements.
It is therefore the ultimate responsibility of the user to select the appropriate class
for the intended application. Annex B of this document is a reference for the
selection of the appropriate specification level regarding the type and service
conditions.

1.4 (6.1) Grades


The PSL2 pipe can be supplied in grades from B to the X120.

3 (4) DEFINITIONS
3.1 Lot
Group of pipes with the same technical and dimensional specifications that belong
to the same heat, with the same conditions and manufacture process.

3.2 Coil
The main raw material for ERW or SAW pipe manufacture. It is the final product
of the rolling process.

3.3 Strip
Piece of sheet cut from a coil, with the exact dimensions of the pipe that is going
to be produced by the ERW process.

3.4 Plate
Raw material used for the manufacturing of pipes, with diameters bigger than or
equal to 16”, by the SAW process with longitudinal seam welds.

3.5 Peaking Effect


It is defined as a local irregularity in the seam weld at the end of a pipe with
longitudinal seam.
SECTION A – TECHNICAL PROVISIONS FOR PSL1 TUBULARS

4 (7) INFORMATION TO BE SUPPLIED BY THE PURCHASER


The Purchase Order shall include the technical specification of the pipe, the
relevant information indicated in this supplementary specification and in the
Standard API 5L:2007.

5 (8.1) PROCESS OF MANUFACTURE AND MATERIAL


5.1 (Annex D) Repairs by Welding of Raw Material
The raw material (strip, plate and coil) used for PSL1 pipe shall not contain any
repair welds.

5.2 Steelmaking
For PSL1 pipe the steel shall be totally killed.

6 MATERIAL REQUIREMENTS
6.1 (9.2) Chemical Properties
6.1.1 Carbon Equivalent
For PSL1 pipe, carbon equivalent (C.E.) calculations shall be based on the
product analysis and shall be performed using the following formula:

The carbon equivalent shall not exceed 0.43%.

6.2 (9.3) Mechanical Properties


6.2.1 Tensile Properties
The manufacturer (or processor) of the product shall provide objective evidence
that all of the mechanical product requirements in the order are met for an
acceptable quality level (AQL) no less than 2.5%, with a general inspection level
type II and a sampling plan for normal inspection according to the Standard ISO
2859–1.

7 (9.11) DIMENSIONS, WEIGHTS, LENGTHS, DEFECTS, AND


END FINISHES
7.1 Diameter (for greater or equal to 406,4 mm – 16 inch pipes)
7.1.1 Peaking Effect
Any local irregularity of the profile in the area of the seam weld shall be checked
on each pipe using templates of 12 inches in length. The maximum peaking effect
acceptable at the weld seam area will be 0,12 inch.

7.2 Welded Pipe (for greater or equal to 406,4 mm – 16 inch pipes)


7.2.1 (9.11.3.2) Wall Thickness (For pipes with longitudinal seams)
The wall thickness at any point of the pipe shall be within a range of +8% o –6%
from the nominal thickness.

7.3 Length
For pipes with diameters greater than or equal to 406,4 mm (16 inches), the
minimum average length shall be 11,40 meters (37,40 feet). The minimum
individual length shall be 10,50 meters (34,45 feet). In case of pipes with
diameters less than 406,4 mm (16 inches), the length requirement shall be stated
in the purchase order.

8 (10) INSPECTION AND TESTING


8.1 (10.2.1.1) Inspection of Mechanical Properties
8.1.1 Tensile Tests
a. Frequency of Tensile Tests
The tensile tests shall be made according to Table 17 of the Standard API
5L:2007.

8.2 (Annex E) Nondestructive Inspection (for greater or equal to 406,4


mm – 16 inch” pipes)
8.2.1 Pipe end Radiographic Inspection
After hydrostatic test, both seam weld ends shall be examined according to what
is indicated in Annex E of specification API 5L:2007.
8.2.2 Inspection Inspection of Repairs
a. Weld Repair
After repairs made on the pipe, an evaluation shall be performed by non
destructive tests according to Annex E of specification API 5L: 2007.
Weld repairs shall be made using a qualified procedure according to the
inspection and testing plan.
b. Repair of Defects
– Pipe body: Weld repairs will not be accepted on the pipe body.
– Weld seam: Repairs on the weld seam shall be limited to three repairs per pipe
with a maximum length of 200mm (8 inches) each. Repairs on the weld seam
shall be limited to three repairs per pipe with a maximum length of 200mm (8
inches) each. A minimum distance of 300 mm (1 foot) between repairs shall be
maintained. Only one repair attempt will be permitted per defect. Subsequent
to hydrostatic test, any repaired area will be subject to radiographic inspection
as defined in “Pipe ends radiographic inspection” section.
c. Pipe end weld repair limitation: Pipe weld seam repairs shall not be permitted
within de 600 mm (24 inches) from the ends of the pipe.

9 DOCUMENTS
9.1 Quality Control Certificate
For each lot of pipe approved according to this specification, the pipe mill will issue
a quality control certificate for the pipes of the heat or heats involved.

10 MANUFACTURER CLASSIFICATION
10.1 Every manufacturer that supplies products for the first time to PDVSA, directly or
indirectly, shall submit prior order placement, statistical production reports
(Histograms), of the following items:
– Mechanical Properties: Sy, Su, elongation.
– Fracture Toughness (optional).
– Chemical Composition.

10.2 In addition, the manufacturer shall submit a quality plan to be approved by PDVSA
prior the pipe manufacture.

10.3 PDVSA will review the information required in sections 10.1 and 10.2. In case a
non conformance is detected, a new product assessment will be required and/or
a quality plan adjustment.

11 (13) SHIPPING
11.1 Release for Shipment
Pipe shall not be shipped until a quality certificate and mill tests reports have been
received and revised by PDVSA. At PDVSA’s choice, this revision of tests reports
can be done in the facility. A different consideration to the above shall be agreed
between PDVSA and the manufacturer.
SECTION B – TECHNICAL PROVISIONS FOR PSL2 TUBULARS
PSL2 tubulars shall comply with the requirements established in this section, as
well as those established in Section A (Technical Provisions for PSL1 Tubulars)
not considered here.

12 (7) INFORMATION TO BE SUPPLIED BY THE PURCHASER


12.1 The purchase order shall include the pipe technical specifications, the relevant
additional information established in this supplementary specification and the
Standard API 5L: 2007.

13 (8.1) PROCESS OF MANUFACTURE AND MATERIAL


13.1 Repairs by Welding of Raw Material
The raw material (strip, plate and coil) used for PSL2 pipe shall not contain any
repair welds.

14 MATERIAL REQUIREMENTS
14.1 (9.3) Mechanical Properties
14.1.1 Tensile Properties
The manufacturer (or processor) of the product shall provide objective evidence
that all of the mechanical product requirements in the order are met for an
acceptable quality level (AQL) no less than 2,5%, with a general inspection level
type II and a sampling plan for normal inspection according to the Standard ISO
2859–1.
14.1.2 Fracture Toughness Tests
The manufacturer (or processor)of the product shall provide objective evidence
that all of the mechanical product requirements in the order are met to an
acceptable quality level (AQL) no less than 2,5%, with a general inspection level
type II and a sampling plan for normal inspection according to the Standard ISO
2859–1. The test procedure shall be in accordance with section 9.8 of Standard
API 5L: 2007. For weld samples, the notch shall be located in accordance with
what is stated in section 10.2.3.3 of Standard API 5L: 2007.

15 (9.11) DIMENSIONS, WEIGHTS, LENGTHS, DEFECTS, AND


END FINISHES
15.1 Diameter (for greater or equal to 406,4 mm – 16 inch pipes)
15.1.1 Peaking Effect (For pipes with longitudinal seams)
Any local irregularity of the profile in the area of the weld seam shall be revised
on each pipe using templates of 304,8 mm (12 inches) in length. The maximum
peaking effect acceptable at the weld seam area will be 3,048 mm (0.12 inch)

15.2 Welded Pipe (for greater or equal to 406,4 mm – 16 inch pipes)


15.2.1 Wall Thickness
The wall thickness at any point of the pipe shall be within a range of +8% o –6%
from the nominal thickness.

16 INSPECTION AND TESTING

16.1.1 Tensile Tests

a. Tensile Testing Frequency


Tensile tests shall be made according to Table 18 of API 5L: 2007.

16.2 (Annex E) Nondestructive Inspection


16.2.1 Pipe end Radiographic Inspection
For pipes with diameters greater than or equal to 406,4 mm (16 inches) apply the
following requirements: Alter hydrostatic test and cold expansion both weld ends
shall be examined according to what is indicated in Annex E of specification API
5L: 2007.

17 MANUFACTURER CLASSIFICATION
17.1 Every manufacturer that supplies products for the first time to PDVSA, directly or
indirectly, shall submit prior order placement, statistical production reports
(Histograms), of the following items:

– Mechanical Properties: Sy, Su, elongation.


– Fracture Toughness (optional).
– Chemical Composition.

17.2 In addition, the manufacturer shall submit a quality plan to be approved by PDVSA
prior the pipe manufacture.

17.3 PDVSA will review the information required in sections 17.1 and 17.2. In case a
non conformance is detected, a new product assessment will be required and/or
a quality plan adjustment.

18 (13) SHIPPING
18.1 Release for Shipment
Pipe shall not be shipped until a quality certificate and mill tests reports have been
received and revised by PDVSA. At PDVSA’s choice, this revision of tests reports
can be done in the facility. A different consideration to the above shall be agreed
between PDVSA and the manufacturer.

SECTION C – TECHNICAL PROVISIONS FOR PSL2 SOUR SERVICE


TUBULARS
PSL2 sour service tubulars shall comply with the requirements indicated in this
section plus what is established in section B (requirements for PSL2 tubulars).

19 (7, H.2) INFORMATION TO BE SUPPLIED BY THE


PURCHASER
19.1 The purchase order shall include the pipe technical specifications, the additional
information indicated in this supplementary specification and the Standard API
5L: 2007, Annex H.

20 (H.3) PROCESS OF MANUFACTURE AND MATERIAL


20.1 Material
20.1.1 Repairs by Welding of Raw Material
The raw material (strip, plate, coil) used for PSL2 sour service pipe shall not
contain any repair welds.

20.2 Heat Treatment


PSL2 sour service pipe shall be heat treated along the whole pipe body.
The heat treatment shall guarantee stress relief, microstructural homogeneity and
the required properties to comply with what is established in section 21.3.

20.3 Traceability
The manufacturer shall comply with the traceability requirements established in
Standard API 5L, latest edition.

20.4 Steel Making


The steel that will be used in the pipe manufacturing shall comply with what is
established in Annex H of Standard API 5L, latest edition.

21 (H.4) MATERIAL REQUIREMENTS


21.1 Alloy Requirements (raw material)
The coils, plates and billets shall be produced from totally killed steel. Non metallic
inclusions shall be determined according to ASTM E–45 method D. The level of
inclusions shall be equal or smaller than 1 ½ for the heavy precipitates and 2 for
the thin ones.

To determine the inclusion level, two samples per heat shall be taken of two
specimens each one, one at the beginning and one at the end of the heat, the
samples shall cover the total thickness of the pipe.
For welded pipes, the samples shall be taken widthwise to the coil, a specimen
in the centerline and another in one of the borders.
For seamless pipes, the samples shall be separated 180.
The steel coils/strips used for the pipe manufacture shall comply with the
requirements stated below:
– Width: The coil/strip width shall be an odd multiple of the pipe perimeter for
longitudinal seam pipes, and shall be an odd multiple of the original coil width
(in this case coil shall be consider the original coil produced by the rolling mill)
for helical weld pipes. This is in order to avoid a coil cut in its centerline. The
coil/strip edges shall be free of defects such as cracks, waves, etc.
– Thickness: The strip thickness shall be verified in the longitudinal and
transverse directions. Test locations shall be, as a minimum, at the beginning,
middle and end of the coil/strip. The results shall be analysed statistically.

21.2 Chemical Properties


21.2.1 Chemical Composition
The requirements stated in Annex H of Standard API 5L (latest edition) shall be
met and the additional requirements specified by the purchaser.

21.3 Mechanical Properties


21.3.1 Tensile Properties
The requirements stated in Annex H of Standard API 5L (latest edition) shall be
met and the additional requirements specified by the purchaser.
21.3.2 Fracture Toughness Tests
Test temperature shall be 0 C. Requirements established on Table 8 of Standard
API 5L (latest edition) shall be met.
21.3.3 Metallographic Examination
A metallographic analysis of the weld shall be performed at the beginning of the
manufacturing process of each lot. This analysis is made on a transverse
metallographic section of the weld, where it is possible to observe from the weld
seam to the base material. Additionally, a sample from the opposite zone in the
pipe (180 from the weld) shall be taken. Both samples shall be taken in order to
cover the whole thickness.

The microstructure observed in each of the tested areas shall be homogeneous.


Any evidence of lack of fusion, incomplete austenitization or any other kind of
defect that reflects a deficiency on the weld or heat treatment processes is not
acceptable.
If any section fails these requirements, the pipe from which samples were taken
will be rejected. In this case, sections of two other pipes from the same heat
treatment batch shall be inspected. If any of these pipes fails in this inspection the
heat treatment batch shall be rejected.
In case of seamless pipe, a metallographic analysis shall be performed at the
beginning of the manufacturing process of each lot. This analysis is made to a
transverse metallographic sample of the pipe, randomly selected. This sample
shall be taken in order to cover the whole thickness. All the microstructure
observed shall be homogeneous. If the sample fails these requirements, the pipe
from which the samples were taken will be rejected. In this case, sections of two
other pipes of the same heat treatment batch shall be inspected. If any of these
pipes fails in this inspection the heat treatment batch shall be rejected.
If the presence of banding microstructure is revealed during these tests,
microhardness test shall be performed according to section 21.3.4.
21.3.4 Microhardness Test
When segregation bands (banding microstructure) are present, a microhardness
test shall be performed on them, and the value obtained shall not exceed 250 HV.
21.3.5 Hardness Survey
A hardness survey shall be carried out on a transverse sample from one pipe of
each heat. The hardness indentations shall be in an area that guarantees an
evaluation through the whole thickness. For welded pipes, the survey shall cover
weld metal, H.A.Z., and base metal. No individual value shall exceed 250 HV
(HRC 22)
21.3.6 Hydrogen Induced Cracking Test (HIC)
This test shall be performed according to section H.4.3 of Annex H of Standard
API 5L, latest edition.
If a sample fails, two additional pipes of the same heat shall be tested. If all
samples of these pipes pass, then the heat (with the exception of the pipe that
failed) shall be accepted, otherwise all the pipes of the same heat shall be
rejected.
21.3.7 SSC Requirements
This test is to verify the ability of the alloy of any product (seamless or welded) to
have an adequate resistance to SSC. For each type of product (for each
manufacturer and alloy) that will be supplied for the first time to PDVSA, it is
necessary to perform SSC tests.

The test shall meet the requirements stated in Standard API 5L, latest edition,
Annex H, section H.4.5.

22 DIMENSIONS, WEIGHTS, LENGTHS, DEFECTS, AND END


FINISHES
22.1 Length
For pipes with diameters greater than or equal to 406,4 mm (16 inches), the
minimum average length shall be 11,40 meters (37,40 feet). The minimum
individual length shall be 10,50 meters (34,45 feet). In case of pipes with
diameters less than 406,4 mm (16 inches), the length requirement shall be stated
in the purchase order. The minimum length shall not be obtained using jointers.

22.2 Pipe Ends


Unless otherwise specified, plain ends pipes shall be furnished with bevelled ends
according to API 5L, latest edition.

23 (10) INSPECTION AND TESTING


23.1 Testing of Mechanical Properties
23.1.1 (H.7.1) Tensile Tests
a. Tensile testing frequency
Tensile tests shall be made according to Table 18 of API 5L, latest edition.

23.2 Hydrostatic Test


Hydrostatic test shall be performed according to what is established on section
10.2.6 of Standard API 5L (latest edition) at 90% SMYS, for five (5) minutes.

23.3 (Annex E and K) Nondestructive Inspection


23.3.1 Pipe end Radiographic Inspection
For pipes with diameters greater than or equal to 406,4 mm (16 inches) apply the
following requirements: Alter hydrostatic test and cold expansion both weld ends
shall be examined according to what is indicated in Annexes E and K of
specification API 5L, latest edition.
23.3.2 (K.4, K.5) Nondestructive Inspection of SAW/HFW Pipe
Nondestructive inspection of electrically welded pipe shall be performed
according to what is established in Annex K, Sections K.4 y K.5 of Standard API
5L, latest edition.

23.3.3 (K.3) Nondestructive Inspection of Seamless Pipe


Nondestructive inspection of seamless pipe shall be performed according to what
is established in Annex K, Section K.3 of Standard API, latest edition.
23.3.4 Ultrasonic and Electromagnetic Inspection
a. Weld Repair
Weld repairs will be prohibited.
b. Repair of Defects
– Pipe body: Weld repairs are prohibited on the pipe body.
– Weld seam: Repairs of the weld seam are prohibited.

24 DOCUMENTS
24.1 Quality Control Certificate
For every lot of pipes approved according to this specification, the pipe mill will
issue a quality control certificate with the following test results:
Steel mill quality control certificate of heat or heats involved.
– Raw material control (chemical analysis and mechanical tests).
– Tensile tests.
– Charpy Impact tests.
– Hydrostatic tests.
– Hardness survey.
– HIC tests.
– SSC tests.

25 MANUFACTURER CLASSIFICATION
25.1 Every manufacturer that supplies products for the first time to PDVSA, directly or
indirectly, shall submit prior order placement, statistical production reports

25.3 PDVSA will review the information required in sections 25.1 and 25.2. In case a

26 SHIPPING
26.1 (13) Release for Shipment
Pipe shall not be shipped until a quality certificate and mill tests reports have been
received and revised by PDVSA. At PDVSA’s choice, this revision of tests reports
can be done in the facility. A different consideration to the above shall be agreed
between PDVSA and the manufacturer. In addition, the HIC and SSC tests shall
be available prior the pipe shipment.

26.2 (14) Packing


The following items are recommended. In any case, they will be applied according
to what is stated in the purchase order.
– Packing shall be bundled or rack packed for pipes until 6 inches in diameter.
– All loading and unloading shall be accomplished in such a manner as to prevent
damage on the pipe.
– Hooks shall not be used for lifting. In case they are used they shall be protected
with neoprene, rubber, among others.
– Forklift with padded arms or Nylon slings and spreader bar shall be used.
– The veins shall be made of metal properly protected (veins or seams) and
restraints of padded belts or nylon.
– All wood used for packing, shall not be treated with chlorine containing
compounds.

26.3 Damage Handling


Dings or other visible handling damage on the pipe imputable to the
manuefacturer are cause for rejection of the damaged product.

27 PRODUCT APPROVAL
For each type of product that will be supplied for the first time to PDVSA, it is
necessary to establish a product validation plan with the manufacturer.

ANNEX B GUIDE FOR PRODUCT SPECIFICATION LEVEL (PSL)


SELECTION FOR LINEPIPE

B.1 Scope
This document constitutes a base for selection criteria of the product specification
levels (PSL) established in the PDVSA’s linepipe specification (PDVSA
EM–18–00/03). It is intended for application with carbon steel pipes for crude, gas
and water transport lines in the oil and gas industry. This does not include the low
temperature, high temperature and cryogenic services. PSL selection is the
ultimate responsibility of the user, for a particular application.

B.2 Definitions

B.2.1 Sour service: This applies for a hydrogen sulfide (H2S) partial pressure in the fluid
according to what is defined by the NACE standard MR0175.

B.2.2 Low temperature service: For this guide purposes, this service includes
temperatures between 32F and –150F.

B.2.3 Cryogenic service: For this guide purposes, this service is for temperatures below
–150F.

B.2.4 High temperature service: For this guide purposes, this service suites for
temperatures over 650F.

B.2.5 PSL (Product Specification Level): This term, established in the API 5L
specification, is used in order to differentiate specific technical requirements for
a determined type of pipe. According to PDVSA EM–18–00/03, there are 2 levels.

B.3 PSL Application


PSL selection depends on many factors (such as properties of the fluid to be
conveyed, service conditions, design code, legal requirements). The following
table presents the classification established for the application of a determined
PSL.
